Sealed bids were received for the FY2013 & FY 2014 Sanitary Sewer Cured -in -Place
Pipe (CIPP) Lining Project. City Engineer Gus Psihoyos recommends award of the
contract to the low bidder, Visu- Sewer, Inc, in the amount of $490,792.20, which is
5.26% over the revised estimate of probable construction cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the
FY2013 &FY 2014 Sanitary Sewer Cured -in -Place Pipe (CIPP) Lining Project.
DISCUSSION
The City of Dubuque, Iowa is under a Consent Decree according to Case
2:11 -cv- 01001 -EJM, United States of America and the State of Iowa v. the City of
Dubuque, IA (N.D. Iowa), Civil Action Number 2008V00041, DOJ Case Number
90 -5 -1 -1 -09339 effective June 27, 2011. The City is required to submit Corrective Action
plans for each of the Sanitary Sewersheds identified in the Consent Decree. The
budgets for FY2013 and FY2014 appropriated funds for sanitary sewer and manhole
rehabilitative improvements identified in the Correction Action plans for Sewershed 11
and 12.
The sewers identified in the Sewershed 11 and 12 Corrective Action Plans, and during
the plan review of the Iowa DOT 151/61 Improvement project, in addition to those
determined during maintenance activities associated with customer calls determined the
program.
Pre - Qualification of Bidders
As the project work is specialized in nature including materials and installation, pre -
qualification statements were requested prior to the bid letting; the pre - qualification
standards followed those listed in Statewide Urban Design and Specifications Program
(SUDAS). The City was successful in pre - qualifying six contractors for CIPP Lining.
However, the city only received one pre - qualification statement for sanitary sewer
manhole lining. Therefore, to maintain competitive bidding, the manhole lining portion
of the bid was removed, and will be bid separately at a later date. The total estimated
value of the manhole lining was $25,713.00. Addendum No. 3 removed the sanitary
sewer manhole lining from the bid form.
BID RESULTS
The original engineer's estimate for sanitary sewer CIPP lining plus sanitary sewer
manhole lining was $492,000.00. Removing the sanitary sewer manhole lining item
reduced the engineer's estimate by $25,713.00 to $466,287.00.
Sealed bids were received on the project on June 27, 2013. Visu— Sewer, Inc. of
Pewaukee, Wisconsin submitted the low bid in the amount of $490,792.20. This
amount is 5.26% over the revised estimate of probable construction cost. A summary of

contingency, and engineering of $615,000.00

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR FY2013 and FY2014
SEWER CURED -IN -PLACE PIPE (CIPP) LINING PROJECT
Whereas, sealed proposals have been submitted by contractors for the FY2013
and FY2014 Sewer Cured -In -Place Pipe (CIPP) Lining Project (the Project) pursuant to
Resolution No. 165 -13 and Notice to Bidders published in a newspaper published in the
City of Dubuque, Iowa on the 7th day of June, 2013, and
Whereas, said sealed proposals were opened and read on the 27th day of June,
2013 and it has been determined that Visu- Sewer, Inc. of Pewaukee, WI with a bid
proposal in the amount of $490,792.20, is the responsive, responsible bidder for the
Project, and
Whereas, it has been determined that it is in the best interest of the City of
Dubuque to enter into an improvement contract with Visu- Sewer, Inc. for said Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Visu-
Sewer, Inc. and the City Manager is hereby directed to execute a Public Improvement
Contract on behalf of the City of Dubuque for the Project.
