Fire Chief Dan Brown recommends City Council approval to reimburse the Training
Center Task Force $365,000 for fire simulators which have been installed at the
Dubuque County Emergency Responder Training Center.

SUBJECT: Fire Simulators for Training Center
In the Fiscal Year 2007 Capital Improvement budget, $365,000 was included for the fire
simulators for the Dubuque County Emergency Responder Training Center. All the
equipment has been purchased and installed and is operational. Tom Berger is the
Chairman of the Training Center Task Force and he is requesting reimbursement for the
fire simulators.
Included is the letter from the Training Center Task Force and the resolution for Mayor
and City Council.
I respectfully request that this be placed on the July 17, 2006 City Council agenda for
Mayor and City Council approval.

PURCHASE OF EQUIPMENT FOR THE JOINT CITYICOUNTY REGIONAL
EMERGENCY RESPONDER TRAINING CENTER PROJECT
WHEREAS, the City Council, in its fiscal year 2007 budget, budgeted
$365,000 to be used by the City of Dubuque (City) for the purchase by
Dubuque County Firefighters Association of Fire Simulators for the Joint
CITY/COUNTY Regional Emergency Training Center Project; and
WHEREAS, Dubuque County Firefighters Association has notified
City that it has purchased the equipment; and
WEREAS, Dubuque County Firefighters Association has now
requested reimbursement from City in the amount of $365,000.00 for the
equipment
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF DUBUQUE, IOWA:
1. The City Finance Director is authorized and directed to reimburse
Dubuque County Firefighters Association in the amount of $365,000.00 for
the purchase of equipment as described herein for the Joint City/County
Regional Emergency Responder Training Center Project

Dear Mayor Buol and City Council,
On behalf of the 600 plus emergency responders in the Dubuque and Dubuque County
area, I would like to thank you for your commitment to the Dubuque County Fire
Fighters Association Regional Emergency Responders Training Facility. The first phase
of the project is nearing completion and we anticipate being able to begin training
evolutions in August.
Your commitment of $365,000 a few years ago was instrumental in helping us secure a
successful fund raising campaign. Your contribution was very important to show other
governmental entities, private corporations and individuals the importance of the project
and demonstrate the need that our local emergency responders have to be well trained to
respond to emergencies and disasters.
The money allocated by the City of Dubuque was used to purchase and install the three
fire simulator units in the training tower as well as all of the adjoining equipment
involved with the fire simulators. This equipment includes the protective insulation and
stainless steel covering in the burn rooms, the emergency ventilation system, propane gas
storage system and piping, smoke machines, control equipment, as well as the actual fire
training props. Your contribution to the project allowed us to purchase the gas fire props
eliminating the need for Class A fires which are not safe and require more time for set-up
and evolutions.
We anticipate the second building to begin construction this month which will include
phase two and three. The next building will be an indoor/outdoor evolution lab,
classroom building which will also serve as an Emergency Operations Center and a
Shelter for natural and man made disasters.
We have been working on the project for almost seven years now and we set out for a
goal to raise 2.6 million dollars. We are roughly $114,000 short in our fund raising

efforts to complete the project, but we are confident that we will reach our goal in the
next year. We have had tremendous support from local contractors and businesses who
have donated goods and services keeping our project under budget.
Weare extremely excited about the completion of the first phase and the entire project.
We would not have been able to accomplish this goal without the support of the City of
Dubuque, Dubuque County and the State of Iowa elected officials. The Dubuque Racing
Association needs to be commended on their grants of over $800,000 toward the project,
which includes the inaugural Future Fund Grant award of$750,000.
We are in the process of planning a celebration to honor the completion of the first phase
as well as kick off our fmal fund raising campaign to complete the project. On Thursday,
August 3 I st, 2006 at 5:30 p.m. we will have a celebration at the site and would hope that
you will be able to join us and tour the facility.
At this time all of the fire simulator equipment is installed and operational. We are
requesting reimbursement of the $365,000. Your reimbursement will cover the following
items:
