SUBJECT: Mediacom System Upgrade
The Cable Franchise Agreement that went into effect in June 2005 calls for a system
upgrade to a bandwidth of 860 MHz to be completed by June 5, 2007. Mediacom would
like to begin the upgrade this year and has found a contractor able to do the work that is
available now. They plan on doing two-thirds of the upgrade this year and then
complete the work next year in time to meet the deadline.
City staff has no problem with the timing of this notice and recommends that it be
received and filed.
I concur with the recommendation and respectfully request Mayor and City Council
receive and file the notice.

Mediacom System Upgrade
INTRODUCTION
The purpose of this memorandum is to recommend that the City Council receive and file
a Mediacom notice that they intend to begin their upgrade of the Dubuque cable system
in mid-September.
BACKGROUND
The cable franchise agreement that went into effect in June 2005 calls for a system
upgrade to a bandwidth of 860 MHz to be completed by June 5, 2007. Mediacom would
like to begin the upgrade this year and has found a contractor able to do the work that is
available now. They have detailed this work in the enclosed letter. They plan on doing
two-thirds of the upgrade this year and then complete the work next year in time to meet
the deadline.
The Right-Of-Way Ordinance requires 45-days written notice in order to do
maintenance and system upgrades. Although this notice does not meet the 45-day
requirement, neither City Engineer Gus Psihoyos nor I have any objection to their
beginning work now.
RECOMMENDED ACTION
I respectfully request that you forward Mediacom's notice to City Council to receive and
file.

Dear Craig:
Effective Sept. 11,2006 we will be starting our system upgrade to an 860 MHz system
for the city of Dubuque, We anticipate this phase of the construction to continue through
December of 2006. The [mal phase will take place in 2007 and be completed in June per
our franchise requirement. We will notify you of the final phase as construction plans are
finalized.
The upgrade will consist of the replacement of all nodes and active modules. The nodes
will be replaced during the maintenance window, 12 p.m. - 6:00 a.In., and last
approximately an hour and a half per node affecting an average of 400 customers per
node. The modules in the amplifiers will be replaced between 7 a.m. and 5 p.m. Mon.
thru Friday with some Saturday work, Each amplifier upgrade will take approximately 2
minutes. '
We will notify the city where we will be working the week prior to starting in an area.
We will place an ad in the TH notifying customers to turn to Channel 8 and 16
throughout the upgrade construction for work commencing in specific areas of Dubuque.
