Van Milligen, City Manager SUBJECT: Project Pass - Non - Profit Partnership DATE: July 11, 2013 Dubuque band AI- America City 1 2007 • 2012 • 2013 Acting Economic Development Director Phil Wagner and ECIA Assistant Executive Director Candace Eudaley are recommending approval of "Project Pass," a partnership with Project Concern and the Community Foundation of Greater Dubuque. The Jule's Mobility Coordinator convened a meeting of Project Concern, Regional Transit Authority and Community Foundation of Greater Dubuque staff to address the issue of transportation for homeless individuals. The group decided that a central donation location at the Community Foundation for transportation funds and Project Concern as a single coordinator of bus pass purchase and distribution to homeless individuals would be the most efficient way to proceed. Member organizations on the Homeless Advisory Council will be able to request passes for their clients from Project Concern and Project Concern staff will track which organizations are requesting the passes and for what purpose (employment, healthcare, education, etc). The Jule's current bulk purchase pass discount called, "Catch the Bus, Ride the Jule on Us ", was approved in the fall of 2012 and offered businesses the opportunity to purchase books of 50 bus passes for $40 (25% discount) for distribution to their customers. Jule staff propose that this same discount be extended to Project Pass and other non - profit service organizations in the community. BACKGROUND During the first round of Sustainable Community Grants (May 2013), Project Concern requested funds to purchase bus passes from The Jule to provide transportation to "individuals who are homeless, have disabilities or individuals with mental health issues ". These passes would be distributed to individuals after meeting with a Project Concern case manager to determine transportation and other service needs. While the project was not funded by Sustainable Dubuque, the application was passed along to Jule staff as a potential partnership opportunity. Passes for "Project Pass" will be printed on heavy cardstock and as with all Jule passes, embossed to prevent fraud. Printing the tickets on heavy cardstock will allow for reuse of the tickets and reduced re- printing costs. A sample pass can be found in Attachment A. FINANCIAL Printing costs for passes will be covered by initial donations to Project Pass. No costs to the city of Dubuque are anticipated. RECOMMENDATION /ACTION Jule staff recommend approval of reduced price (25 %) discount passes to be sold in bulk to Project Concern for "Project Pass ". Thank you for your consideration.
