Minutes Civil Service 6 2 06 CIVIL SERVICE COMMISSION Date: Friday, June 2,2006 Time: 11 :00 a.m. Place of Meeting: City Hall - Conference Room A Present: Chairperson Merle Duehr, Commissioner Kluesner; Commissioner Wertzberger Also Pressnt: Personnel Manager Randy Peck, Police Chief Kim Wadding, Fire Chief Dan Brown, City Engineer Gus Psihoyos 1. Approval of Minutes of May 9, 2006 Kluesner moved to approve the minutes of May 9,2006 as distributed. Seconded by Duehr, passed unanimously. 2. Establish Passing Point for Positions of Police Captain and Police Corporal Kluesner moved to receive and file the communication from Police Chief Wadding and to establish the passing point for the position of Police Captain at 65 percent and Police Corporal at 70 percent. Wertzberger moved to accept the list of twelve candidates as read for Police Captain. Seconded by Kluesner, passed unanimously. Wertzberger moved to accept the list of seventeen candidates for the position of Police Corporal as read. Seconded by Kluesner, passed unanimously. The list for the two positions will be certified upon completion of the oral interviews. 3. Establish Passing Point and Certify List for Position of Cashier This item was withdrawn from the agenda. 4. Request to Schedule Entrance Examination for Position of Engineering Technician Wertzberger moved to receive and file the communications from Personnel Manager Randy Peck and City Engineer Gus Psihoyos. Seconded by Kluesner, passed unanimously. Peck explained that the current list was not two years old; however, all the candidates on the list had been interviewed and the list was considered exhausted. He requested that staff be authorized to determine what type of test would be given and to set the necessary deadlines. Wertzberger moved to approve an entrance examination for the position of Engineering Technician, that the Commission be kept informed of the type of test to be given and the deadlines established by staff and that a two-year Civil Engineering Technician degree, or the equivalent, be a part of the requirements for the position. Seconded by Kluesner, passed unanimously. 5. Request to Schedule Entrance Examination for Position of Firefighter Fire Chief Dan Brown stated that the current list for Firefighter would expire on July 8, 2006. He stated there would be minimal changes from the last entrance examination. Wertzberger moved to establish the application deadline for the position of FireflQhter as 5:00 p.m., August 4, 2006, that the written test be administered on August 17, 2006 at the Five Flags Center Ballroom and that the testing instrument be from Vantage McCann Associates. Seconded by Kluesner, passed unanimously. Personnel Manager Randy Peck stated that he would come back to the Commission with the specific rules for the examination at a later date. 6. Discussion of Concerns Regarding Civil Service examinations Raised by Luke Duve Chairperson Duehr stated he had been contacted by City employee Luke Duve regarding Civil Service testing procedures and he had questioned why the employee could not receive a copy of hislher exam. The Commission directed the City Clerk to invite Mr. Duve to the next meeting to voice his concems.
