INTRODUCTION
The purpose of this memorandum is to request City Council approval of room rental rate increases submitted by SMG.
BACKGROUND
SMG began managing Five Flags Center in 2004. The current rental rates have been in place since 2007. The Civic
Center Commission reviewed the rate proposal at their May meeting and recommended the proposed rates.
DISCUSSION
Joyce White, General Manager of Five Flags Center is requesting a rate increase. The attached sheet shows the rate
structure from 2001 - 2006 and 2007 to the present. SMG has held the line on rate increases due to the economy and their
changed business model. As both continue to improve the rates could be evaluated. The SMG budget presented to the
Council did not reflect the proposed rates thus if approved, this would positively impact the bottom line for the City and SMG.
The proposed rates would go into effect on any new contracts. Current contract rates will remain in force.
RECOMMENDATION
I recommend and respecffully request City Council approval of the room rental rates proposed by SMG.

In compliance with the Management Agreement between the City of Dubuque and
SMG, please find attached proposed rental rate increases for Five Flags Center,
effective July 1, 2013. Rental rate increases were last implemented in 2007.
Specific contractual guidelines are reflected on Page 7 of the Management Agreement;
Section 2.3 (f) Engagement of SMG; Scope of Services.
