SUBJECT: PEG Access Capital Grant Expenditure Requests
The Cable TV Community Teleprogramming Commission recommends City Council
approval of a $5,000 grant from the Capital Grant for Access Equipment and Facilities
Fund to the Wahlert High School/Holy Family Schools for a new digital camcorder and
$5,070 to Mediacom's Public Access Studio for a camcorder shoulder brace and
wireless intercom system.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

PEG Access Capital Grant Expenditure Requests
INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV
Community Teleprogramming Commission to approve requests from Mediacom's Public Access
Studio and Wahlert High School/Holy Family Schools for funding from the Capital Grant for
Access Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created in the 2005 cable franchise
agreement began FY 2007 with a balance of $199,630.23. The FY 2006 4th Quarter Adjustment
received in July added $9,311.79. Most recently, City Council approved-purchases for the City
and Dubuque Community Schools totaled $11,111.00. With approved requests that have not
yet been billed, there is currently a balance of $192,788.94.
At the August 8, 2006, Commission meeting, there were two requests for funding:
· Becky Specht, a Wahlert High School Art and Video Production Instructor, requested
$5,000.00 for a new digital camcorder, a digital videoNHS combination recorder player,
and some camcorder accessories. Ms. Specht has produced numerous programs for
Dubuque's shared educational access channel (Channel 17) and has had to compete
with the access community at large to get the equipment to do so. With her own
camcorder, she plans to produce a program each semester for each of the Holy Family
elementary schools and the middle school as well as her regular schedule at Wahlert.
.. Mediacom requested $70.00 for a camcorder shoulder brace and $5,000.00 for a
wireless intercom system for a total of $5,070.00. Both items will increase the efficiency
and quality of field production and both will be available to the City and Dubuque
Community Schools when needed.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation of the two grants totaling
$10,070.00 be forwarded to the City Council to receive, file, and approve. Thank you.
