Chairperson Jim Holz called the meeting to order at 7:34 a.m. following staff assurance of
compliance with Iowa Open Meeting Law.

Char Eddy moved to approve the 22 June, 2006 Housing Trust Fund meeting minutes.
Doris Hingtgen seconded. Roll Call. Jim Holz - Abstain. All others present in favor.

New Business
FY2007 CIP Housing Trust Fund Allocation; Priorities for uses
David asked the Committee to consider uses for this year's allocation of Trust Funds. The
FY07 CIP budget has committed $50,000 to the Fund with $24,000 unencumbered funds
from last fiscal year for a total of $74,000. Upon discussion, Doris Hingtgen moved to
allocate $72,000 to the Washington Neighborhood Project. The funds will be made into five
year forgivable loans to persons earning 80% and below area median income for
homeownership and rehabilitation. Char Eddy seconded. Roll Call. All present in favor.
Motion passed.
Request from Mid-America Housing Partnership for Financial Assistance for Eagle
Valley Subdivision Townhouses Construction
David discussed the request for financial assistance from Joan Blackmon of Mid-America
Housing Partnership. She is requesting $2,000 from the Housing Trust Fund to assist them
in securing the option on additional lots from Fondell in the Eagle Valley Subdivision. Doris
Hingtgen moved to approve the request. Char Eddy seconded. Roll Call. All in favor.

Information Sharina
Application to IFA Local Housing Trust Fund Competition for Step by Step Project
David discussed the Trust Fund grant application that was sent to the Iowa Finance Authority
for the Step by Step Project, in the amount of $160,000. Notice of approval will be in
September.
Adjournment
There being no further business to come before the Committee. The meeting was
temporarily adjourned by voice vote at 8: 15 a.m. The Committee continued on a tour of the
completed Eagle Valley Townhouse on behalf of Mid-America Housing Partnership. The
meeting officially adjourned following the tour.
