SUBJECT: US 20 (Devon Drive to Menards) Capacity Improvements Project-
Phase I, Traffic Signal and Intelligent Transportation System
Improvements (STP-A-020-9(186)--22-31)
Sealed bids were received for the US 20 (Devon Drive to Menards) Capacity
Improvements Project by the Iowa Department of Transportation. One contractor
submitted a bid proposal. During the public bid opening, it was noted that the bid
package was incomplete and that an incorrect bid bond was used. Therefore, the Iowa
Department of Transportation rejected the bid. The City is working with IDOT to re-bid
this project later this year.
City Engineer Gus Psihoyos recommends that the City Council reject the construction
contract bid proposal received by the Iowa Department of Transportation.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution rejects the construction contract bid proposal received by the Iowa
Department of Transportation (Iowa DOT) for the US 20 (Devon Drive to Menards)
Capacity Improvements Project - Phase I, Traffic Signal and Intelligent Transportation
System Improvements.
BACKGROUND
On July 7, 2006, the City Council approved (Res. 270-06) an agreement with the Iowa
Department of Transportation (Iowa DOT) and the City of Dubuque (City) for the funding of
the US 20 Capacity Improvements Project for the use of Iowa Clean Air Attainment
Program (ICAAP) funding. Under ICAAP funding, 80 percent (80%) or $260,370 of the
total eligible project items are reimbursable.
This project (Phases I and II) include the installation of fiber optic cable on US 20 from
Devon Drive to Hill Street and on various City streets from US 20 to City Hall with camera
installation and traffic signal improvements on US 20 at the Menards entrance, Iowa 32
(Northwest Arterial), Wacker Drive, John F. Kennedy Road, and Devon Drive.
BID RESULTS
Sealed bids on the project were received by the Iowa Department of Transportation (Iowa
DOT) on August 15, 2006. One contractor submitted a bid proposal. During the public bid
opening, it was noted that the bid package was incomplete and that an incorrect bid bond
was used. Therefore, the Iowa DOT rejected the bid.
RECOMMENDATION
I recommend that the City Council reject the construction contract bid proposal received by
the Iowa Department of Transportation (Iowa DOT).

The City Council is requested to adopt the attached resolution rejecting the construction
contract bid proposal received for the US 20 (Devon Drive to Menards) Capacity
Improvements Project - Phase I, Traffic Signal and Intelligent Transportation System

Whereas, a sealed proposal was submitted by a contractor for the US 20
(Devon Drive to Menards) Capacity Improvements Project - Phase I, Traffic
Signal and Intelligent Transportation System Improvements (STP-A-020-
9(186)-22-31), pursuant to Resolution No. _ and notice to bidders published
in a newspaper published in the City of Dubuque, Iowa, on the 11th day of
August, 2006; and
Whereas, the sealed proposals were opened and read by the Iowa
Department of Transportation on the 15th day of August, 2006.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. The bid proposal received for the US 20 (Devon Drive to
Menards) Capacity Improvements Project - Phase I, Traffic Signal and Intelligent
Transportation System Improvements (STP-A-020-9(186)-22-31) is hereby
rejected.
