SUBJECT: Highway 20 Landscaping Project, Phase II
Sealed bids were received for the Highway 20 Landscaping Project, Phase II. Leisure
Services Manager Gil Spence recommends award of the contract to the low bidder,
Smith Seeding, in the amount of $240,657. Including design and contingency, the total
project estimate is $15,815 over budget. Savings from Murphy Park Tennis Court
Parking Lot Paving Project will cover any overrun.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Highway 20 Landscaping Project, Phase II
INTRODUCTION
The purpose of this memorandum is to recommend that the City Council award the
contract for construction of Phase II of the Highway 20 Landscaping Project to Smith
Seeding in the amount of $240,657.
DISCUSSION
The City secured a $144,842 TE grant for construction of phase II of the Highway 20
Landscaping Project requiring the project to be bid through the Iowa Department of
Transportation state-letting procedure. Bids were received in Ames on August 15,
2006. A summary of the bids received is as follows:

This project includes trees, shrubs, and grasses to be planted from just east of the
Grandview Avenue interchange to just east of the Hill and Bryant Streets interchange.
This less intense design will require less maintenance and will transition from the more
formal design used at the Grandview and Fremont interchange, to the more natural look
of the area east of Hill Street.
There is $245,000 in the Fiscal Year 2006 C.I.P. budget for this project, $144,842 from
the TE grant and $100,000 of lOOT funds from the lOOT Living Roadway Trust Fund.
The architect's estimate for the project was $239,454.

This estimate is $15,815 over budget. Any cost overruns would be funded from savings
in the Murphy Park, pave tennis court parking lot project. This project has a savings of
$16,340.
RECOMMENDATION
I recommend that a contract be awarded to Smith Seeding in the amount of $240,657
for construction of the Highway 20 Landscaping Project, Phase II.
ACTION STEP
The action requested is that the City Council adopt the attached resolutions awarding
the Highway 20 Landscaping Project, Phase II to Smith Seeding in the amount of
$240,657.

RESOLUTION NO. 424-06
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
WHEREAS, on the 5th day of July, 2006, plans, specifications, form of contract and
estimated cost were filed with the City Clerk of Dubuque, Iowa for the Highway 20
Landscaping Project, Phase II.
WHEREAS, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are hereby
approved as the plans, specifications, form of contract and estimated cost for said
improvements for said project.

RESOLUTION NO. 425-06
AWARDING CONTRACT
WHEREAS, sealed proposals have been submitted by contractors for the Highway
20 Landscaping Project, Phase II pursuant to Resolution No. 298-06, and notice to bidders
published in a newspaper published in the City of Dubuque, Iowa, on the 7th day of July,
2006.
WHEREAS, said sealed proposals were opened and read on the 15th day of
August, 2006, and it has been determined that the bid of Smith Seeding in the amount of
$240,657 was the lowest bid for the furnishings of all labor and materials and performing
the work as provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Smith Seeding, and the
Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque
for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond, the
City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful
bidders.

RESOLUTION NO. 426-06
APPROVING CONSTRUCTION CONTRACT WITH SMITH SEEDING FOR THE
HIGHWAY 20 LANDSCAPING PROJECT, PHASE II
Whereas, the City Council by Resolution No. 425-06 awarded the construction
contract for the Highway 20 Landscaping Project, Phase II to Smith Seeding; and
Whereas Smith Seeding has submitted the attached executed contract and bond.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
1. The contract and bond attached hereto are hereby approved.
2. The City Manager is hereby authorized and directed to execute the contract on
behalf of the City of Dubuque.
