SUBJECT: Floodwall Pumping Station Improvement Projects
Sealed bids were received for the Floodwall Pumping Station Improvement Projects.
Public Works Director Don Vogt recommends award of the contract to the low bidder,
Kluck Construction, in the amount of $446,420.80, broken down as $223,860.80 for the
base bid and $222,560.00 for alternates A, Band C. The total project cost is 18.6%
over the engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions provide for the final adoption of plans and specifications and
the award of a construction contract for the Floodwall Pumping Station Improvement
Projects.
BACKGROUND
In the FY05 and FY06 Capital Improvement Projects budgets, a total of $555,766 was
budgeted to improve the Hawthorne, Bee Branch and Maus Lake floodwall pumping
facilities. These projects were combined and bid proposals were originally solicited last
winter. When the bids were opened, the lowest bid was found to be 40% higher than
the engineer's estimate. All bids were rejected and the project was subsequently
broken into five components (base and alternates A, B, C and D). New bid proposals
were then solicited last month. Our bid solicitation noted that bid award would be
determined by the lowest base bid, with alternate projects awarded as the total budget
allows.
The base bid for these combined projects provides for the purchase and installation of
generators, transfer switches, generator enclosures and associated conduit and wiring
for providing auxiliary power to the floodwall pumps located at the Hawthorne Street and
Maus Lake pumping facilities.
Alternate bids A, B, C and D provide for numerous improvements to the Bee Branch
pumping facility. These improvements would include:
Alternate Bid A
. Relocate 150 horsepower pump control to interior of existing building
. Install two manual transfer switches
Alternate Bid B
. Construct support wall and install generator pad
. Install project site chain link fence
Alternate Bid C
. Construct concrete sidewalk, handrail and steps
Alternate Bid D
. Furnish and install a 1,280 KW diesel engine generator with associated
conduit, wiring, connections, and switches to provide auxiliary power to
the facility's two 500 hp and one 150 hp pumps.
DISCUSSION
A tabulation of the five sets of bids received accompanies this memorandum, as does a
letter from our project engineering firm, IIW Engineers and Surveyors P.C.. IIW has
recommended contract award to Kluck Construction, which submitted the lowest base
bid. IIW also recommended that the City of Dubuque proceed with project Alternates A,
Band C.
RECOMMENDATION
I recommend that the contract be awarded to Kluck Construction of Dubuque, Iowa for
its base bid of $223,860.80, plus project alternates A, Band C for the additional cost of
$222,560.00. The total project cost, as recommended, is 18.6% over the engineer's
estimate. A Capital Improvement Project budget request for FY08 will be submitted to
you in October for monies for Alternate D, in order that, pending City Council approval
next March, the noted Bee Branch generator may be purchased and installed in
calendar 2007.

This project will be funded with monies ($555,766.00) budgeted specifically for it in the
Public Works Department's FY05 and FY06 Capital Improvement Projects budgets.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolutions providing for the final
adoption of plans and specifications and the award of the construction contract in the
amount of $446,420.80 to Kluck Construction.

Whereas, on the 17tJi day of July 2006, plans, specifications, form of contract and
estimated cost were filed with the City Clerk of Dubuque. Iowa for the Floodwall
Pumping Station Improvement Projects.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost for
said improvements for said project,

RESOLUTION NO. 396 -06
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the Floodwall
Pumping Station Improvement Projects pursuant to prior resolution and notice to
bidders published in a newspaper published in the city of Dubuque, Iowa on the 21st day
of July 2006.
Whereas, said sealed proposals were opened and read on the 9th day of August
2006 and it has been determined that the base bid of Kluck Construction of Dubuque,
Iowa in the amount of $223,860.80 was the lowest bid for providing all labor and
materials and performing the work as provided for in the plans and specifications. The
contract will also include project altemates A, Band C for the additional cost of
$222,560.00.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Kluck Construction
and the City Manager be and is hereby directed to execute a contract on behalf of the
City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond,
the City Treasurer is authorized and instructed to return the bid deposits of the
unsuccessful bidders.

APPROVING CONSTRUCTION CONTRACT WITH KLUCK CONSTRUCTION FOR

Whereas, the City Council by Resolution No.3 9 6 -06 awarded the construction
contract for the Floodwall Pumping Station Improvement Projects to Kluck Construction;
and
Whereas, Kluck Construction has submitted the attached executed contract and
bond.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
1. The contract and bond attached hereto are hereby approved.
2. The City Manager is hereby authorized and directed to execute the
contract on behalf of the City of Dubuque.

In accordance with owner instructions, bids for the Hawthorne Street, Bee Branch and Maus
Lake Flood Wall Pumping Facilities Generator Installation project were opened and read at
2:00 P.M. on August 9, 2006. Five (5) bids were received for this project. A tabulation of
the bids is enclosed.
After reviewing the bids, it was determined the low bid was submitted by Kluck
Construction, [nc. of Dubuque, Iowa in the amount of $223,860.80 which is the amount,
less any Alternate bid items.
Kluck Construction, Inc. has the experience, workforce and equipment to properly complete
this contract. Therefore, we recommend award of Hawthorne Street, Bee Branch and Maus
Lake Flood Wall Pumping Facilities Generator [nstallation project to Kluck Construction, Inc. in
the amount of $223,860.80, which is the amount, less any Alternate bid items.
The engineer's estimate for this project was $678,156.00 for all work. The low bid of
$765,356.80 for all work is $87,200.80 or 12.86% above the engineer's estimate.
We also recommend the City proceed with Alternates A, Band C. These three alternates,
along with the base bid project, can be completed within the budgeted construction funds.
