CIVIL SERVICE COMMISSION

Present: Merle Duehr, Loras Kluesner, Richard Wertzberger
Also Present: Personnel Manager Randy Peck, Fire Chief Dan Brown; Police
Chief Kim Wadding, Police Personnel: Scott Simpson, Steve Radloff, Kevin Klein
Chairperson Duehr called the Civil Service meeting to order at 11: 00 a.m. in the City
Hall Conference Room A.
1. Approve minutes of June 2 and June 6, 2006 Civil Service Meeting
Wertzberger moved to approve the minutes of June 2 and June 6, 2006.
Seconded by Kluesner. Motion carried 3-0.
2. Certify Civil Service List of Police Captain and Police Corporal
Wertzberger moved to receive and file the communication from Personnel
Manager Randy Peck and Police Chief Kim Wadding outlining the results of the
Police Corporal and Police Captain tests and refer it to the Civil Service
Commission. Seconded by Kluesner. Motion carried 3-0.
Chairperson Duehr read the lists of those individuals who passed the tests for
Police Captain and Police Corporal.
Wertzberger moved to approve and certify the lists for Police Captain and Police
Corporal as read and that the list be good for two years. Seconded by Kluesner.
Motion carried 3-0.
3. Examination Rules for Firefighter Entrance Examination
Upon motion the communication from Staff regarding the examination rules for
Firefighter entrance examination was received and filed.
Fire Chief Dan Brown explained that they have not set the date for the Agility
Test but that this may be scheduled before the results of the written test are back
and invite all candidates to participate, unless the list of applicants is too large.
The physical agility test will be held at the new training center. Chief Brown also
stated that a one-year list will keep the candidates more current as now, with a
two year list, some are hard to track down. He will budget for advertising each
year.
Kluesner moved that the list for firefighter be a one-year list, that the physical
agility test be given at approximately the same time as the written examination,
that applicants, at the time of the written examination, be 18 years of age or
older, possess a high school diploma or its equipment; possess a current State of
Iowa EMP Paramedic certificate or be eligible for Iowa endorsement of another
State's paramedic certification or the National Registry's paramedic credentials
or have completed or enrolled in a certified paramedic training program that
would make the candidate eligible for Iowa endorsement upon completion of the
program. Seconded by Wertzberger. Motion carried 3-0.
3. Request to Schedule Entrance Examination for the Position of Account
Clerk I
Wertzberger moved to receive and file the communication from Staff requesting
to schedule an entrance examination for the position of Account Clerk I with the
examination request deadline by 5:00 P.M. Monday, July 24, 2006 and the test
to be given on Thursday, August 10, 2006 at 6:30 P.M. at a place to be decided,
and that the certified list be good for two years. Seconded by Kluesner. Motion
carried 3-0.
There being no further business, upon motion the meeting adjourned at 11 :25 a. m.
