AFFIDA VIT OF COMPLIANCE Staff presented an Affidavit of Compliance verifying the
meeting was being held in compliance with the Iowa Open Meetings Law.
CALL TO ORDER: The meeting was called to order by Chairperson Stuart at 5:33 p,m.
MINUTES: Motion by Wand, seconded by Loney Bichell, to approve the minutes of the
June 15, 2006 meeting as submitted Motion was approved by the following vote: Aye-
Olson, Loney Bichell, Wand, and Stuart; Nay - None; Abstain - Lundh
DESIGN REVIEW: Application of Jerry Spiegelhaiter/3 in 1 Construction for Lee Grant
for a Certificate of Appropriateness to attach a duro-last membrane one piece roofing
system and replace existing 3 inch cedar siding on the dormers with 3 inch cement
board siding for property located at 431 Alpine Street in the Langworthy Historic
Preservation District.
NOTE: Commissioner Whalen arrived at 5:36 p.m.
Jerry Spiegelhalter was present by conference call. Mr. Spiegelhalter described the
project. He explained the structure has a standing seamed roof that is failing and
causing water damage to the interior of the building. He explained that the proposal is
to make the standing seamed roof flush and install a dura-last membrane one-piece
roofing system over the top. He stated that the standing seamed roof is original and
that the cupola was built over the top of it. He said the existing roof does not having an
ending place to replace it with a new standing seamed roof without complete removal of
the cupola. He explained that new saddles will be installed for all the original chimneys
along the roof. He noted that they will be replacing the cedar siding on the dormers
with cement board siding with the same lap and exposure. He explained that the
installation of a metal roof would be four times the cost the installation of the membrane
roof.
Staff Member Johnson presented the staff report, noting the history and style of the
building. He explained that the membrane roofing system is one-piece and presented

photos of the roof to the Commission that were provided by Mr Spiegel halter. The
Commission discussed breaking the request out into two motions, The Commission
asked about the cedar siding, Mr. Spiegelhalter noted that the existing siding is cedar
and that he will replace it with a 3-inch lap cement board siding,
Motion by Wand, seconded by Olson, to approve the installation of painted cement
board siding with a 3-inch lap exposure. Motion was approved by the following vote:
Aye - Whalen, Olson, Loney Bichell, Wand, Lundh and Stuart; Nay - None.
The Commission discussed the details of the roof with the applicant. Mr. Spiegelhalter
noted that the original standing seamed roof that was installed at the point in time, was
top of the line. He explained that if the standing seamed roof was to be replaced, then
the entire cupola would need to be removed because the standing seamed roof
extends up underneath it Commissioner Wand explained that building up the roof to
be flush with the seams would allow the profile of the cupola molding to still be visible,
Motion by Wand, seconded by Whalen, to approve the dura-last membrane one piece
roofing system, Motion was approved by the following vote: Aye - Whalen, Olson,
Loney Bichell, Wand, Lundh and Stuart; Nay - None.
DESIGN REVIEW: Application of Jan Imhof/PAL LLC for a Certificate of
Appropriateness for alteration of the second story porch and to install a new handrail for
the first floor porch for property located at 1689-1691 Main Street located in the
Jackson Park Historic Preservation District
Jam Imhof presented the application to the Commission. She noted the request is for
the installation of a handrail on the first floor and second floor. She stated that the
handrail that will be installed on the first floor will be constructed out of black steel and
meet ADA requirements.
Staff Member Johnson presented the staff report. He noted the previously approved
Certificate of Appropriateness for the property. He stated the applicant requests to
make alterations to the second story porch by installing a new handrail and leaving the
porch with an open design. He said the existing handrail is being altered to meet ADA
requirements on the stairs and porch on the first floor.
The Commission discussed the hand railing design, Commissioner Olson noted that
she would like to see all wood hand railings installed instead of a combination of wood
and metal. She also stated that she would like to see a more appropriate handrail
design on the first story porch. The Commission discussed the handrail design and the
use of metal. They discussed the previous handrails that were installed on the porch.
Motion by Wand, seconded by Whalen, to approve the application as submitted,

DESIGN REVIEW: Application of Rudy and Shawn Vera for a Certificate of
Appropriateness to replace and extend an existing third story deck on the rear of the
house at 970 Olive Street located in the W 11th Street Historic Preservation District
Rudy and Shawn Vera presented their application to the Commission. Mr Vera noted
he would like to increase the size of an existing deck on the rear of the property at 970
Olive Street. He presented photos of existing decks located throughout the
neighborhood.
Staff Member Johnson presented the staff report. He stated that previous surveys
indicate the property has been intensely modified. He explained that the existing third
story porch is being proposed to be expanded. He explained that the deck location is
not highly visible from the public right-of-way
The Commission discussed the hand railing and style. Mr. Vera noted that he is
proposing to use pre-treated 2" by 4"s that would be painted. Commissioner Wand
discussed the use of a 2" by 2" spindle Commissioner Olson stated that the proposal
is expanding the deck three times its original size. Chairperson Stuart noted the
Secretary of Interior Standard's for Rehabilitation for expansion of the porch.
Shawn Vera noted that the porch could not be shortened because the posts need to
rest on an existing wall on the first floor and not in the middle of the roof. Rudy Vera
discussed using a handrail on the second floor to make it appear as a two-story porch
although the top floor would only be used.
Motion by Whalen, seconded by Wand, to approve the Certificate of Appropriateness
with the following conditions
1. The handrail along the deck will have 2" by 2" wood spindles and be a double
handrail with a beveled top.
2. The installation of a fascia board at the end of the deck be installed to help with
the profile.
3. The installation of a double handrail with 2" by 2" spindles be installed on the
second floor to mimic a two-story porch.
4. That the porch be painted.
Motion was approved by the following vote: Aye - Whalen, Loney Bichell, Wand,
Lundh and Stuart; Nay - Olson.
PUBLIC HEARINGIINDIVIDUAL DESIGNATION OF HISTORIC PROPERTIES:
Application of Karen Dorshkind/Gerald & Rita Staheli for an Application for Individually
Designated Historic Properties for property located at 565 Fenelon Place.

Karen Dorshkind, 536 Fenelon, represented the property owners, Gerald and Rita
Stallell She stated the property owners wish to have their property designated as a
historic property.
Staff Member Johnson presented the staff report, noting the history and style of the
structure. He referred to the architectural/historic survey/evaluation of the property
conducted in 2005. He explained the process to have a property designated as an
individually-designated historic property.
Commissioner Whalen discussed the architectural significance of the property as it
relates to the existing aluminum siding. He stated that the aluminum siding detracts
from the overall architectural significance of the property. Commissioner Wand noted
that the overall integrity of the building is intact and that steel siding is a reversible
feature on a building. The Commission discussed the criteria for historic designation.
Motion by Wand, seconded by Whalen, to recommend the City Council and Long
Range Planning Advisory Commission designate the property at 565 Fenelon Place as
a historic designated property based on its architectural significance, owned by Henry
Treadway and that the structure is worthy of preservation and is over 50 years old.
Motion was approved by the following vote: Aye - Whalen, Olson, Loney Bichell,
Wand, Lundh and Stuart; Nay - None.
ADVISORY DESIGN REVIEW: Application of Dave Stuart for an Advisory Design
Review to allow installation of restored antique streetlights for property located in City
right-of-way abutting 1105 Locust Street located in the Jackson Park Historic
Preservation District.
Chairperson Dave Stuart removed himself from the table to present the application to
the Commission.
Dave Stuart, 1472 Locust Street, noted he is representing the property owners of 1105
Locust Street. He explained that the property owners of 1105 Locust Street have
purchased antique lights and are proposing to install them into the public right-of-way
that abuts their property. He stated the purchase, installation, maintenance and
electrical supply of the lights will be provided by the property owner. He stated in the
future if the City would require the lights to be removed that ownership of the lights
reverts back to the adjacent property owner.
Staff Member Dave Johnson presented the staff report. He explained that the HPC is
an advisory design review body to the City Council for these types of public
improvements in historic districts. He referred to the Streetscape and Landscape
Guidelines for lighting.
The Commission discussed the request noting the design of the lights.

Motion by Whalen, seconded by Olson. to recommend to the City Council approval of
the installation of the lights. Motion was approved by the following vote Aye - Whalen.

ITEMS FROM STAFF:
Building Services Dep!. - Status Report on Historic Preservation Enforcement The
Historic Preservation Commission reviewed the status report on historic preservation
enforcement
950 Spruce; Staff Member Johnson noted that the property at 950 Spruce Street has had
its timeline extended as discussed at the previous Historic Preservation Commission
meeting.
352 Bluff; Staff Member Johnson explained that the property owner at 352 Bluff Street is
working with Dan LoBianco of Dubuque Main Street, Ltd. for funding of repairs.
3000 Jackson (H & W Buildinq); The Commission discussed demolition by neglect being
extended to the conservation districts, The Commission discussed the continued
deterioration of the Brewing and Malting Company at 3000 Jackson Street. The
Commission discussed sending a letter to the property owner advising him that the
Commission is available to provide assistance.
Motion by Wand, seconded by Loney Bichell, to send a letter to Mr. McCoy advising him
that the Commission is available to assist him with finding funding for the property. Motion
was approved by the following vote Aye - Whalen, Olson, Loney Bichell, Wand and
Lundh; Nay - None; Abstain - Stuart,
Photos; Commission Olson noted that the photos that are being submitted with the
application need to have multiple views She stated she would like to see additional photos
of the site showing all architectural features of the building
