The number of cats coming into the DRHS from the tri-state region has
multiplied each year for the last five years. In 2002 the number of cats
coming in surpassed the number of dogs by over 200 and has continued
to stay that way each year since. In 2005 we took in nearly 2.000 cats
and kittens' Unfortunately there are several things working against us
with cats:
. We don't adopt as many cats as dogs; even with our "Better with a
Buddy" (buy one cat - get a second one free) program which really
helped - thanks to Maddie's Fund. We only adopted 562 cats and kittens
in 2005.
. Cats and kittens are seasonal - sometimes in the summer we take in
over 250 cats and kittens in a month! Many are ill with distemper or
upper respiratory infections. but the bottom line is. we just do not have
room to keep up with the numbers coming in.
. Only 16% of people adopt their cats from a shelter. 30% of cat
owners were adopted by their cat when it came to their home as a stray,
430/0 got their cat from friends/relative and many ofthase were found as
stray as well.
. Many people feel their cat should be able to "roam free" and as a
result many cats end up giving birth to litters of unwanted kittens. "Free
roaming" cats are a large problem in our area. probably even more so
than feral (wild) cats.
We have been working for nearly a year with the tri-state area
veterinarians on our Operation Catsnip Ill. a free spay/neuter program
for cats belonging to fixed or low income people. multi-cat households
or people just helping out the cat that has been hanging around the
neighborhood. To date these participating vets have completed 434
spays and neuters thanks to a grant from Petsmart Charities.
What we need is a Community Cat Coalition! Somehow we need to
slow down the number of cats and kittens coming into the DRHS. We
can't do it alone - we need your help! If you are interested in brain-
storming with us. please give me a call. You can make a difference
with this community problem.

In relation to the comprehensive Downtown Master Plan, Dubuque Main Street L TD is involved
in implementing the following initiatives:
Element 1a: Commerce - Business
Investigate and pursue grant applications (i.e. EDA) which administer dollars for economic diversity and
sustainability - on-going
Ensure City's enterprise zone boundaries to include key employment areas Downtown in an effort to "level the
playing field" for business growth. (DMSL continues to contact legislators regarding the capturing of sales tax from
an enterprise zone for reinvestment back into the district.)
Establish an organization, or expand an existing one, to market downtown for business location and expansion.
Wark to identify key target industries, which could be accommodated Downtown - develop marketing materials and
implement a program for business attraction.
Support (regulations, financial incentives, marketing assistance) signature development and redevelopment projects,
which would promote the attraction of primary and targeted business to Downtown. (DMSL is working with NIce
on meeting with potential education and business partners to finalize a cross representation of the board of directors
for the new Business Accelerator.)
Work with local lenders to develop revolving loan funds and various grant programs to strategic downtown
development and redevelopment projects. (Main Street is preparing to introduce an April 2006 iteration of the
Dubuque Main Street Loan Pool, with another $2.5 million in commitments from five banks.)
Element lb: Commerce - Retail
Access/expand fayade maintenance program from local, state and federal sources, which offers low-interest loans,
grants, and matching funds for building enhancement
Retain the services of a national retail broker/developer representative to solicit the interest of commercial

comprehensive package for tourism
Support (subsidize) the residential portion oflive/work signature project to control sale prices and appreciation
Solicit the interest of national and local experts in the development and redevelopment ofa demonstration [ive/\\/ork
project Downtown (DMSL working with Loras College personnel on the possibility of locating an art/film theater in

map to distribute to various advocacy organizations, including the City, Chamber, Dubuque Main Street Ltd.,

Establish a Downtown Design Guidelines Task Force oflocal design, development and business owner

Element 4: Public Space and Open Areas
Continue to encourage and support areas for outdoor dining (Assisted City staff in developing a sidewalk cafe
application process. Applications are reviewed with Health, Planning, Engineering and City Manager's office prior
to issuance.)
Work with property owners, Dubuque Main Street Ltd. And neighborhood organizations to create/expand the formal
district designation - possibly SSMID - to address maintenance of Downtown streetscape and other public space
improvements. (DMSL Exec Board took the next step in authorizing the formation of SMMID/long term funding
exploration task force to have preliminary report by March 2006 . . . Database is in place and being analyzed.)
Work with Downtown advocacy entity to develop/coordinate a loan pool for higher risk and public good projects-
pledges can be loans, letters of commitment and stock purchases (This item will be discussed to determine if the
new business accelerator has the key role in this initiative.)
Enhance Downtown surface parking lots with internal and perimeter shade trees, low hedges, seasonal flowers,
security lighting and decorative metal fencing (City lot #10 is scheduled to be redone in FY 06. Planning staff have
referred this item to the consultant developing standards for downtown. Current parking lot standards are suitable for
suburb areas and not downtown. An RFP will be developed and sent out for design of the Town Clock renovation.
Renovation work will be done in 2006.)
Enhance Iowa Street between 14th and 3rd Streets as a heavily landscaped greenway with wide grass boulevards,
sidewalks, striped bike lanes and pedestrian lighting and specialty banners
Complete the implementation of the Downtown streetscape improvements along the remainder of Main Street from
1st to 14th Streets (DMSL and City staffhave been meeting with property and business owners in Historic Old Main
to discuss sidewalk, street and lighting improvements -including floral baskets - scheduled for FY 06.)
Element 5: Residential Living
Encourage the reuse of historically significant buildings for residential use -lofts, condominiums, row houses;
stream line the process and create financial incentives for restoration where feasible (See Historical Features

Provide education for property owners who don't know there is a residential market, or how to access funds and
redevelop (See Historical Features Element)
Provide predevelopment assistance - manpower, financial, legal, and organizational resources in order to streamline
and reduce costs
Work with property owners to establish appropriate improvements district mechanisms (SSMID) to assist in the cost
of delivering a livable environment downtown (See Public Spaces Element on long term funding)
Promote the advantages of living Downtown to the local market.

Work with merchants and City to coordinate transit operations and levels of service on roads, promoting mobility

Consider a range of methods to promote the pedestrian environment - linking parking lots; coordinating traffic
signals; widening sidewalks; adding street furniture and lighting; and, coordinating future transit stops (Committee
consisting of Planning, Engineering and City Manager Office staff are working in conjunction with the CVB and
DMSL to developing a pedestrian wayfinding signage routes in downtown and Port of Dubuque to meet
expectations of convention/conference attendees. System will complement current vehicular wayfinding system.
Signage and outdoor maps to be developed as part of system. )
Commit to participation by merchants in all downtown transit planning projects (DMSL makes affected entities
aware of all going on.)
Strengthen the connectivity between the Port of Dubuque and the Central Bus District including the Cable Car
Square shopping area (City staff working with CVB & DMSL to develop and install pedestrian wayfinding system
to connect downtown and Port of Dubuque. Providing third year of looped shuttle service between the downtown
and Port of Dubuque starting Memorial weekend 2006.
Improve vehicular accessibility to the Port of Dubuque
Complete a parking management strategy and establish parking districts downtown wherein parking design,
development and management issued among multiple facilities are controlled by a single entity (Upper Main district
stakeholders expressing more and more interest in the increased employment implications of parking in that district)
Improve pedestrian accessibility to the Port of Dubuque (See items above)
