FROM: Michael C, Van Milligen, City Manager SUBJECT: Historic Sites Preservation Grant for the White Water Creek Bridge Planning Services Manager Laura Carstens recommends City Council authorization to submit a grant application for $55,250 from the Historic Sites Preservation Grant program for rehabilitation of the White Water Creek Bridge, and authorize the use of the Bridge Maintenance CIP as the source of the required local match, The budget for moving the bridge is $50,000, including the $30,000 Historic Resource Development Program (HRDP) grant The contract with the consulting engineers is for $20,000, and the City has incurred costs of $7,580 to date. Additional expenditures of approximately $1,500 to test the existing paint for lead and to weigh the bridge have been incurred. This leaves a balance of $19,500 in the bridge relocation budget Subtracting this balance from the engineer's estimate of $130,000 for the entire project leaves a funding gap of $110,500. The Historic Sites Preservation Grant provides funds to acquire, repair, rehabilitate, and develop historic sites that preserve, interpret, or promote Iowa's cultural heritage. Projects require dollar-for-dollar cash match. A grant for $55,250 with a local match of $55,250 would cover the funding gap of $110,500. The Engineering Department has funds available in the Bridge Maintenance CIP that could be used as source for the local match for rehabilitation. The property owner of the site where the bridge is now located wants the bridge removed. The HRDP grant for relocation has a completion deadline of December 2006. The City needs to secure time extensions from both the property owner and the State Historical Society of Iowa, Should this grant not be received, an extension not be received on the current grant, or the property owner not allow the bridge to remain in its current location for a while longer, this project will need to be re-evaluated and possibly discontinued. Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager ffiV SUBJECT: Historic Sites Preservation Grant for the White Water Creek Bridge Introduction This memo transmits an application to the State Historical Society of Iowa (SHSI) for a $55,250 Historic Sites Preservation Grant for rehabilitation of the White Water Creek Bridge, for City Council review and approval. A resolution also is attached. Background The SHSI has awarded a $30,000 HRDP (Historic Resource Development Program) grant to the City for relocation of the historic bridge from the Cascade area to a site in the Bergfeld Recreation Area in Dubuque Industrial Center West (see enclosed maps). The bridge will cross the pond on the north side of the Bergfeld Recreation Area near the restrooms. The City Council has budgeted $20,000 in the Bridge Maintenance CIP as the local match for relocation. This historic bridge was constructed in 1872 as part of an approach span for a bridge over the Mississippi River at Dubuque. It later was relocated to White Water Creek near Cascade. In the 1990's Dubuque County determined the bridge was no longer able to handle vehicular traffic, and had to be replaced. In 1998, the City of Dubuque agreed to accept ownership of the bridge from Dubuque County, and to preserve it through reuse on a bike/hike trail in the city. Discussion The City's consulting engineer, NNW Inc., has conducted a structural analysis of the bridge, developed specifications for moving the bridge to Dubuque, and prepared construction plans for the new bridge abutments in the Bergfeld Recreation Area. NNW also has prepared cost estimates for rehabilitation of the bridge. White Water Creek Bridge Grant Application Page 2 of 3 The property owner of the site where the bridge is now located wants the bridge removed. The HRDP grant for relocation has a completion deadline of December 2006. We would need to secure time extensions from both the property owner and the SHSI. After receipt of the grant, we would like to move the bridge to the Bergfeld Recreation Area, place it at the temporary staging area indicated on the enclosed site map, have it painted while it is still on land, construct the abutments, place the bridge, and replace the decking and hand railing. This would complete the project. With the HRDP grant, we have sufficient funds to move the bridge to the staging area and paint the structure. We do not, however, have sufficient funds to do all the necessary work components, and then replace the decking and hand railing so the bridge is ready for use. It is not advisable to place the bridge over the water until after the existing lead paint has been removed and the structure has been sandblasted and repainted. There would be significant cost savings to perform the lead abatement and painting while the bridge is on land versus over water. Budget Impact Cost estimates to relocate the bridge, paint the structure, construct the abutments, place the bridge on the abutments, and install new decking and hand railing have been prepared.
