Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer, SUBJECT: FY2013 and FY2014 Sewer Cured -in -Place Pipe (CIPP) Lining Project (CIPs FY2013 & FY2014 7101637, 7202332 and 7202333) DATE: May 20, 2013 INTRODUCTION The purpose of this memorandum is to authorize the public bidding procedure for the FY2013 &FY 2014 Sanitary Sewer Cured -in -Place Pipe (CIPP) Lining Project. BACKGROUND The City of Dubuque, Iowa is under a Consent Decree according to Case 2:11 -cv- 01001 -EJM, United States of America and the State of Iowa v. the City of Dubuque, IA (N.D. Iowa), Civil Action Number 2008V00041, DOJ Case Number 90 -5 -1 -1 -09339 effective June 27, 2011. The City is required to submit Corrective Action plans for each of the Sanitary Sewersheds identified in the Consent Decree. The budgets for FY2013 and FY2014 appropriated funds for sanitary sewer and manhole rehabilitative improvements identified in the Correction Action plans for Sewershed 11 and 12. Rehabilitation will be performed using a Cured -In -Place -Pipe (CIPP) method, which significantly reduces digging; however some spot repairs may be necessary. CIPP is a resin - impregnated felt tube that is installed in an existing damaged or leaking sewer. Once inserted into the pipe, it is expanded and cured by applying heat. The liner is a seamless, joint -less pipe with a smooth inner surface that restores the flow capacity of the pipe. The seamless pipe also prevents infiltration. Robotic cutters are then used to restore private sewer service connections. The high costs and inconvenience to the public associated with the excavation and restoration of pavement for sanitary sewer rehabilitation projects has led to the development of "trenchless" technologies. Cured - in -Place Pipe (CIPP) is a versatile trenchless method for restoring structural integrity to sewer mains. Further, to reduce open cut excavation in high traffic areas, the project includes cementite us spray lining of sanitary sewer manholes to significantly reduce infiltration. DISCUSSION The sewers identified in the Sewershed 11 and 12 Corrective Action Plans, and during the plan review of the Iowa DOT 151/61 Improvement project, in addition to those determined during maintenance activities associated with customer calls determine the program. The locations scheduled for rehabilitation are detailed in the attachment.
