SUBJECT: Liquor License - Gin Rickeys' 1447 Central Avenue
An application has been submitted for a liquor license for Gin Rickeys' at 1447 Central
Avenue by Joseph Hefel and Eric Frommelt. Between the two of them, they have 14
arrests since 1994. Eric Frommelt's criminal history shows four arrests for assault with
injury, with three ending in conviction.
Although none of the arrests are felonies, Chief of Police Kim Wadding recommends the
issuance of a six-month liquor license for Gin Rickeys' to allow a shorter review period
to assess the performance of the licensees and establishment. Liquor licenses are
issued in increments of 5-day, 14-day, six months, eight months and one-year (annual).
The annual liquor license is the only license that is renewable; all others go through the
original application process. There is no additional cost or penalty to the business for
the different license periods.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to discuss the background information regarding
the liquor license applicants and for City Council consideration to issue a six-month
liquor license.
BACKGROUND
As part of the application process for liquor license for Gin Rickeys' 1447 Central
Avenue, the police department conducts a limited background check regarding persons
listed as the business owner. Gin Rickeys' identifies Joseph Hefel, 1483 Old Mill Road,
and Eric Frommelt, 140 North Algona, both of Dubuque, Iowa as co-owners.
DISCUSSION
In reviewing the local background of Joseph Hefel and Eric Frommelt, we found the

On April 27, 2006 I met with Joseph Hefel and Eric Frommelt regarding their application
in relationship with their criminal histories. We discussed the licensing requirement of a
having good reputation and my concern surrounding their arrest histories. As shown,
Joseph Hefel's last incident was a second conviction in 2003 of Operating a Motor
While Under the Influence. Eric Frommelt's criminal history shows four arrests for
assault with injury with three ending in convictions. Additionally, Eric Frommelt has two
convictions of allowing loud music and providing tobacco to an under age person while
working at a liquor licensed establishment in 1999.
RECOMMENDATION
Although none of the arrests are felonies, I would recommend the issuance of a six-
month liquor license for Gin Rickeys' 1447 Central Avenue to allow a shorter review
period to assess the performance of the licensees and establishment. Liquor licenses
are issued in increments of 5-day, 14-day, six months, eight months and one-year

Whereas, applications for a Liquor License has been submitted to this Council for approval
and the same has been examined and approved; and
Whereas, the premises to be occupied by such applicants were inspected and found to
comply with the State Laws and all City Ordinances relevant thereto and they have filed proper
bonds.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,
IOWA:
That the Manager be authorized to cause to be issued the following named applicant a Liquor
License.
