Van Milligen, City Manager SUBJECT: Flora Pool Painting Project Sealed bids were received for the Flora Pool Painting Project. Leisure Services Manager Gil Spence recommends award of the contract to the only bidder, Fred Jackson Tuckpointing, Inc., in the amount of $50,350, which is $15,350 (43.8%) over budget. Speo,", Le',"'e 50",',", Ma",g~ SUBJECT: Flora Pool Painting Project INTRODUCTION The purpose of this memorandum is to request that the City Council award a contract to Fred Jackson Tuckpointing, Inc. in the amount of $50,350, for painting of the Flora Pool Tank. DISCUSSION Bids were received on August 10, 2006 for painting of the Flora Pool tank. A summary of the only bid that was received is as follows: Bid Amount Fred Jackson Tuckpointing, Inc. $ 50,350 This project includes painting of the main pool tank, plunge pool tank, water playground tank, and removal and replacement of 1,200 lineal feet of sealant in pool expansion- contraction joints. The Fiscal Year 2007 C.I.P. budget contains $35,000 for this project so the bid is $15,350 (43.8%) over budget. Recreation Division Manager Pat Prevenas has visited with the low bidder to ask why the bid was so much more than we expected. Sutton Pool was painted last year at a cost of $32,800 and we expected $35,000 to be an accurate estimate. The low bidder explained that the price of paint was up 8% and Flora Pool is 11,000 more square feet than Sutton Pool. The water playground has bare concrete showing so the painting needs to be done. Re-bidding the project would now allow enough time to complete the painting prior to winter. A second bid was received fifteen minutes late and not opened. continued . Flora Pool painting project, page two Staff recommends that a contract be awarded and that the $15,350 be taken from the following Fiscal Year 2007 C.I.P. projects: · Renovate electric panels · Replace recirculation valves · Recaulk swimming pool decks $ 8,000 $ 4,000 $ 3,350 $15,350 Both the renovate electric panels and replace recirculation valves projects have been completed with low bids received in Fiscal Year 2006, phase I of those projects. Recaulk swimming pool decks is being reduced by $3,350, leaving $2,650 to address the areas needing recaulking. RECOMMENDATION I recommend that a contract be awarded to Fred Jackson Tuckpointing, Inc. in the amount of $50,350 for painting the Flora Pool tank. ACTION STEP The action requested is that the City Council adopt the attached resolutions awarding the Flora Pool Painting Project to Fred Jackson Tuckpointing in the amount of $50,350. WHEREAS, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. WHEREAS, said sealed proposals were opened and read on the 10th day of August, 2006, and it has been determined that the bid of Fred Jackson Tuckpointing, Inc. in the amount of $50,350 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Fred Jackson Tuckpointing, Inc., and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval ofthe contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders. FOR THE FLORA POOL PAINTING PROJECT Whereas, the City Council by Resolution No. 393-06 awarded the construction contract for the Flora Pool Painting Project to Fred Jackson Tuckpointing, Inc.; and Whereas Fred Jackson Tuckpointing, Inc. has submitted the attached executed contract and bond. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: 1. The contract and bond attached hereto are hereby approved. 2.
