MEMORANDUM
7 July 2006
To: Michael Van Milligen, City Manager
From: David H~iS, Housing and Community Development Department
Re: Purchase of Property at 1711 Elm Street
Introduction
The purpose of this memorandum is to request the City Council's approval to
purchase a residential dwelling located at 1711 Elm Street.
Background
The Washington Court Apartments project - in the former Dubuque Casket
Factory - is now under construction. It will provide 35 affordable apartments and
is scheduled for occupancy this fall.
As part of this project, the first floor will become the location for the new
Community Health Center, as well as for offices for Project Concern. Given this
concentration of uses and associated demand for off-street parking, City staff
have contacted owners of adjacent properties to determine the feasibility of
acquisition for additional parking spaces.
Discussion
Four residential properties abut the Casket Company property, in the 1700 block
of Elm Street. All of these owners have indicated an interest in selling;
appraisals have been commissioned for each one. The second property, an
occupied duplex is owned by Winger Construction, LLC. The property is
appraised at $85 000 and the owner has agreed to sell at that price.
Funds for these purchases have been identified from savings from the America's
River Project for the Grand River Center.
Action Step
The action requested of the City Council is to approve the attached resolution,
authorizing purchase of property located at 1711 Elm Street in the City of
