PROCLAMA TION
WHEREAS, each year, on National POW/MIA Recognition Day, we acknowledge with special
gratitude and profound respect those who paid for our freedom with their own,
and we remember with deep sorrow those whose fate has never been resolved.
Americans who were held as prisoners of war throughout our history endured the
indignities and brutality of captivity without surrendering their devotion to duty,
honor, and country. With steadfast hearts and indomitable spirit, these patriots
never gave upon America because they knew that America, and the American
people, would never give up on them; and
WHEREAS, citizens of Dubuque, of Iowa and the entire United States will never forget those
who have borne the indignities and sufferings of captivity in service to our
Country, those missing in action, or those who died as prisoners of War, far from
Home and Family. And so, on National POW/MIA Recognition Day, we reaffirm
our commitment to those still missing and renew our pledge to continue to obtain
the answers to their fate. We can do no less for these American Heroes and for
their families; and
WHEREAS, Dubuque and the entire State of Iowa desires to recognize all of its native sons
and daughters who are still missing or were held as prisoners of War in all armed
conflicts against foreign powers for their bravery, sacrifice and steadfast
devotion to their country under brutal and intolerable conditions.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, DO HEREBY
PROCLAIM FRIDAY, SEPTEMBER 15, 2006 AS:
"DUBUQUE, IOWA P.O.W. - M.I.A. RECOGNITION DAY"
IN HONOR OF ALL AMERICAN POW / MIAS AND I ENCOURAGE ALL CITIZENS TO OBSERVE
THIS DAY WITH APPROPRIATE ACTIONS.
IN WITNESS THEREOF, I have hereunto set
my hand and caused the Great Seal of the
City of Dubuque, IA to be affixed this 5th day
of September, 2006.
