The City of Dubuque Zoning Advisory Commission has reviewed the above -cited
request. The application, staff report and related materials are attached for your review.
Discussion
Planning Staff Member Kyle Kritz reviewed the proposed text amendment, noting that
requiring street names on preliminary plats allows more time for emergency
communication staff to verify that the name is not a duplicate or phonetically similar to
an existing street name in the city or county of Dubuque.
There were no public comments.
The Zoning Advisory Commission discussed the request and had no objection to it.
Recommendation
By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.

SUBJECT: Amend Section 11 -7(D) Major Subdivisions and Section 11 -15 (H) Streets to
require street names be included on preliminary plats.
INTRODUCTION
The submitted text amendment is to amend the Unified Development Code (UDC) to
specifically require as part of the submittal of a preliminary plat that street names for any
new public or private street be included on the preliminary plat. Currently, Section 11-
15 Streets, Subsection H, requires that street names be approved by the Commission
and City Council. Planning staff would like to add a reference in Section 11 -7(0) and
11 -15(H) to require that preliminary plats include the names of new public or private
streets.
DISCUSSION
Currently, the City of Dubuque UDC requires that street names be approved by the
Zoning Advisory Commission and City Council. This requirement is found in Article 11-
15(H). Planning staff is proposing to add to Section 11 -7(D) that proposed street names
for public or private streets shall be labeled on the submitted preliminary plat and this
same language be added to Section 11- 15(H). Planning staff has met with City staff
from Emergency Communications, Fire, Building and Information Services to review
procedures for street naming and assigning addresses. As part of this group's review of
procedures for assigning addresses, it was discussed that while most preliminary plats
already are submitted with street names, occasionally a developer has difficulty in
deciding on street names. The requirement for providing street names as part of the
preliminary plat will provide additional time for City staff to review the proposed street
names as required by the existing requirements in the UDC.
The proposed street names are required not to duplicate in spelling nor sound
phonetically similar to existing street names in the city as well as the county of
Dubuque. Street names are reviewed with the 911 Communications Coordinator,

Building Services Manager, GIS Coordinator, Fire Marshal, and Engineering
Department.
RECOMMENDATION
Planning staff requests that the Zoning Advisory Commission review the enclosed
information and recommend approval of the proposed amendment to Article 11 Land
Subdivision.

AN ORDINANCE AMENDING CITY OF DUBUQUE CODE OF ORDINANCES, TITLE 16

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City of Dubuque Code of Ordinances Section 16- 11- 7(D)(3) is
hereby amended as follows:
16- 11(D)(3): Major Subdivision
Preliminary plats shall include the entire proposed subdivision when fully built, and
shall also indicate the presence of all contiguous property under common ownership, in
order to allow the City to plan for the future extension of streets and utilities. Proposed
street names for public or private streets shall belabel_ed on the submitted
preliminary plat.
Section 2. That the City of Dubuque Code of Ordinances Section 16- 11 -15(H) is
hereby amended as follows:
16- 11- 15(H): Streets
Names of streets that are aligned with existing or platted streets, or essentially so,
shall bear the names of the existing streets. Names for new streets shall not duplicate in
spelling, nor sound phonetically similar to existing street names in the City or County of
Dubuque. Proposed street names for public or private streets shall be labeled on the
submitted preliminary plat.
Section 3. This amendment has heretofore been reviewed by the Zoning Advisory
Commission.
Section 4. This Ordinance shall take effect upon publication.
