As agreed upon in the Purchase of Service Agreement for FY2012 -2013 with the Retired and Senior
Volunteer Program, please accept this letter as the RSVP written monthly report for May 2013, as
stated in provision 5. Reporting and Monitoring. Should you need additional information please contact

Performance Report
In May, 206 RSVP volunteers gave 4,044.65 hours of service to Dubuque County. Please note not all
May hours have been reported as of 6/20/13 and many volunteers take leave for the winter, so number
of volunteers is less in winter months. RSVP currently has 341 volunteers and subsequent hours will be
reported in the coming months. RSVP partners with over 30 different non - profit organizations, here is a
breakdown of the hours served at each RSVP volunteer station.

RSVP is federally sponsored through the Corporation for National and Community Service and currently
has 13 work plans under our federal grant. The main performance measure for RSVP is food security. It
is anticipated that 70 RSVP volunteers will spend 850 hours per month deliver meals to 450 homebound
seniors who will report improved nutrition and increased ability to live independently. Surveys are done
annually; however, RSVP volunteers gave 1,067 hours to meal delivery in April, exceeding the
anticipated 850 hours.
We are making great strides towards impacting the community in the areas of Education, Economic
Opportunity, Healthy Futures, Environmental Stewardship, and Disaster Preparedness as outlined in the
CNCS Strategic Plan. RSVP continues to identify community needs and place volunteers 55 and older in
volunteer opportunities that use their life experience and skills to meet these needs. Our RSVP
Volunteers are a great community resource and RSVP works to re- engage our aging population as they
leave the workforce. RSVP is currently conducting the annual food security survey, but when we do we
will measure how many homebound seniors state having meals delivered help them remain living
independently.
RSVP was notified in February that we have received our federal grant for FY2013 and this began on
April 1, 2013. The primary focus area will be Healthy Futures. For additional information on RSVP work

RSVP Director, Amy Schauer also serves on community committees including the Make a Difference Day
committee, Dubuque National Service Partnership, and Dubuque Volunteer Center Steering Committee.
Financial Report
Due to a decrease in federal funds by 20% in 2011 and the funding remaining flat for 2012, the Retired
and Senior Volunteer Program is using City of Dubuque funds to supplement salaries /personnel
expenses of the RSVP Director and RSVP program interns. RSVP hired an intern in October 2012 and
began work on 10/23/2012. The RSVP intern will also serve during the RSVP Director's maternity leave in
May -July. City of Dubuque funds will be used to fund this position. Should additional information be
required to show use of funds please contact Amy Schauer, RSVP Director at
(563)589 -2622. RSVP employs one FTE Director and 2 program interns throughout the year. Other
program expenses are paid for a federal grant from the Corporation for National and Community
Service, funds from the Dubuque County Board of Supervisors, and the State of Iowa.
