The City of Dubuque Historic Preservation Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
Chairperson Dave Stuart removed himself from the table to present the application to
the Commission. He noted he is representing the property owners of 1105 Locust
Street. He explained that the property owners of 1105 Locust Street have purchased
antique lights and are proposing to install them into the public right-of-way that abuts
their property. He stated the purchase, installation, maintenance and electrical supply of
the lights will be provided by the property owner. He stated in the future if the City
would require the lights to be removed that ownership of the lights reverts back to the
adjacent property owner.
Staff Member Dave Johnson presented the staff report. He explained that the HPC is
an advisory design review body to the City Council for these types of public
improvements in the historic districts.
There were no public comments.
The Commission discussed the design and style of the lights. The Commission referred
to the Streetscape and Landscape Guidelines. They noted the streetlights meet the
guidelines.

Recommendation
By a vote of 5 to 0 with one abstention, the Historic Preservation Commission
recommends that the City Council approve the installation of the historic antique lights
in the public right-of-way.
A simply majority vote is needed for the City Council to approve the request.

A. Project Summary. Discuss the project and the key project work elements of the
proposed streetscape improvements.
This amendment adds restored antique street lights to the site plan for 1105 Locust Street in
the HDPlP Project approved in 2005 which approved new brick sidewalks meeting ADA
standards using new (not antique) brick pavers. The abutting property owners (at 1105 Locust
Street) agrees to furnish, restore, install, furnish electrical power for, and maintain the requested
lights.
B. Neighborhood Impact and support. Describe the current conditions and how the project
will improve the neighborhood and/or project area. Discuss the level of neighborhood and
property owner support.
Dubuque's Streetscape and Landscape Guidelines for the Jackson Park Historic District
recommend preservation and reuse of antique street lighting whenever possible. The lights to be
furnished, installed and maintained by the abutting property owner were salvaged from S1. Paul,
Minnesota, and are appropriate for use in the Jackson Park district. They will be painted black or
dark green prior to installation. As the property owner agrees to furnish electricity and maintain
the lights, the city will not bear any operating or upkeep costs. The City of Dubuque agrees that
if at any future time and for any reason it removes or causes to be removed the subject lights,
they will revert to personal property of the abutting property owner( s) and will therefore be
promptly returned to that owner(s).

Physical Characteristics: The right-of-way located in the Jackson Park Historic District
borders many historic buildings. The buildings located throughout the Jackson Park
Historic District are primarily mixed use residential, commercial and office. The bulk of
the Jackson Park Historic District is primarily residential. The right-of-way and
sidewalks in the Jackson Park Historic District are both narrower than those found in the
nearby commercial area downtown.
Staff Analysis: The applicants are requesting to allow the installation of antique street
lights in the public right-of-way abutting 1105 Locust Street. The application explains the
property owners at 1105 Locust Street will furnish, restore, install, furnish electrical
power for, and maintain the requested lights. Enclosed are photographs and a site plan
for review.
The City of Dubuque has planned as part of the Capital Improvement Program (CIP) to
replace older street lights throughout the City. Currently the City owns 1400 street lights
and there are approximately 60 lights in 25 locations that need repair.
The Streetscape and Landscape Guidelines state several examples of street light
fixtures dating from the early twentieth century have been preserved and reused in the
downtown area. Street lights may represent another area where districts can express
their historic character through differing styles, materials, or colors of lamp posts and
globes. This will need to be balanced with issues of cost and upkeep for the City.

The City of Dubuque Streetscape and Landscape guidelines recommend:
. Preservation, repair and reuse of original fixtures whenever possible.
. Documentation and storage of historic fixtures for reference or protected usage.
. New lighting that is consistent with the historic lighting in its scale, style,
materials, and colors.
. New lighting that is installed at a height appropriate for the streetscape.
. Purchase and use of City-approved lighting fixtures by private property owners
for installation on their property.
. Consider color-corrected metal halide lighting to provide better color rendition of
the historic materials.
The City of Dubuque Streetscape and Landscape guidelines do not recommend:
. Destruction or removal of existing historic light fixtures that can be salvaged or
repaired.
. Installation of new lighting in such as way as to block key vistas or views.
. Installation of lighting in such a way as to damage existing historic streetscape
elements, or surrounding buildings.
The role of the Historic Preservation Commission in reviewing this project is to serve as
an advisory design review body to the City Council for review of public works projects
which have historic preservation implications in historic districts.

Jackson Park Streetscape and Landscape Guidelines for additional information.
