SUBJECT: Floodwall Pumping Facility Improvement Projects
Monies were budgeted in the FY2005 and FY2006 Capital Improvement Project
budgets for improvements to the Hawthorne Street, Bee Branch, and Maus Lake
f100dwall pumping facilities. These projects were bid in March 2006, and the bids were
considerably higher than the total funds available for the projects, therefore, all the bids
were rejected. Since then, IIW Engineering and Surveyors, P.C. has realigned the
projects into a base bid for the Maus Lake and Hawthorne facilities, and segmented the
Bee Branch projects into four alternate bid components. These four alternates are
ranked by importance, with notice that the bid award will be determined by lowest base
bid, with alternate projects awarded as the projects' total budget permits.
Public Works Director Don Vogt recommends initiation of the bidding process for the
Floodwall Pumping Facility Improvement Projects, and further recommends that a public
hearing be set for August 21, 2006.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Floodwall Pumping Facility Improvement Projects
INTRODUCTION
The attached resolutions authorize a new public bidding procedure for five interrelated
floodwall pumping facility improvement projects.
BACKGROUND
Monies were budgeted in the Public Works Department's FY2005 and FY2006 Capital
Improvement Projects budgets for improvements to the Hawthorne Street, Bee Branch,
and Maus Lake floodwall pumping facilities.
DISCUSSION
On March 7, 2005, the City Council approved hiring the firm of IIW Engineering and
Surveyors, P.C. to provide engineering and architectural services for the noted projects.
The projects provide for the purchase and installation of auxiliary power generators at
all three facilities, along with associated wiring alterations. The projects also provide for
the installation of a pedestrian walk and a new pump control panel at the Bee Branch
facility.
On February 20th of this year, the City Council authorized initiation of the bidding
process for the projects. The bid proposals were opened on March 15th and were found
to be considerab,!y higher than the total funds available for the projects. At the City
Council's April 3 meeting, upon my recommendation, all bids were rejected. Since
then, IIW rethought the projects and realigned them into a base bid for the Maus Lake
and Hawthorne facilities, and, segmented the Bee Branch projects into four alternate bid
components. These four alternates are ranked by importance, with notice that the bid
award will be determined by lowest base bid, with alternate projects awarded as the
projects' total budget permits.
The new schedule for the projects is proposed as follows:

BUDGET IMPACT
The original cost estimates for the projects were as follows:
Construction Contract Estimate $440,430
Contingency 48,936
Engineering 66,400
TOTAL $555,766
The revised cost estimates for the projects are as follows:
Construction Contract Estimate $623,290
Contingency 62,329
Engineering 66,400
TOTAL $752,019
These projects will be funded with the monies ($555,766) budgeted specifically for them
in the Public Works Department's FY2005 and FY2006 Capital Improvement Projects
budgets. Contract award, as noted previously, will be in an amount that ensures that
the total project cost does not exceed the $555,766 budget.
ACTION STEP
The City Council is requested to establish the date for the public hearing and authorize
the City Clerk to advertise the request for proposals through the adoption of the
attached resolutions.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the proposed plans, specifications, form of contract and estimated
cost for the Hawthorne Street Generator Project, Maus Lake Generator Project,
and the Bee Branch Floodwall Pumping Station Improvement Projects in the
estimated amount of $685,619.00, are hereby approved and ordered filed in the
office of the City Clerk for public inspection.

RESOLUTION NO. 328 -06
FIXING DATE OF THE HEARING ON PLANS AND SPECIFICATIONS
Whereas, the City Council of the City of Dubuque, Iowa has given its
preliminary approval on the proposed plans, specifications, and form of contract
and placed same on file in the office of the City Clerk for public inspection of the
Hawthorne Street Generator Project, Maus Lake Generator Project, and Bee
Branch Pumping Station Improvement Projects.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That on the 21st of August, 2006, a public hearing will be held at 6:30 p.m.
in the Public Library Auditorium at which time interested persons may appear
and be heard for or against the proposed plans and specifications, form of
contract and cost of said improvement, and the City Clerk be and is hereby
directed to cause a notice of time and place of such hearing to be published in a
newspaper having general circulation in the city of Dubuque, Iowa, which notice
shall be not less than four days nor more than twenty days prior to the day fixed
for its consideration. At the hearing, any interested person may appear and file
objections to the proposed plans, specifications, contract, or estimated cost of
the improvement.

ORDERING BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the Hawthorne Street Generator Project, Maus Lake Generator
Project and the Bee Branch Pumping Station Improvement Projects are hereby
ordered to be advertised for bids for construction.
BE IT FURTHER RESOLVED, that the amount of the security to
accompany each bid shall be in an amount which shall conform to the provisions
of the notice to bidders hereby approved as a part of the plans and specifications
heretofore adopted.
That the City Clerk is hereby directed to advertise for bids for the
construction of the improvements herein provided, to be published in a
newspaper having general circulation in the city of Dubuque, Iowa, which notice
shall not be less than four days nor more than twenty days prior to the receipt of
said bids at 2:00 p.m. on the 9th day of August, 2006. Bids shall be opened and
read by the City Clerk at said time and will be submitted to the Council for final
action at 6:30 p.m. on the 21st day of August, 2006.

Notice of public hearing on proposed plans and specifications, proposed
form of contract and estimate of cost for the Hawthorne Street Generator Project,
Maus Lake Generator Project, and Bee Branch Floodwall Pumping Station
Improvement Projects.
NOTICE IS HEREBY GIVEN: The City Council of Dubuque, Iowa will hold
a public hearing on the proposed plans, specifications, form of contract and
estimate of cost for the Hawthorne Street Generator Project, Maus Lake
Generator Project and Bee Branch Floodwall Pumping Station Projects, in
accordance with the provisions of Chapter 384, City Code of Iowa, at 6:30 p.m.
on the 2151 day of August 2006 in the Public Library Auditorium in Dubuque,
Iowa. Said proposed plans, specifications, form of contract and estimate of cost
are now on file in the office of the City Clerk. At said hearing any interested
person may appear and file objections thereto or to the cost of the
improvements.
