SUBJECT: StoplYield Signs on Rosedale Avenue
City Engineer Gus Psihoyos is recommending that the reference to yield signs on
Rosedale Avenue at North Grandview Avenue and at West Locust Street be deleted
from City Code to allow the installation of stop signs.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
Due to the redesign of Rosedale Avenue, there is a need to remove yield signs
on Rosedale Avenue at North Grandview Avenue and at West Locust Street.
BACKGROUND
On August 1, 2005, the City Council adopted a resolution of necessity for the
reconstruction of Rosedale Avenue between West Locust Street and North
Grandview Avenue. Design changes included the realignment of Rosedale at its
intersections with West Locust and North Grandview. The redesign results in
Rosedale Avenue intersecting with those streets at a right angle as opposed to
the previous Y-intersections.
DISCUSSION
According to the City Code of Ordinance Sec. 32-216, Yield Intersections,
motorists traveling on Rosedale are required to yield to traffic before entering the
intersections of North Grandview and West Locust. Due to the redesign of the
intersection, it is more appropriate to control traffic at these intersections with
stop signs.
RECOMMENDATION
The reference to yield intersections at Rosedale and North Grandview and
Rosedale and West Locust should be deleted from Sec. 32-216. (b) 1 and 4.
Since North Grandview Avenue and West Locust Street are already designated
in Sec. 32-213 (b) as "through streets", no further action is required to authorize
the installation of stop signs at these intersections.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinance deleting the
reference to yield signs on Rosedale Avenue at North Grandview Avenue and at
West Locust Street, thereby allowing for the installation of stop signs at these two
intersections.

AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE
CITY OF DUBUQUE, IOWA, BY MODIFYING SUBSECTION (b) OF SECTION
32-216 THEREOF PROVIDING FOR THE DELETION OF YIELD SIGNS ON
ROSEDALE AVENUE AT NORTH GRANDVIEW AVENUE AND WEST
LOCUST STREET
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the Code of Ordinances of the City of Dubuque, Iowa,
be amended by deleting from Subsection (b) of Section 32-216 thereof as
follows:
Sec. 32-216.
Yield Intersections.
(b)
(1) Northbound Vehicles
Rosedale and West Locust Street
(4) Westbound Vehicles
Rosedale and North Grandview Avenue, East Intersection
