wall supporting part of this struc-

ready to collapse, the roof rafters

only the skeleton frame work left
as a result of fire. This frame build-
ing is very unsightly, a fire hazard
and a menace to adjoining prop-
erties.

the facts disclose that on August
6, 1945, about 10: 00 p. m. a car
driven by Mr. Langel went over a
manhole cover located immediately
south of Ninth Street on Locust
Street that tipped and caused the
wheels of his car to go into the
manhole causing damage to the car
in the amount of $26.36. I further
find that on the day before a com-
plaint was made about the same
cover and, therefore. the City had
knowledge of the condition. An in-
spection showed that the cover was
defective and immediately there.

As elected representatives of the
people the City Council has the re-
sponsibility for the determination
of policies for the orderly adminis-
tration of the affairs of the munici-
pality. It is necessary from time to
time to state certain policies in
order that the general public may
be fully informed of the measures
adopted in the public interest. To
safeguard the best interests of the
public the following measure is
hereby proposed. This act, in out-
lining certain restrictions upon the
conduct of public officials and
employees, aims to so regulate their
activities that any compromise be-
tween public duty and private em-
ployment, which would be detri-
mental to the public interest, is
hereby barred by the governing
body. For the above cited reasons
the following resolution is hereby
presented for adoption.

'Nhereas, the bid of Varner Wel
Drilling Company as shown on
Items 1 to 11 inclusive and subject
to substitute Items 12 "md 13 for
the sum of Thirty Thousanli Foul'
Hundred and Twenty-Seven Dol-
lars ($30,427.00) is the lowest and
best bid received for such work.

that the contract for such work be
awarded to Varner Well Drilling
Company for the sum of Thirty
