SUBJECT: Confirm Committees for Preparation of Unified Development Code
Planning Services Manager Laura Carstens recommends the City Council confirm the
membership of the Technical Committee, the Citizen Advisory Committee, the Sign
Review Advisory Subcommittee, and the Bluffland Advisory Committee who will
participate in the creation of a Unified Development Code for the City of Dubuque.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Confirm Committees for Preparation of Unified Development Code
Introduction
The City has hired a new consultant to assist with updating the Zoning and Subdivision
Ordinances, and then combining them with the Historic Preservation Ordinance and City
sign regulations into a Unified Development Code (UDC) by December, 2007.
As part of the process for creating the UDC, the City Council is being asked to confirm
the membership for the committees that have been organized for this process.
Background
The consultant will need to conduct background research into the community's
characteristics, planning documents, and regulatory codes and processes. Document
review will include the following:
)> Review a detailed analysis of critical issues related to the Zoning Ordinance and
Subdivision Ordinance.
)> Review an analysis and inventory of the City of Dubuque's existing development
patterns to identify opportunities for ordinance revisions.
)> Review an evaluation of Zoning Board of Adjustment cases and limited setback
waivers to identify opportunities for revisions of zoning and sign regulations.
)> Review the following plans and studies to ensure that the UDC is consistent with
and implements appropriate elements of these documents:
. Dubuque Comprehensive Plan
. 2001 Affordable Owner-Occupied Housing Committee Report
. 2004 Downtown Master Plan
. Urban Renewal plans
. 2006 Annexation Study Update

~ Review the present zoning classification boundaries as shown on the Official
Zoning Map and the Zoning Ordinance provisions in contemplation of new or
reorganized zoning districts and overlays.
~ Review the sign regulations in the Building Code, and identify how to consolidate
the City's three sets of sign regulations into one.
~ Review the City's subdivision and site development design standards.
~ Review the regulatory options for developing a comprehensive bluff plan for
bluffland preservation and development on a fast track.
~ Review options for design review process, standards, and guidelines for
screening, setbacks, and visual impact of commercial and industrial
developments, particularly for outdoor storage.
~ Review options for design standards for big box retailers, and any impact studies
or impact fees that have been implemented as a result of the location of a big
box retailer.
~ Review options for siting and construction of ethanol and biodiesel plants with
respect to potential issues of aesthetics, odor and noise on a fast track.
Discussion
The anticipated Project Work Program for preparing the UDC will involve the consultant
working principally with a Technical Committee for the first half of the project, after initial
input meetings with the Citizen Advisory Committee, Sign Review Advisory Committee,
Bluffland Advisory Committee, and other key community stakeholders such as the
Developers Roundtable. The second half of the project will involve testing the draft and
final versions with key City staff, key community stakeholders, community groups,
Zoning Advisory Commission, Zoning Board of Adjustment, and City Council.
Input from community stakeholders, the general public, the Citizen Advisory Committee,
the Sign Review Advisory Committee, and the new Bluffland Advisory Committee will be
sought at the beginning of the process. The consultant will work closely on the
preparation of the UDC with a Technical Committee comprised of the following staff
from these City Departments:

. Building Services: Rich Russell
. Legal: Tim O'Brien
. Engineering: Ron Turner
. Economic Development: Aaron DeJong

The Citizen Advisorv Committee will provide initial input on development issues and
process, react to the first draft UDC and the proposed final draft UDC, and then forward
recommendations to the Zoning Advisory Commission and City Council. The Planning
Services Department confirmed which previous members of this committee were
interested in continuing to serve. We also asked members of the Environmental
Stewardship Advisory Commission, Historic Preservation Commission, Housing
Commission, Long Range Planning Advisory Commission, Zoning Advisory
Commission, and Zoning Board of Adjustment if they would be interested in serving on
the Citizen Advisory Committee. The updated membership list is enclosed.
The Sian Review Advisorv Subcommittee will provide initial input on sign issues, react
to the first draft and the proposed final draft of the consolidated sign regulations, and
then forward recommendations to the Citizen Advisory Committee. We used the same
membership process for this committee as we did for the Citizen Advisory Committee.

The Bluffland Advisorv Committee will provide initial input on bluffland preservation and
development, react to the first draft and the proposed final draft of the comprehensive
bluff plan, and then forward recommendations to the Citizen Advisory Committee. The
City Council identified the following community stakeholders for this committee:

The Planning Services Department asked members of the Environmental Stewardship

Range Planning Advisory Commission, Zoning Advisory Commission, and Zoning
Board of Adjustment if they would be interested in serving on the Bluffland Advisory
Committee. We also notified the other community stakeholders of the process and
asked for confirmation of contacts for the UDC. The membership list for this new
committee is enclosed. Additional community stakeholders may be identified during the
process.

Ple~se note: Due to the nature of this project, some members of the Citizen Advisory
Committee, the Sign Review Advisory Subcommittee, or the BluffJand Advisory
Committee may not be City of Dubuque residents.
Recommendation
Staff recommends that the City Council confirm the membership of the Technical
Committee, the Citizen Advisory Committee, the Sign Review Advisory Subcommittee,
and the Bluffland Advisory Committee who will participate in the creation of a UDC for
the City of Dubuque.
