SUBJECT: Collective Bargaining Agreement Between Teamsters Local Union No.
421 and the City of Dubuque
Personnel Manager Randy Peck recommends City Council approval of the Collective
Bargaining Agreement between the City of Dubuque and Teamsters Local Union No.
421, which provides a 3.5% across-the-board wage increase effective July 1, 2006, and
a 3.0% across-the-board wage increase effective July 1, 2007.
The compensation package is consistent with the compensation package to be received
by the Dubuque Police Protective Association on July 1, 2006, and July 1, 2007. It is
also consistent with the compensation package to be received by the Dubuque
Professional Firefighters Association, Local No. 353; the International Union of
Operating Engineers, Local No. 758; and non-bargaining unit employees on July 1,
2006. The compensation package is consistent with the City Council's wage guidelines
for the fiscal years beginning July 1, 2006 and July 1, 2007.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Collective Bargaining Agreement Between Teamsters Local Union
No. 421 and the City of Dubuque
We have reached an agreement with the Teamsters Local Union No. 421 for the
contract period beginning July 1, 2006. The agreement is for two years. The changes
to the agreement are summarized as follows:
Article XXVIII - Call Back.
The compensation for employees assigned to the sewer maintenance activity,
employees in the classification of traffic signal technician II, and employees who
work the day shift and are assigned to snow removal activities will receive either
three hours compensatory time or three hours at the regular rate of pay for each
weekend or holiday they are on call.
The current agreement provides for either two hours of compensatory time or two
hours at the regular rate of pay for each weekend or holiday they are on call.
This change goes into effect on July 1, 2006.
Article XXXI - Wage Plan
· Effective July 1, 2006 through June 30, 2007, the wage plan in effect on June
30, 2006 will be increased by 3.5 percent across the board. Long-term
seasonal employees will receive an additional $.10 per hour over and above
the 3.5 percent base wage increase.
· Effective July 1,2007, through June 30, 2008, the wage plan in effect on June
30, 2007, will be increased by three percent across the board. Long-term
seasonal employees will receive an additional $.10 per hour over and above
the three percent base wage increase.
Article XXXII - Tool Allowance
· The tool allowance for employees assigned to the position of mechanic will
increase from $125 per year to $175 per year on July 1,2006.
The compensation package is consistent with the compensation package to be
received by the Dubuque Police Protective Association on July 1, 2006, and July
1, 2007. It is also consistent with the compensation package to be received by
the Dubuque Professional Firefighters Association, Local No. 353; the
International Union of Operating Engineers, Local No. 758; and non-bargaining
unit employees on July 1, 2006. The compensation package is consistent with
the City Council's wage guidelines for the fiscal years beginning July 1, 2006 and
July 1, 2007.
I recommend that the attached resolution be approved.

RESOLUTION NO. 375-06
APPROVING THE AGREEMENT BETWEEN THE CITY OF DUBUQUE, IOWA, AND
THE TEAMSTERS LOCAL UNION NO. 421 AND AUTHORIZING THE MAYOR TO
SIGN THE AGREEMENT
Whereas, the Sixty-Fifth General Assembly adopted the Public Employment
Relations Act, Chapter 20, Code of Iowa; and
Whereas, the City of Dubuque is a public employer within the meaning of Section
3 (1) of the Public Employment Relations Act; and
Whereas, the Teamsters Local Union No. 421 is an employee organization within
the meaning of Section 3 (4) of the Public Employment Relations Act; and
Whereas, the Teamsters Local Union No. 421, submitted a request to bargain
collectively on behalf of the employees within its representation; and
Whereas, bargaining between the parties has occurred and an agreement has
been concluded.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the terms of the agreement be approved and the Mayor
authorized and directed to sign the collective bargaining agreement.
