to educnte citizens of the availability of
Federal, State and locally funded hous-
ing assistance programs;
(10) To assist in the preparation of the hous-
ing element of the City Comprehensive
Plan and the annual Consolidated Plan;
Ill) To offer comment, as appropriate, on the
consistency of proposed housing develop-
ment with the Comprehensive Plan,
Consolidated Plan and existing City
housing strategies.
(b) Any proposed low-rent housing Pl'oject
shall be subject to specmc approval by the City
Council and any project requiring a referendum
as provided in chapter 403A of the 1979 Code of
Iowa shall be submitted to the voters of the
City in accordance with such chapter.
(c) The Housing Commission shall monitor
the City's housing program and conduct hear-
inllS on grievances which arise out of the opera-
tion of such program except in the area of hous-
ing code enforcement.
(d) 'fhe Housing Commission shall undertake
such additional duties, with regard to the Hous-
ing Trust Fund, as are specified in Chsptel' 26,
Article In of this Code. (1976 Code, ! 11'/,_77;
Ord. 53-92, ! 1, 7-20-1992; Ord. 47-96, ! I,
10-7-1996)
Sec. 15.23. Membership; Vacancies; Quali-
fications:
la) 1'he Housing Commission shall be com.
prised of a membership of ten (10) persons.
(b) Current commissioners whose terms ex-
pire August 17, 1993, shall continue to serve
until such time, or until a successor is duly
appointed. Three (3) commissioners shall be
appointed for all initial term of tw\, (2) yeRrs,
and three (3) commisaioners shall be appointed
for an initial term of three (3) years. All .uhse-
quent appointments shall be for a term of three
(3) years, or until a successor is duly appointed.

(c) Vacancy caused by death, resignation or
otherwise on the Commission shall be promptly
filled by the City Council for the unexpired
term of office.
(d) At least three (3) members of the Commis-
sion shall be selected specifically on the basis of
experience in real estate development, banking,
finance, accounting, funds management or other
related areas of expertise.
(e) One member of the Commission shall be a
person who is a reciplent of tenant-based rental
assistance under section 8 of the United States
Housing Act of 1937 (42 use 14370 whose
name a pears on a lease of section 8 property
and who is eighteen 1 years 0 age or 0 er.
such member ceases to be a recipient of rental
assistance under section 8, the term of such
.member shall be deemed terminated and a new
member who meets the reauirements of thiB
subsection (e) shall be appointed for the re-

Sec. 10-24. Meetings:
(a) The Housing Commission shall hold at
least one official meeting per month.
(b) Members of the Commission shall attend
at least two.thirds ('/,) of all regularly sched-
uled and held meetings within a twelve (12)
month period. If any member does not attend
such a prescribed number of meetings, it shall
constitute grounds for the Commission to rec-
ommend to the City Council that said member
be replaced. The attendance of all members
shall be entered upon the minutes of all meet-
ings.
(c) All meetings shall be held in conformance
with the provisions of the Iowa Ope:n Meetings
Law.
(d) The Housing Commissi,on shall. file with
the City- Council a copy of t1>,e minutes of each
regulat and special meeting of the Commission

Sec. 18.5-21.
Created; Composition:
Sec. 18.5-23. Term; Term Limits; Filling
Of Vacancies; Compensa.
tion:
The term of office for a member of the Com-
mission, other than the youth representative,
shall be three (3) years, or until a successor is
duly appointed. However, two (2) of the initial
terms shall be for a term of one year; two (2) of
the initial terms shall be for two (2) years; and
two (2) of the initial terms shall be for three (3)
years. The youth representative shall be for a
term of one year, expiring on June 1 of the
following year; the initial term shall expire
June 1, 1994.
A Commission member may be removed at
anytime with or without cause by a vote of two-
thirds ('I,) of all members of the City Council.
A vacancy on the Commission caused by res-
ignation or otherwise shall be filled by appoint-
ment by the City Council for the remainder of
the unexpired term.
Members of the Commission shall serve with-
out compensation except for actual expenses,
which shall be subject to approval by the City
Council.
The term of office of a member appointed
after January 1, 1996, shall expire October 1.

Sec. 18.5.24. Duties:
The duties of the Commission shall be as
follows:
(1) To develop, articulate and propose goals,
objectives and policies for the steward-
ship of the City's environment and it's
ecological systems for present and future
generations. An initial report to City
Council should be completed within a
year and thenceforth periodically. It
shall also include sections on the current
condition of the City's natural environ-
ments and on the progress being made in

There is hereby created an Environmental
Stewardship Advisory Commission, which shall
consist of seven (7) members, who shall all be
residents of the City, and shall include a mem-
ber representing those who will inherit the
environment (a person between the ages of 16
and 20 at time of appointment), and six (6)
members who shall include representation from
diverse segments of the City's population. It is
desirable to select some members who may have
helpful backgrounds with environ men-
tallbiological science, health care, busi-
ness/industry, and environmentaVcivic groups.

ment Process:
The appointment process to the Commission
by the City Council shall include at least the
following:
(1) An application form requesting basic
information on the education, training,
experience, expectations and other quali-
fications of the applicant;
(2) Notice to and an opportunity for the
general public to comment in writing on
the qualifications of each applicant; and
(3) A formal interview by the City Council to
determine the applicant's qualifications
and ability to effectively serve on the

(3) To hold public forums on specific issues
at the direction of the City Council.
(4) To provide, upon request, to other
boards, commissions and City depart-
ments information for environmental
educational programs, educational mate-
rials, and environmental volunteer op-
portunities.
(5) To provide input to the Long-Range
Planning Advisory Commission regarding
environmental stewardship issues in the

Sec. 18.5-25. Organization:
The Commission shall choose annually, at its
first meeting of the fiscal year, one of its mem-
bers at act as chairperson, and another of its
members to act as vice- chairperson, to perform
all of the duties of the chairperson during the
chairperson's absence or disability. The Com-
mission shall adopt such rules and regulations
governing its organization and procedures as it
may deem necessary.
The Commission shall meet as necessary to
fulfill the purpose for which the Commission
was created.
Members of the Commission shall attend at
least two-thirds ('I,) of all regularly scheduled
meetings within any twelve (12) month period.
If any member fails to attend such prescribed
number of meetings, such failure shall consti-
tute grounds for the Commission to recommend
to the City Council that said member be re-
placed. Attendance of all members shall be
entered on the minutes.

All meetings of the Commission shall be held
in accordance with the provisions of the Iowa
Open Meetings Law.
The Commission shall file with the City Clerk
a copy of the minutes of each meeting of the
Commission within ten (10) working days after

Sec. 18.5-26.
Procedures For Operation:
All administrative, personnel, accounting,
budgetary and procurement policies of the City
shall govern the Commission in all its opera-

(10) To assist in the preparation of the hous-
ing element of the City Comprehensive
Plan and the annual Consolidated Plan;
(11) To offer comment, os appropriate, on the
consistency of proposed housing develop-
ment with the Comprehensive 1'lan,
Consolidated Plan and existing City
housing strategies.
(b) Any proposed low-rent housing project
shall be subject to specific approval by the City
Council and any project requiring a referendum
ns provided in chapter 403A of the 1979 Code of
Iowa shall be submitted to the voters of the
City in accordance with such chapter.
(c) Thc Housing Commission shall monitor
the City's housing program and conduct hear-
inllS on grievances which arise out of the opera-
tion of such program except in the area of hous-
ing code enforcement.
(d) The Housing Commission shall undertake
such additional duties, with regard to the Hous-
ing Trust Fund, as are specified in Chaptel' 26,
Article In of this Code. (1976 Code, ~ 11",-77;

Sec. 15-23. Membership; Vacancies; Quali.
fications:
(a) 'l'he Housing Commission shall be com-
prised of a membership of ten (10) persons.
(b) Current commissioners whose terms ex-
pire August 17, 1993, shall continue to serve
until such tilne, or until a successor is duly
appointed. Three (3) commissioners shall be
appointed for on initial term of two (2) years,
and three (3) commissioners shall be appointed
for an initial term of three (3) years. All suhse-
quent appointments shall be for a term of three
(3) years, or until a successor is duly appointed.

(c) Vacancy cause'd by death, resignation or
otherwise on the Commission shall be promptly
filled by the City Council for the unexpired
term of office.
(d) At least three (3) members of the Commis-
sion shall be selected specifically on the basis of
experience in real estate development, banking,
finance, accounting, funds management or other
related areas of expertise.
(e) One member of the Commission sholl be a
person who is a recipient of tenant-based rental
assistance under section 8 of the United States
Housing Act of 1937 (42 use 14371) whoae
name appears on a lease of section 8 property
and who is eighteen (18) years of age or older, If
such member cesses to be a recipient of rental
assistance under section 8, the term of such
,member shall be deemed terminated and a new
member who meets the reauirementa of this
subsection (e) shall be appointed for the re-

Board and Section 8. My term is all most up as 8 17 06. I do enjoy being on the HousingCommission Board and
Section 8 as a volunteer that why I am writting to theCity CouncilMembers and the City Manager. So I can

HOUSING REGULATIONS
to provide any funds for any of the purposes of
this Article. <Ord. 52-92, ~ 1, 7-20-1992)
Sec. 26-36. Housing Commission Trust
Fund Advisory Committee:
(a) A Housing Trust Fund Advisory Commit-
tee of the Housing Commission shall be estab-
lished to recommend policy direction and over-
sight to the administration and operation of the
Housing Trust Fund by: 1) soliciting funding; 2)
developing by-laws to govern the Committee's
operations; and 3) developing policies and
guidelines for acquisition and distribution of
funds. Such solicitations, by-laws, policies and
guidelines shall be approved by the Housing
Commission and submitted to the City Council
for its approval.
(b) The Housing Trust Fund Advisory Com-
mittee shall coordinate an effective mechanism
for public participation in the operation of the
Trust Fund, recommend projects to the Housing
Commission for funding approval and engage in
activities providing for the efficient use of the
Trust Fund.
(c) The Housing Trust Fund Advisory Com-
mittee shall have five (5) members appointed by
the City Council to serve for three (3) year
terms. Three (3) of the Committee members
shall be members of the Housing Commission
and two (2) shall be members of the public. One
of the initially appointed Committee members
shall serve a term of one year and two (2) of the
initially appointed Committee members shall
serve terms of two (2) years. The chair of the
Trust Fund Advisory Committee shall be ap-
pointed by the Housing Commission.
The two (2) members of the public shall be
selected specifically on the basis of experience
in real estate development, banking, finance,
accounting, funds management or other related
areas of expertise.
(d) The Housing Trust Fund Advisory Com-
mittee shall hold at least six (6) meetings per
year. The Housing Commission may adopt rules
and regulations it deems necessary to govern

the Committee's organizational procedures and
which do not conflict with this Article or other
resolutions and/or decisions of the City Council.
(e) All administrative, personnel, accounting,
budgetary and procurement policies and prac-
tices of the City shall govern the Housing Trust
Fund Advisory Committee in all its operations
