In this current Fiscal Year budget, the Dubuque Communications Center had a CIP to
move radio equipment from the KFXB site to a Radio Dubuque Site. This was being
done to upgrade the equipment and to get lower rent for the tower use.
After advising the owners of the current tower (KFXB) of the intention to terminate the
lease, they came back with proposals to keep the equipment on their tower, which
included taking additional actions to maintain the stability of the tower, lowering the rent
paid by the 911 Service Board, and also paying $6,000 to use for communications
equipment improvements.
While researching this matter, it was determined that the Dubuque Police Department's
equipment that is on the KFXB tower will no longer be needed. The Police Department
was able to get out of its lease and will no longer pay $1,228.08 monthly for this
equipment. There will be a charge of $6,129.00 for a tower crew to remove this
equipment from the tower.
The CIP for the moving from one tower to the other was in the amount of $242,628.00.
The cost of upgrading the equipment on the KFXB tower and moving some of the
equipment higher on the tower will be $135,989.90. With the additional cost of
removing the Police Department's equipment ($6,129.00) and KFXB paying $6,000.00,
the total cost of the project will be $136,118.90. The cost savings will be $106,509.00.
The Police will also be saving $1,228.00 per month that they currently pay for rent.
The proposed contract lowers the rate that the 911 Service Board will pay for the next
ten years, lowered the inflation rate and given termination options if there should be
issues and a need to relocate in the future.
Emergency Communications Manager Mark Murphy recommends City Council approval
of an adjustment to the CIP project for the radio tower that will allow the money to be
used to upgrade the current tower instead of moving to a new tower.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION: In this current Fiscal Year budget, the Dubuque Communications
Center had a CIP to move radio equipment from the KFXB site to a Radio Dubuque
Site. This was being done to upgrade the equipment and to get lower rent for the tower
use.
BACKGROUND: After advising the owners of the current tower (KFXB) that we were
going to terminate our lease, they came back with proposals to keep us on their tower.
Maureen Quann from City Legal has been in negotiations with them and they have
worked out a lease agreement to keep us on this site. This lease will be between KFXB
and the Dubuque 911 Service Board.
The 911 Service Board has discussed this issue at several of their meetings. The issue
of the KFXB tower's age was discussed and the company has assured us that it has
taken additional actions in order to maintain the stability of the tower. A structural
analysis was also performed on the tower by Malouf Engineering International, Inc. to
ensure the structural stability of the KFXB tower. The Board decided that they will stay
on the KFXB tower and sign a lease for 10 years. KFXB owners are lowering the rent
for the Service Board. They will also pay us $6000.00 to use for our designated
purposes related to our communications equipment improvements. They have also
given us a buyout option that we can use at the end of five (5) years if we determine our
needs have changed.
In doing the research on this, we also determined that the Dubuque Police
Department's equipment that is on the KFXB tower will not be needed anymore. The
Police Department was able to get out of its lease and will no longer pay $1,228.08
monthly for this equipment. There will be a charge of $6,129.00 for a tower crew to
remove this equipment from the tower.
The CIP for the moving from one tower to the other was for $242,628.00. It is my
understanding that this money has already been borrowed. The cost of upgrading the
equipment on the KFXB tower and moving some of the equipment higher on the tower
will be $135,989.90. With the additional cost of removing the PD's equipment
($6,129.00) and KFXB giving us $6,000, the total cost of the project will be $136,118.90.
The cost savings will be $106,509.00. The Police will also be saving $1,228.00 per
month that they currently pay for rent.
The contract also lowers the rate that the 911 Service Board will pay for the next ten
(10) years. It has also lowered the inflation rate and gives us termination options if we
should have issues and need to relocate in the future.
CONCLUSION & RECOMMENDATION: The 911 Service Board has approved
the signing of the contract upon the approval from you to proceed with upgrading the
equipment on the existing tower. Since this is a City CIP project, the cost of the move is
covered by the CIP.
ACTION REQUESTED: Request that you concur with the adjustment of the CIP
project and allow the money to be used to upgrade the current tower and not move to
the new tower.
