Chairperson Michalski called the meeting to order at 5:30 p.m. following staff assurance of
compliance with Iowa Open Meeting Law.

Certification of Minutes — March 20, 2013
Commissioner Maloy motioned to approve the March 20, 2013 Commission meeting
minutes. Commissioner Craddieth seconded. All others present in favor. Motion passed.

Neighborhood Grant Requests
North End Neighborhood — Multicultural Family Center Youth Summer Camps
Valley View Neighborhood — Cleanup
Downtown Neighborhood — St. Mark Community Center Summer Program "Dig Into
Reading"
Staff Jerelyn O'Connor reported the Neighborhood Grant Review Committee recommends
fully funding the applications from the North End Neighborhood and Valley View

Neighborhood Association with remaining funding allocated to the Downtown
Neighborhood /St. Mark Community Center project.
Ellen Goodmann Miller, representing St. Mark Community Center spoke on behalf of the
Summer Program "Dig Into Reading" which promotes enrichment activities for students in
first through fifth grade, matching the All America City goal of improving reading scores in
the City.
Tony Droessler, representing Valley View Neighborhood Association explained the
neighborhood cleanup program which helps build community.
Gil Spence, representing the Multicultural Family Center shared the importance of the
Youth Summer Camps and the ability for local summer educational family activities to be
within walking distance of home.
Commissioner Craddieth expressed concern with the lack of participation by the Dubuque
Community Schools in the Multicultural Family Center programs. After discussion
Commissioner Maloy moved to approve the proposed Neighborhood funding with the
addendum added by Chairperson Michalski that staff emphasize the importance of
partnerships in future Neighborhood grant funding requests if possible. Seconded by
Commissioner Wainwright. Roll call. All others present in favor. Motion passed.
Information Sharing
Commissioner Michalski noted a non - resident complimented the City of Dubuque on work
being accomplished with CDBG funding.
The Commission congratulated Aggie Tauke on her announced retirement effective July
26, 2013 from the City of Dubuque Housing Department after 34 years of service.
Commissioner Michalski expressed concern with the impact of the recent Purchase of
Services grant reduction on the New Beginnings shelter funding stream.
Adjournment
There being no further business to come before the Commission, Commissioner Craddieth
moved to adjourn. Commissioner Woods seconded. Motion passed by voice vote.
