Chief of Police Mark Dalsing is recommending City Council approval of the 2013 Justice
Assistance Grant (JAG) application in the amount of $26,580 from the Edward Byrne
Memorial Assistance Grant program. This grant requires no local match. The grant
application requests funds for five key law enforcement components:
1. Tactical Response Equipment
2. Traffic Division "Speed Shield"
3. Community Resource Officers
4. Territory Accountability Design (TAD) and Special Project Overtime
5. Criminal Investigation Division (CID) Crime Scene Equipment

INTRODUCTION:
The purpose of this memorandum is to request City Council consideration for the
approval of the 2013 Justice Assistance Grant (JAG) application. The three year grant
amount is $26,580 and requires no cash match. This is approximately a 29% decrease
from the 2012 JAG. The Dubuque Police Department is the fiscal agent for JAG grant
funds, with joint allocation funds awarded to the disparate jurisdiction which includes
both the City of Dubuque and Dubuque County. The Dubuque County Sheriffs Office,
though eligible for funding by its inclusion in a disparate jurisdiction, has elected to not
receive grant funding this year, and agrees to support municipal law enforcement
operations with 100% of the funds directed to the City of Dubuque Police Department
projects.
BACKGROUND:
For the past several years, the police department has participated with the Edward
Byrne Memorial Justice Assistance Grant allowing the department to obtain overtime
funds, equipment, and supplies for various prevention and enforcement activities not
covered through the regular budget. Again this year, the 2013 Edward Byrne Memorial
Justice Assistance Grant (JAG) Program provides federal criminal justice funding to
state and local jurisdictions. JAG funds support all components of the criminal justice
system, from multijurisdictional drug and gang task forces to crime prevention and
domestic violence programs, courts, corrections, treatment, and justice information
sharing initiatives.
The purpose of the Edward Byrne Memorial Justice Assistance Grant is to assist local
units of government with grant funds for local initiatives, technical assistance, training,
personnel, equipment, supplies, contractual support, and information systems for
criminal justice for any one or more of the following purpose areas:
• Law Enforcement Programs
• Prosecution and Court Programs
• Prevention and Education Programs
• Corrections and Community Corrections Programs
• Drug Treatment and Enforcement Programs
• Planning, Evaluation, and Technology Improvement Programs
• Crime Victim and Witness Programs (other than compensation)

Agency allocations are based on a JAG formula and involved agencies have been
notified of their potential allocations. The Dubuque Police Department is eligible for
$26,580. Agencies are then requested to outline their intentions for the funds. Agencies
must submit application materials outlining their intentions for the funds and will then be
notified of the results.
DISCUSSION:
In consideration of the purpose areas, the Dubuque Police 2013 Justice Assistance
Grant application requests funds for five key law enforcement components:
A) Tactical Response Equipment— Provides funds for communications gear for
members of the department's Tactical Response Team and Rifle Teams.
B) Traffic Division "Speed Shield " — Provides funding for additional mounting
brackets and batteries so driver alerting "Speed Shields" can continually be
deployed between locations without the need to change mounts and wait for
batteries to charge.
C) Community Resource Officers — Providing funding for interns to work within the
Community Policing Division on prevention, research, and non - emergency
intervention and support service projects.
D) Territory Accountability Design (TAD) and Special Project Overtime —
Provides funding for special projects targeting negative trends determined in
monthly supervisor TAD review, and other special projects determined by special
events or unplanned major events
E) Criminal Investigative Division (CID) Crime Scene Equipment— Provides
funding for CID crime scene equipment including but not limited to a laser based
bullet trajectory system with stands /tripods, measuring devices and protective
cases; evidence protection and processing equipment as needed.
Attached is a portion of the written grant application narrative and budget information
detailing the above five components.
RECOMMENDATION:
The 2013 Justice Assistance Grant provides the Police Department with funds to
support the five listed law enforcement initiatives. I recommend City Council
consideration to approve the 2013 Justice Assistance Grant application and submit the
application by the due date of July 9, 2013 in the amount of $26,580.
