The City also needs to advise who will be the City representative on the REAP Committee. Council Member Joyce Connors is currently the City representative on the REAP Committee. Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager ~ SUBJECT: FY 2007 Dubuque County REAP Plan -- City of Dubuque Update, Grant Application and City Representative on REAP Committee Introduction The Dubuque County REAP Committee is updating the FY 2007 Dubuque County REAP Plan. REAP (Resource Enhancement and Protection) is a grant program for parks and open space administered by the Iowa Department of Natural Resources. The REAP Committee has requested the City of Dubuque's update for the FY 2007 Dubuque County REAP Plan, any REAP grant applications, and confirmation of the City of Dubuque's representative on the REAP Committee by July 31. Correspondence from the REAP Committee is attached. This memorandum requests City Council approval of the City of Dubuque's update to the FY 2007 Dubuque County REAP Plan, a REAP grant application for installation of the Trolley Line Trail at Eagle Point Park, and confirmation of the City's representative to the REAP Committee at the August 7 City Council meeting. FY 2007 REAP Plan Update Attached is the completed questionnaire for the City of Dubuque's update for the FY 2007 Dubuque County REAP Plan. The update was prepared based on the prior REAP Plan and the City's adopted FY 2007 - FY 2011 Capital Improvement Program, with input from Leisure Services Manager Gil Spence. FY 2007 REAP Grant Application Staff recommends submittal of a FY 2007 REAP grant application for installation of the Trolley Line Trail at Eagle Point Park. The Trolley Line Trail project is a 10-foot wide REAP Plan Page 2 off-road trail along the old trolley route in Eagle Point Park. It will follow the existing grade of the abandoned trolley line from Shiras Avenue north of the Ham House museum site to the turn-around with the eagle statue on the main entrance road to the park. The trail will follow a scenic route through a wooded area with limestone outcroppings. This trail will provide an off-road alternative to the main entrance road into Eagle Point Park, which is a signed route in the Heritage Trail Riverfront System. The Trolley Line Trail will be at a lower grade than the main entrance road, which is fairly steep and does not have sidewalks or paved shoulders for bicyclists and pedestrians to use. The City has a CIP budget of $200,000 in REAP funds for the Trolley Line Trail. The attached REAP grant application is for the maximum REAP grant of $200,000. City Representative on REAP Committee The current City representative on the REAP Committee is City Council Member Joyce Connors. I will inform the REAP Committee Chairperson that since confirmation of the City's representative will not be made until the August 7 City Council meeting, all REAP Committee correspondence should be sent to City Clerk Jeanne Schneider. Recommendation The REAP Committee must approve updates to the annual REAP Plan and REAP grant applications prior to their submittal to the IDNR. The REAP Committee will meet on August 10. Updates for the FY 2007 REAP Plan and FY 2007 REAP grant applications are due to the REAP Committee by July 31. REAP grant applications are due to the IDNR by August 15. Grant awards are usually confirmed by October. I recommend that the City Council approve the enclosed City of Dubuque's update of the FY 2007 Dubuque County REAP Plan, submittal of the FY 2007 REAP grant application of $200,000 for the Trolley Line Trail, and confirmation of the City Council representative to the REAP Committee. Since the REAP Committee required this information by July 31, it will be submitted prior to the August 7 City Council meeting. Any changes made by the City Council will be provided to the REAP Committee prior to their August 10 meeting. Bob Walton (Dubuque County Conservation), Mary Ann Specht (Dubuque County) The meeting was called to order at 4:00 p.m. in the Supervisors' chambers, 4th floor, Dubuque County Courthouse by Dubuque County Board of Supervisors Chairperson Donna L. Smith. Motion made by Mr. Demmer, seconded by Ms. Connors, carried unanimously to approve the REAP Committee minutes of August 4, 2004 as amended. Mr. Walton provided an overview ofthe current year REAP funding and a legislative update. He indicated the current funding was at 11 million and that the legislative effort is to transfer the REAP grant application process to the local level for local responsibility and compliance with the 5year plan. He suggested that a REAP meeting could be scheduled during the winter months to prepare for this transition. He also indicated that the original 5-year plan needs to be reviewed and evaluated as to the progress that has been made in our county. The FY2006 Update to the Dubuque County REAP Plan was distributed and reviewed. Motion made by Ms. Connors, seconded by Mr. Lyons, carried unanimously, to approve the FY2006 Update to the Dubuque County REAP plan. Mr. Walton presented the grant application for the Dubuque County Conservation Board. The application in the amount of $290,000 was to assist the Dubuque County Conservation Board in a property acquisition of White water Canyon. The $1,000,000 purchase of the 417 acres of property is a cooperative effort with private match sources and the Board is applying for funding through the Habitat stamp. The financial effort is also been secured by the Iowa National Heritage Association. The plan for this geologically rich area is for it to remain a primitive undeveloped recreational parcel and the Board will be applying for geological preserve status. He anticipates this area will be used as a passive use area to include canoeing, hiking and wildlife watching. Motion made by Ms. Connors, seconded by Mr. Demmer, carried unanimously to approve the Dubuque County Conservation Board's grant application. The City of Cascade's application presented by Mr. Lyons in the amount of $82,220 included plans to hard surface 2,800 feet of the Don Coohey Memorial Riverview Trail on the west bank of the North Fork of the Maquoketa River in Cascade as well as extend a new 800 foot section of trail to Johnson St. This extension will link the trail to Shady Rest Care Center and Claddagh Court Apartments, creating a trail access point for Cascade senior residents. Motion made by Mr. Manternach, seconded by Mr. Demmer, carried unanimously to approve the City of Cascade's grant application. The City of Epworth's grant application was presented by Ms. Spiegel. The application in the amount of $28,000 is a project designed to extend the existing walkway trail located at Jacoby Drive East. In 2003, the school district placed a trail segment through the school grounds in conjunction with the construction of a new elementary school. This project will extend the trail north 510 feet, from Jacoby Drive east through the school grounds, connect to the school's existing 8 foot walking path, which ends at 15181. SE and then extend the trail north one block, approximately 290 feet to meet the sidewalk system at Main St. The trail will be PCC concrete with an eight foot width. Motion made by Mr. Lyons, seconded by Ms. Connors, carried unanimously to approve the City ofEpworth's grant application. The City of Dubuque's grant application was presented by Ms. Carstens. The grant application totaling $237,360 is for Phase I of the Iowa 32 Bike/Hike trail project. This project will extend the trail approximately two miles from the future terminus ofthe Dubuque County Heritage Trail at U.S. 52 and Iowa 386 west to Kennedy Road along Iowa 32. The 10 foot wide physically separated route will be located in the grassy right- of-way. The project also will link to the City's urban extension of Heritage Trail that' connects to riverfront attractions and the Mines of Spain State Recreation Area. Motion made by Mr. Manternach, seconded by Mr. Demmer, carried unanimously to approve the City of Dubuque's grant application. Ms. Smith extended a sincere thank you and best wishes to Mr. Walton and his upcoming retirement. She stated his leadership and dedication to REAP and conservation issues has been a tremendous asset to the citizens of Dubuque County. State of Iowa Senator Hancock addressed the Committee and informed them that he sat on the Agricultural and Natural Resources committees and was a preservationist and conservationist advocate. He thanked the committee for the invitation to attend and encouraged any members to contact him about any issues or concerns. This section of trail would connect Cascades Historic Riverview Park with Riverview Road. FY 08 - Construct a section of the Don Coohey Riverview Trail that will connect the NW trail segment to Historic Riverview Park and the SW trail segment. FY06 - Trail extension from school walkway to Main Street. FY07 -Pavilion replacement at Tower Park FY08 - Memorial - Middle east conflicts FY09 - Trail extension along Bierman Road.
