Jule Transit Director Barbara Morck has submitted her resignation to ECIA effective
May 24, 2013.
ECIA Executive Director Kelley Deutmeyer is naming the current Jule Operations
Supervisor Jodi Johnson as the Interim Transit Manager and recommends City Council
authorization of a resolution for the Iowa Department of Transportation /Office of Public
Transit indicating the Interim Transit Manager or the Transit Manager are the
designated signatories for the Iowa Department of Transportation /Office of Public
Transit related documents

BACKGROUND
As noted in my memo dated April, 25, 2013, Barbara Morck, Jule Transit Director has provided me
with her resignation from ECIA effective May 24, 2013. The deadline for resumes for the open
position is May 15, 2013 with interviews tentatively scheduled for May 28, 29 and 30, 2013.
DISCUSSION
During the time the Jule Director position is vacant, I am recommending that Jodi Johnson, the current
Jule Operations Supervisor, be appointed the Interim Jule Transit Manager. As previously discussed, I
have modified the job description slightly and have changed the position from Director to Manager.
The lag time between Barbara's last day and hiring a new Transit Manager could be four to six weeks.
Jodi has been with ECIA and The Jule for the last two years working 40 hours per week as the Transit
Operations Supervisor and is very familiar with the day to day operations. Jodi Johnson will be the
main point of contact for all Jule related correspondence with the City as well as with the IA DOT.
Chandra Ravada, Candace Eudaley and Kelley Deutmeyer will also be involved and assisting Jodi with
any IA DOT /Office of Public Transit (OPT) related questions.
Additionally, the IA DOT /OPT has asked the City to appoint a designated signatory for Barbara Morck
after she leaves her position at ECIA. In discussing this with the IA DOT /OPT, they have
recommended that the City provide them with an authorizing resolution indicating the Interim Transit
Manager or the Transit Manager be the designated signatory for the IA DOT /OPT contracts and related

particular named person.

I recommend naming Jodi Johnson as the Interim Transit Manager and the authorizing resolution for
the IA DOT /OPT indicate the Interim Transit Manager or the Transit Manager are the designated
signatures for the IA DOT /OPT related documents.
