Van Milligen, City Manager SUBJECT: Asbestos Survey and Monitoring of Abatement Contract Amendment for FEMA Buy -Out Program DATE: May 20, 2013 Planning Services Manager Laura Carstens recommends City Council approval of an amendment to the Cardno ATC Asbestos Survey and Monitoring contract for properties at 1711 Old Mill Road and 1654 Manson Road. The original contract provided for 35 samples divided between the two properties, with the proviso that if additional samples were required, the City would pay for the actual number of samples taken. Two additional samples were taken for a total cost of $36. The new contract amount is $1,511. All other terms and conditions of the contract remain unchanged. The contract was for the flood- damaged properties at 1711 Old Mill Road and 1654 Manson Road (garage), and was awarded at the March 18, 2013 City Council meeting. This contract is part of the Federal Emergency Management Agency (FEMA) 404 Buy -Out Program. The FEMA 404 Program provides funds for the City to demolish flood- damaged properties. DISCUSSION The original contract provided for 35 samples divided between the two properties, with the proviso that if additional samples were required, the City will pay for the actual number of samples taken. In fact, two additional samples were taken at $18 each for a total of $36. The new contract amount is $1,511. All other terms and conditions of the Asbestos Survey and Monitoring Contract remain unchanged. RECOMMENDATION Planning staff recommends approval of the amendment to the Cardno ATC Asbestos Survey and Monitoring contract and authorizing payment for the new contract amount. REQUESTED ACTION The requested action is for the City Council to approve the amendment to the Cardno ATC Asbestos Survey and Monitoring contract for properties at 1711 Old Mill Road and 1654 Manson Road, and to authorize payment for the new contract amount.
