Sealed bids were received for the Northwest Arterial Hike-Bike Trail Project - Phase 1.
City Engineer Gus Psihoyos recommends award of the contract to the low bidder, Drew
Cook and Sons Excavating, Inc., in the amount of $216,832, which is 4.47% over the
estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions authorize the award of the construction contract for the
Northwest Arterial Hike-Bike Trail Project - Phase 1.
BACKGROUND
The Northwest Arterial Hike-Bike Trail - Phase 1 project is a 2.2 mile, 1 O-foot wide off-
road trail along Iowa Highway 32 from John F. Kennedy Road to the planned extension
of the Dubuque County Heritage Trail just east of the intersection of U.S. 52/1owa 386
(John Deere Road). Preliminary grading for the trail was included in the expansion of
Iowa Highway 32 from 2 lanes to 4 lanes between Kennedy Road to U.S. 52. Signed
on-street routes along Arboretum Drive will connect Phase 1 of the trail to Marshal Park
and the Dubuque Arboretum and Botanical Gardens.
In October, 2005, the City of Dubuque received a $200,000 REAP grant from the Iowa
Department of Natural Resources (IDNR) for Phase 1 of the Northwest Arterial Hike-
Bike Trail. Phase 2 of the Iowa 32 Hike-Bike Trail runs from just north of U.S. 20 (Dodge
Street) to John F. Kennedy Road. Grant funding has not been secured yet for Phase 2
of the project.
BID RESULTS
Sealed bids were received on the project on July 6, 2006. Drew Cook and Sons
Excavating, Inc. of Dubuque, Iowa, submitted the low bid in the amount of $216,832.00.
This amount is 4.47% over the estimate of probable cost. A summary of the bid

RESOLUTION NO. 333-06
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 14th day of June, 2006, plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the Northwest Arterial Hike-Bike Trail Project - Phase 1.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.
Passed, adopted and approved this 17th day of July, 2006.

RESOLUTION NO. 334-06
AWARDING CONSTRUCTION CONTRACT FOR THE NORTHWEST
ARTERIAL HIKE-BIKE TRAIL PROJECT - PHASE 1
Whereas, sealed proposals have been submitted by contractors for the
Northwest Arterial Hike-Bike Trail Project - Phase 1 pursuant to Resolution No.
and notice to bidders published in a newspaper published in the City of
Dubuque, Iowa on the 23rd day of June, 2006.
Whereas, said sealed proposals were opened and read on the 6th day of
July, 2006, and it has been determined that the bid of Drew Cook and Sons
Excavating, Inc. of Dubuque, Iowa, in the amount of $216,832.00 was the lowest
bid for the furnishings of all labor and materials and performing the work as
provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Drew Cook
and Sons Excavating, Inc. and the Manager be and is hereby directed to execute
a contract on behalf of the City of Dubuque for the complete performance of the
work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.

APPROVING CONSTRUCTION CONTRACT WITH DREW COOK and
SONS EXCAVATING, INC. FOR THE NORTHWEST ARTERIAL HIKE-
BIKE TRAIL PROJECT - PHASE 1
Whereas the City Council by Resolution No. 334-06 awarded the
construction contract for the Northwest Arterial Hike-Bike Trail Project - Phase 1
to Drew Cook and Sons Excavating, Inc.; and
Whereas Drew Cook and Sons Excavating, Inc. has submitted the
attached executed contract and bond.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
1. The contract and bond attached hereto are hereby approved.
2. The City Manager is hereby authorized and directed to execute the
contract on behalf of the City of Dubuque.
