The grant request is $8,200 and we agree, working with the City of Dubuque and Loras College, to provide a combination cash and in-kind match of $5,723 to meet the 60/40 requirements of the grant. The total project is budgeted at $13,923. The project goal is to complete an intensive survey and evaluation of the cultured and immediate surrounding grounds of the National Register listed Four Mounds Estate which consists of approximately 59.76 acres. The archeological investigation is to occur on approximately 16.15 acres contained within the Four Mounds Estate. The results of the field investigation would be summarized in draft and final reports that would be completed in the format of a Multiple Property Document Form for the National Register of Historic Places. This project is a necessary component oflarger enhancement plans f~r the Four Mounds Estate, a city-owned resource. Four Mounds has a phased plan to undertake a road repaving, parking expansion, site fire protection, trail improvement, making the site more accessible to a variety of visitors, outdoor restrooms and eventually the installation of sewer and water. In addition, Four Mounds currently is working on a conservation plan (in conjunction with the road and parking project) to minimize stormwater runoff. In order to move ahead with these plans, Four Mounds needs to be able to identifY and protect those archeological resources throughout the cultured grounds. In addition to protection, this project will allow Four Mounds to save money as they move ahead with other planned projects by avoiding areas of significance. Additionally, we want to thank Planning Services staff for the assistance they have provided to us in preparing this grant and the partnership the city has given us in making progress at Four Mounds. TO: SUBJECT: FY07 CLG Grant Application for Four Mounds INTRODUCTION The Four Mounds Foundation is requesting City support for an application to the State Historical Society of Iowa (SHSI) for a FY07 Certified Local Government (CLG) grant to conduct the Phase I Four Mounds Archeological Investigation. BACKGROUND The City of Dubuque is a Certified Local Government registered with the SHSI. As a CLG, the City is eligible to apply for state grants to assist with the costs of architectural, historical, and archeological surveys. The City of Dubuque has successfully completed numerous historic preservation projects with funding from the SHSI in the last six years, and additional projects are underway. As a CLG, the City of Dubuque is required to conduct historic and architectural surveys on a regular basis. The City Council has committed matching funds for state grants to survey and evaluate the historical and architectural significance of 4,728 structures in the City's local historic districts and conservation districts. The Phase I Four Mounds Archeological Investigation reflects the City's commitment as a CLG to extend its periodic phased architectural/historic survey/evaluation process to archeological resources. In the case of the FY07 CLG Grant Application for Four Mounds, the City is the sponsor on behalf of the Four Mounds Foundation. The Foundation is the non-profit organization responsible for stewardship of the Four Mounds Estate, which is owned by the City. CLG Grant Application Page 2 DISCUSSION The Four Mounds archeological site and the encompassing Four Mounds Estate are listed on the National Register of Historic Places (NRHP) and are also designated as a local landmark site. The project goal is to complete an intensive survey and evaluation of the cultured and immediate surrounding grounds of the Four Mounds Estate, which consists of approximately 60 acres. The archeological investigation is to occur on approximately 16 acres within the Four Mounds Estate (please refer to the enclosed map). The results of the field investigation would be summarized in draft and final reports that would be completed in a Multiple Property Document for the NRHP. The project will require a professional with expertise in archival research and field work. The consultant must be an expert in subsurface testing to gather information about the extent of associated remains, their structure and composition. The Planning Services Department will administer the CLG grant. The Four Mounds Foundation will act as project manager and local grant director for the archeological investigation. Students enrolled in the Archeology and Cultural Heritage Program at Loras College will be assisting with the archeological investigation. The total cost for the Phase I Four Mounds Archeological Investigation is estimated at $13,922.66. The sources of funding for this project include $5,722.66 in local funds and in-kind services and $8,200.00 in CLG grant funds. The Planning Services Department will contribute approximately $500 in staff time for grant administration as part of the local match for this grant. The Four Mounds Foundation will provide the rest of the local match. The area is covered with grass and trees, so this consists of systematic shovel excavation at intervals no greater than 15 meters or in judgmentally-placed locations. All tests will be screened through \4" mesh with profiles noted and described. All tests are to be mapped using handheld GPS units and/or measured base map. The results of the field investigation would be summarized in draft and final reports that would be completed in the format of a Multiple Property Document Form for the National Register of Historic Places. . Coordination The project will require a professional with expertise in archival research and field work. The consultant will be an expert in subsurface testing to gather information about the extent of associated remains, their structure and composition. To satisry these requirements, the City of Dubuque will seek out and hire a consultant who is qualified in prehistoric and historic archaeology according to the Secretary of the Interior's Qualifications for Professional Archaeologists. The City of Dubuque will administer the grant. The Four Mounds Foundation will act as project manager and local grant director for the archeological investigation. Describe how undertaking this project will strengthen and enhance commission performance The City of Dubuque has successfully completed numerous historic preservation projects with funding from the SHPO in the last few years, and additional projects are underway and on schedule. The City has established an administrative policy for soliciting proposals from consultants that uses an interdisciplinary team of City Staff, and where appropriate, persons from key gmups involved in the project. The City also invites input from community resource agencies, stakeholders groups, the Historic Preservation Commission and the SHPO in producing the best possible work products. The City has utilized CLG funds to complete the 2000 community assessment of Dubuque's architectural themes and historical contexts, "Dubuque - The Key City; The Architectural and Historical Resources of Dubuque, Iowa, 1937-1955". Following this assessment, the City began a phased architectural/historic survey/evaluation of areas of the comm'lnity using CLG funds. Completed in 2000, Phase I encompassed the W ashingtonlJ acksonlElm neighborhood. ) Begun in 2000, and completed in 2001, Phase II involved an architectural/historic survey/evaluation of the LincolnlRhomberglGartield neighborhoods. This project was funded with a Historical Resource Development Program (HRDP) grant. Begun in 2002, and completed in 2003, Phase III involved an architectural/historic survey/evaluation of Dubuque's oldest commercial, residential and industrial neighborhoods in and around the central business district. The City received a CLG grant to fund this project. Begun in 2003, completed in 2004, Phase IV involved preparing and amending the National Register Nominations for Dubuque's four primarily residential historic districts and finalize the Multiple Property Document. The City received a CLG grant to fund this project. Begun in 2004, completed in 2005, Phase V involved an architecturaUhistoric survey/evaluation of Dubuque's North Main, Fenelon Place and Broadway neighborhoods. The City received a CLG grant to fund this project. Begun and completed in 2002, the City of Dubuque Historic Preservation Commission developed and held design review training sessions on the Iowa Communications Network (ICN) and locally that were available to the public and other CLG communities. The City received a CLG grant to fund this project. The City selected a consultant to assist the Historic Preservation Commission and various City departments with development of a design guidelines manual and a comprehensive streetscape plan for the city's five historic districts. This project, funded with a CLG grant and a Preservation Services Fund grant, was completed in 2002. In addition, the City successfully completed on time and under budget, the research, design and installation of five interpretive signs of historic resources in May 2001, with a second HRDP grant.
