Library Board of Trustees Update

Present: Paula Connors, President; Mike Willis, Vice President; Frederick

Absent: David Hammer and Jenny Weiss
The Board met Thursday, April 25. Below is a summary of their meeting:
• The third quarter (75 %) of the fiscal year ended on March 31 with
expenditures at 71 % and revenue at 94% of projections.
• The decrease in the circulation of physical materials continues with March
checkouts down 3 %. Check outs to Dubuque residents did show a slight
increase in March, but remains 3.8% lower year -to -date. Open access
check outs remain at high levels with a 13.6% increase in March, and a
7.6% increase year -to -date.
• Next month we will conduct an in -house use survey. This survey
measures the use of library materials that do not result in a check out such
as reading newspapers, magazines, or browsing materials.
• Interviews concluded for the marketing internship position. The position
was offered to Natalie Braun, a senior at the University of Wisconsin,
Platteville who is working toward a double major in marketing and public
relations. Natalie will work 20 hours a week and will be with us for six
months.
• We will begin the recertification process for LEED as the documentation
process is ongoing and cumulative. We are now officially registered for our
LEED recertification that will be applied for in 2017. The Library was
recognized for achieving LEED certification by the Corridor Business
Journal in early April and received an award.
• The first meeting of the Library Services Advisory Committee was
Monday, April 22. The agenda changed from voting on a proposal to
identifying more ideas to accomplish the goal of hearing from citizens.
Susan is working to identify a facilitator as well as an approach that is
slightly different than the original proposal that was suggested. The
Committee will work with Abbie Gaffey, Iowa State Extension, in a process
designed to create the questions to gather public input.
• The logistics for the creation of a new strategic plan was approved. A
board subcommittee will be appointed at the July meeting and work will
begin.
• The board approved a tiered non - resident fee that will take effect on July
1. The fee allows non - residents the ability to purchase services beyond
what the Open Access reciprocal borrowing agreement provides for. The
fee begins at $75 per year and will allow the card holder to place holds on
materials. The fee tops at $175, which offers full service. The purchase
of a card is only open to out -of -state residents and those whose home
library participates in Open Access.
