On behalf of the residents of Hansel Drive, I have been chosen to address the
status of our street becoming a parking street for Hempstead High School. As seen at the
City council meeting on August 7th 2006 it is very clear that there is a significant problem
with students parking and behavior. We on Hansel Drive know this problem is not going
away, and will continue on our street. Now there becomes a new problem, students not
only will be congesting the street with parking, littering, and rude behavior as has been a
continuous problem for years, Now there will be students crossing between homes and in
the process bringing trash as well as discomfort to the residents especially the elderly.
The students from the August 7th meeting had even stated that the trash will
continue and everyone knows the behavior will as well. Disregard for what is not there's
will continue.
We on Hansel Drive do not want to deal with this even for one year. With these
concerns we are requesting a Residential Parking Permit District for Hansel Drive.
Our only resolution that we can recommend is to have an off campus parking lot
that the students can park in and then be bused to school but residential parking is not an
answer at all.
We on Hansel drive have put together a petition, which consists of every
residence except one from the street this petition is enclosed for your records and review.
Also enclosed is the letter sent out to our neighborhood by Hempstead High School.
We would like to request a public hearing on this issue as soon as possible.

Dear Hempstead Neighbor,
School at Hempstead will begin again soon with the 2006-2007 school year. As a neighbor of
Hempstead, I wanted to infurm you of several recent changes that may have an impact upon
you. Our goal is to share our neighborhood with you as a positive experience for all.
This week the Dubuque City Council added Vizaleea and Keymont Streets as a Residential
Parking Permit District (RPPD) between the hours of7:00 am and 3:00 pm, Monday through
Friday. The neighbors on those streets requested this status from the City Council because of
parking congestion and problems resulting from Hempstead students parking on those streets.
Students will not be able to park on those streets any longer. The neighbors to our west
(Rosemont) and to our south (Lucy Drive, Amy Court) have previously bad their streets
designated as a RPPD.
Your street now becomes one of the closest off campus parking ;ueas for some students_ On
campus we have 650 parking spaces and about 460 are set aside for student paIking. We issue
parking permits to all juniOIS and seniors (about 870 students this fiill) knowing that not every
student drives everyday. We do not issue parking permits to sophomores or freshmen. We
encourage students to carpool, take the bus, ride a bike, or be transported by others to school.
About 75-100 students choose to drive and park off campus daily.
We expect our students to be courteous, respectful, and enviroomentally aware. If there is
cause for concern, please contact the school (552-5208) and we will assist in working with any
misbebavioIS of identified students. Please try to obtain the license plate number if a vehicle
causes concern. We are not staffed to patrol the neighborhood, but would be willing to come
to your street should a concern arise. Our scboolliaison with the Dubuque Police Department
is Officer Becky Stieber and she can be reached at 589-4410.
As you may have noticed, our school is under renovation through August 2008 and we have
lost some parking due to construction woiker vehicles and construction zones_ We continue to
explore ideas to improve the parking situation and welcome your suggestions.
