SUBJECT: Architectural Services for Federal Building
A Request for Proposals was issued in July 2006 seeking the interest of architectural-
engineering firms for the Federal Building project. Responses were received from the
following firms: Durrant, Anderson Design, Neumann Monson, and Hasbrouck
Peterson/HPZA.
Following interviews, the review committee was most persuaded by Neumann's
presentation, which demonstrated extensive experience in historic adaptive re-use and
renovation projects, including many municipal buildings. In particular, their resume
listed 25 courthouses that had been updated for modern uses.
The factors favoring Neumann Monson include:
1. Extensive experience in complex adaptation of historic buildings for public
uses
2. An excellent list of references for projects of this type
3. Provided more detail on experience of the project team and support consultants;
demonstrated they would be able to handle technical challenges
4. Incorporating LEED concepts; it was noted that a return on energy-related
technology investment was an aspect of the RFP
5. Demonstrated a depth of understanding of objectives for both the short- and
long-term project scope
6. Excellent presentation materials, showing completed historic projects that
favorably impressed review committee members with the firm's creative abilities
Housing and Community Development Department Director David Harris recommends
City Council approval to enter into an agreement with Neumann Monson Architects for
design services for the Federal Building project in the amount of $118,580, which was
not the lowest priced firm.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Re: Architectural services for Federal Building
Introduction
The purpose of this memorandum is to request the City Council's authorization to
enter into a contract with the firm of Neumann Monson Architects for design
services for the Federal Building project.
Discussion
A request-for-proposals was published in July, seeking the interest of
architectural-engineering firms in the Federal Building project. It was mailed to
all local architectural firms and published on the City's website.
A review committee was assembled, consisting of the following staff:

Responses were received from the following firms:

Anderson Design
Neumann Monson, from Iowa City
Hasbrouck Peterson/HPZS, from Chicago
The committee interviewed Durrant, Neumann Monson, and Hasbrouck
Peterson/HPZS, on 18 August. The Neumann Monson firm was unanimously
recommended.
The fees were bid as follows:
Durrant bid at 8% of construction costs. As our FY07 CIP allocates $1.2 million
to the project, this bid was calculated at $96 800.
Neumann Monson bid at $118580.
Anderson bid at $199 000.
HPZS bid at $246 500. This included for all phases of the project (including in
future budget years). For Phase 1 only, their bid was approximately $105 500.
The review committee was most persuaded by Neumann's presentation, which
demonstrated extensive experience in historic adaptive re-use and renovation
projects, including many municipal buildings. In particular, their resume listed 25
courthouses that had been up-dated for modern uses.
Their staffing capacity met our standards, including all LEED-certified
(Leadership in Energy and Environmental Design) architects. Their presentation
stressed 'sustainable architectural' design, with an emphasis on the potential of
geothermal technology and energy savings for the Federal Building.
Of particular interest to the committee were the engineering qualifications of staff
responsible for the extensive structured wiring to be incorporated in the project.
Their engineer possesses the RCDD - Registered Communications Distribution
Designer - certification that signifies the level of expertise needed to engineer
the data and voice wiring needed for our uses.
The project manager for the Federal Building will be Roy Neumann, who is an
original founder of the firm with more than 30 years experience as an architect.
The committee felt this was a distinct advantage for our project, as Mr
Neumann's extensive experience in historical renovations of public buildings, his
commitment as the primary representative of the firm and the obvious
enthusiasm he expressed for the project all mitigated in favor of his firm's
selection.
Neumann proposed using either Farris Engineering, from Des Moines; or KJWW,
from the Quad Cities. Neumann has established long-term working relationships
with both of these engineering firms and expressed confidence in recommending
use of either. In particular, the Neumann-Farris collaboration is now completing
a remodeling of the Muscatine County Courthouse, with installation of a
geothermal heating and cooling system.
Finally, the Neumann proposal includes use of an acoustic consultant from
Chicago with whom they have worked on numerous public auditorium projects.
This will be of particular importance in the conversion of the Federal Building
courtroom to the City Council chambers.
The review committee felt that both the Durrant and Neumann firms were well-
qualifed. The rationale for the recommendation of Neumann included the
following factors:
1. Extensive experience in complex adaptation of historic buildings for public
uses
2. An excellent list of references for projects of this type
3. Provided more detail on experience of the project team and support con-
sultants; demonstrated they would be able to handle technical challenges

It is the unanimous recommendation of the review committee to select Neumann
Monson Architects for design and engineering services for the Federal Building.

The action requested of the City Council is to authorize the City Manager to enter

RESOLUTION NO. 431-06
APPROVING AN AGREEMENT WITH THE DURRANT GROUP, INC. FOR
SERVICES RELATED TO THE DESIGN AND ADAPTIVE REUSE OF THE
FEDERAL BUILDING
WHEREAS, the City of Dubuque intends to modify and adaptively re-use
the Federal Building for offices for City departments and City Council chambers;
and
WHEREAS, responses were received from architectural-engineering firms
to provide services necessary to implement these modifications, for Phase 1
improvements to the building.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF DUBUQUE, IOWA:
Section 1. The City Council of the City of Dubuque hereby approves the
proposal of The Durrant Group, Inc. to provide design and engineering services
in connection with Phase 1 of the Federal Building project at a cost of $96,800 as
provided in the proposal.
Section 2. The City Manager is hereby authorized to negotiate an
agreement with The Durrant Group. Inc. consistent with the proposal and to sign
the agreement on behalf of the City of Dubuque.

General Information
In 1977, Neumann Monson was primarily known far their expertise in rehabilitation and renovation
of existing structures, primarily courthouses and municipal buildings. Over twenty-five county
courthouses have been renovated in the intervening years to accommodate the changing
requirements of societal evolution. In addition, we have provided the structural, mechanical, and
electrical services necessary to accommodate these changes
Increasing energy costs and environmental conservation measures have necessitated new
approaches to building design and Neumann Monson remainS on the cutting edge. Twenty-five of
oUr members are LEED certified and we have won awards far excellence in Historic Preser/ation,
Renovation, and Sustainable Design.
Neumann Monson has inspected windows in the Federal Building. We have encountered windows
and paneis with similar conditions and agree that every effort must be made to repair and restore
them to the satisfaction of the National Park Service. In 2004, we replaced the windows in the
State Historic and Society Building in Iowa City. Results were satisfactory and the historic integrity
preserved. We have also provided window replacement services on University of Iowa historic
buildings. We feel we have the ability to do this on the Federal Building.
Cost, of course, is a factor. Our firm has the ability to convert the former courtroom to a public
audrtorium and meeting facility. We've done this in the Marion, Johnson, and Franklin County
Courthouses as well as numerous auditoriums including West, City High, and Hancher
auditoriums in Iowa City. We work with Stan Roller, acoustic consultant from Chicago to provide
excellent acoustics.
We have extensive experience in working with oUr mechanical/electrical consultants on the
design of geothermal and other energy conservation systems. A list of these is included. The Van
Allen Elementary School here in Iowa City is Iowa's first LEED certified elementary school. It
incorporates many new innovations including "day lighting" and geothermal systems.
Neumann Monson can provide not only the technical expertise required by your new facilities, but
also the imagination and innovation required to upgrade this significant historic structure.

Roy Neumann, an original founder of Neumann Monson, is proposed as Project Manager.
Neumann has extensive experience in the preservation and rehabilitation of historic structures. We
have enclosed a list of projects involving renovation, historic preservation, and sustainable

Dwight Dobberstein, a partner inthe firm of Neumann Monson, has been with the firm since 1983.
During this period of time Dwight has been involved with many of our major projects. He and Roy

and sustainability. The most recent are the Johnson County Courthouse and Jail Facilities and

Jack Miller is an invaluable member of our staff and joined Neumann Monson in 2002 after a
successful career with his own firm of 24 years. Through the years Jack has provided structural

Interior design, particularly color coordination in keeping with the character of the Federal Building
is extremely important. Emily, in our opinion, is superbly suited for this project. She won four gold

Continued operation of the Federal Building in a manner consistent with sustainability, energy
efficiency, and the well being of occupants will require careful attention to factors requiring a

Neumann Monson P.C. plans to use Farris Engineering Inc. for mechanical, electrical, and
technology engineering services required for this project. We have used this firm extensively for
years and have completed historic preservation, and particularly major geothermal projects using
their services. We are currently working with them on renovation of the HNI Building, the former
corporate offices of HON Industries, now being remodeled for the Muscatine County
Administrative Offices. This complex of turn of the century buildings, including the Muscatine
County Courthouse will be engineered to provide a geo-thermal system. Farris Engineering was
among the first Midwest Engineering Firms to specialize in geo-thermal systems.

1 am writing to recommend Roy C. Neumann as project manager and Neumann Monson P.c. as architect for the
subject project.
Roy is currently serving as Project Manager for r~modcJ and renovation of the former corporate offices of HON
Industries for use as Muscarine COUDty Administration Offices. He also served as Project Architect and was
responsible for design.
Three contiguous buildings were re-des:igned to incorp01ate offices wbich included the Treasurer, Recorder, Auditor,
Assessor, Board of Supervisors, Administration, Information Services., and support functions. The scope of work
included conformance with new State and Federal requirements for safety and ADA. A geothennal meclumical
system is planned to tie in with the Counhouse. Thebid5 received were extremely close and well within our budget
projection.
Although complex, the construction process has proceeded wen. due primarily 10 close project management and
inspection process, again by Roy Neumann.
Neumann Monson has provided other services for Muscatine County in the past. We have always been satisfied with
their services. They deserve your <consideration.

Scope of Services

The following scope of services describes the approach Neumann Monson plans to take.
Renovation work will be in compliance with State and Federal requirements in addition to the U.S.
Secretary of Interior standards for rehabilitation of historic buildings.
Our services will include all those listed under Scope of Services in your Request for Proposals.
Comments on each of the requested services are as follows:
Survev and Assessment of All Windows
We plan to survey and assess all windows to determine the condition and proper means of
preservation our first objective. Experts will be called in to determine extent of damage, means
of correction, and cost. Only in the most extreme situation will replacement be considered and
then, with a comparable window of like type and material. Recommendations will be made to the
City of Dubuque and Park Service for review and approval.
Preparation of Plans and Specifications
a. As built plans of the Federal Building will be prepared. Architectural, mechanical, and
electrical.Photos taken of all areas where conversion will occur.
b. Prepare schematic design development and construction phase documentation including plans
and specifications of conversion of former courtroom and jury deliberation rooms for use as a
public auditorium, City Council chambers, City Cable 8 productions facilities and small meeting
room. Present to Review Board for approval. Revise and/or resubmit until approved.
c. Prepare documentation as in "c' above for conversion of the former Social Security
Administration offices for use as the offices of the Housing and Community Development
Department. Proceed as "CO above.
d. Prepare documentation as in "c" above to address the general repair/replacement/improvement
items as listed in the ADCI2005 repert. Bring facility into compliance with accessibility standards.
e. Prioritize work according to a multi-year schedule manager to adhere to future year CIP fiscal
year allocations.
Assess the feasibility of a geo-thermal system for the building. Recommend the type of system
most effective for this location. Several alternatives will be studied: vertical, horizontal, ground
water, extraction and injection, etc.
Owner approvals will be received prior to proceeding into each phase of the work.
Provide services related to energy use savings. Martha Norbeck, our LEED expert will explore
these options and present a comparative cost analysis and recommendations for improvements.
In addition Neumann Monson will:
Prepare all documents in hard copy and electronic format acceptable to the City.
Prepare all bid documents for issuance to interested contractors; coordinate issuance and
facilitate contractor inquiries.

Obtain competitive bid proposals, prepare bid tabulation and recommend for construction award.
Prepare contracts for all selected contractors.
Serve as a project architect throughout construction process, monitoring work performed as
needed to assure compliance with plans, specifications and applicable building codes. Prepare all
change order requests.
Perform final inspections of all completed work, update as-built drawings, certify for payment to
contractors, produce punch list for completion check-off; compile contractor warranties,
mechanical systems documentation and rebate information, as available.
Roy Neumann will serve as a representative to meet on a scheduled andlor as needed basis with
City representatives. He will also meet with the staff committee from the HCD Department.

Neumann Monson Architects, proposes to provide architectural and engineering' services as
defined in your Scope of Services one through four (1-4) on the basis of hourly rales for personnel
engaged in the work, Copies of our hourly rate schedules are included on the following three
pages.
We propose a not to exceed top limit amount of One Hundred Eighteen Thousand Five Hundred
and Eighty Dollars ($118,580) plus expenses.
The items listed ,under Scope item No.4 will be evaluated and, with your assistance and approval,
be prioritized so that depending on funds availabie, you may be aole to accomplish your overall
planning objectives.
We will also work with you on Scope item No, 5 to determine the extent to which your funding may
consider the feasibility of a geo-thermal system and other opportunities for energy use savings.
Scope Items six through ten (6-10) will be performed as stated in your RFP.
Expenses will include the following:
Transportation at $80.00 per trip ($.445 per mile)
6 trips are included
Reproduction at $100.00 per bid set
Meals at $10.00 per day
Lodging - no charge
Soil analysis for geo-thermal soil testing will be paid by Owner. Architect services are included in
the proposal.
Meetings on an as needed basis with City, RFP, and Housing and Community Development
Department are included.

Quality & Cost Control
We focus quality control procedures on
providing positive guidance to the project
staff and sub.consultants, and on
monitoring performance as the project
work proceeds. We maintain a system
of periodic peer review for all aspects of
the work at various project milestones.
When working in a team.based situation
with a nationally recognized design firm
quality control increases with reciprocal
peer reviews between the firms. No
work products or deliverables are
released without an appropriate peer
review.
Quality
We implement a detailed Quaiity Control program
that reviews and steers Ihe project at key
milestones in the process. The Q/C process, by
design, includes review by third parties to give the
benefit of 'fresh eyes' on the work.
Comprehensive checklists are employed
throughout the project and built into the project
delivery process and schedule. We utilize
standard symbols and electronic systems and
layering procedures. Strict document control is
essential for keeping the project on time and on
budget, for faciiitating communication and
decision-making among individual members of
the project team, and for effective coordination
within the overall project learn and with the Client.
Inherent in the schedule, we allocate sufficient
time for a/c procedures and quality assurance
reviews. The alA, QJC program is the key to
providing the professional services and superior
architecturalsoiutions for which we are known.
Cost
Neumann Monson Architects will engage a cost
estimator andlor contractor to provide cost
estimating, scheduling, phasing, and
'constructability' consultation, . which will be
complemented by our own in-house expertise in
these specialized areas. This close coordination,
combined with our experience on projects of this
type, enables us to effectively manage the project
to stay on budget and schedule. Our team will
undertake cost control reviews on a continuous
basis and communicate the results to the Client at
certain milestones throughout the project.
Experienced cost estimators will work directly with
the project leam to confirm that the estimate
includes all aspects of the work to be performed.
Une-by~Jine estimate reviews with the cost
estimator and the project team occurs at each
phase of Ihe work. Systems pricing is including at
the early phases of- the design process to
effectively enable the development of the project
design within budget parameters. Materials,
methods and systems will be evaluated to
achieve the. oplimumdesign at the lowest cost.
Schedule
Neumann Monson Architects has demonstrated a
history of meeting project schedules. The design
learn will work _ with the contractor to develop and
achieve your schedule goals and to meet the
critical opening date for each project phase. Each
member of our team, including our senior
leadership, will be involved throughout the
duration ;]f the project, providing personai
attention from initial project design through
comp/elion of construction.
At the onset of the project, we will prepare a
preliminary phased schedule for completion of
work. This schedule will be prepared together
with input from the Client, our in-house experts,
and the contractor to ensure the design team
meels your objectives. We will continuously
monitor the schedule for compliance and provide
regular reports to the Client.

For more than a decade, Neumann Monson
Architects has made it our priority to
incorporate Green Design and energy
conserving elements into our designs. We
designed the first geo-thermal heat pump
system in Eastern Iowa, the only green roof
in the State and were the first Iowa
Architectural firm with a LEEDTM accredited
team member. We have 20 LEEDTM
accredited professionals on staff and
incorporate sustainable design principles
into each project.
Examples of our commitment to high-quality
design that minimizes the impact on the
environment while reducing operating costs
follow:
Davenport Police Facility
The City of Davenport insisted from the onset that their new Police Facility be a LEEDTM Certified Buiiding.
This commitment is leading to a tnuly collaborative and innovative facility. The project is in the schematic
design phase and the design team is pursuing the following environmental Initiatives to secure a LEEDTM
Silver rating: urban site development; green roofs; rainwater collection for irrigation purposes; geo-thermai
energy; storm water management; aggressive water use reduction; energy plan which is 40% more efficient
that code requirements; renewable energy options; locally manufactured materials; construction waste
management; iow-emitting materials and humidity monitoring to create high quaiity indoor air environment
and optimum comfort.
Iowa City Community School District
Van Allen Elementary became Iowa's first LEEDTM Certified Public Building in June of 2006. This Silver-
rated Primary School Facility incorporates innovative site design and layout to maximize the benefits of the
sun's light. The siope and positioning of the rooftop monitors is such that they can accept photovoltaics in
the future when product costs become more competitive. Classrooms contain carbon dioxide monitors 10
ensure proper ventilation is being maintained. The buildings is heated and cooled by a geothermal system.
Materials specified do not release vac's (Volatile Organic Compounds), thereby improving indoor air
quaiity. Specifications also dictated materials with high recycied content and which must be produced from
renewabie sources. Future pians inciude the development of an outdoor leaming environment which will
include a naturai ecosystem laboratory and a rainwater reclamation proJect.
Neumann Monson was chosen to head the majority of the iowa City CommuOlty School District's new
construction and renovation projects, including this new elementary, the new junior high and high school
and additions to West High School, Ham Eiementary School, and Lucas Elementary School. James Van
Alien Elementary school is the first High Performance School in the area and is deSigned to be 50% more
energy efficient than the Iowa Energy Code requires. Both Van Allen Eiementary and the North Centrai
Junior High, iocated on the same 60 acres, were planned using design guideiines provided by the U.S.
Department of Energy.

North Ridge Park Pavilion, Coralville, Iowa
The guiding vision for the project transcends the typical utilitarian nature of a park shelter to serve
as a model of sustainable design in the community. Environmental elements incorporated into the
design include Iowa's first 'green roof, locally quarried limestone, recycled timbers, and passive
solar techniques. Through informalive slgnage, the building serves as an educational tool to the
concepts of sustainable design. As a result of the project's environmentally responsive nature, it
was partially funded through a variety of state and federal grants as well as local Tax Increment
Financing (TIF) funds.
Echo Academy, Tiffin, Iowa
This neW educational facility is designed to be a model of sustainability and community involvement. A
design charette process built consensus among user groups and the community. The building uses
geothermal heat pumps which provide heat and cooling using the Earth's constant temperature. Operable
clerestory windows exhaust excess warm air using a natural convective heat flow. A wetland septic system
allows filtered waste water to be used to sustain wetland plant growth. Additionally, the building design will
accept future passive and active solar energy systems such as photovoltaic cells.
Center Point Urbana Elementary School, Center Point, Iowa
This new elementary school is a great example of how green design can Iranslate into savings for the
client. The school features highly efficient heat pumps dissipating hot and cold load into the ground at wells
drilled on the site. All classrooms and the gymnasium were designed so that even on a cloudy day there
would be uniform, adequate natural light. The self-adjusting light system minimizes energy consumption by
self-adjusting based on the amount of daylight entering the room. The energy saving systems generated
substantial rebates from the utility company and therefore reduced the project cost. Rebates totaled
$144,822.
Bluestem
In 1995 Neumann Monson designed the corporate offices for Bluestem Solid Waste Agency on the Cedar
Rapids campus of Kirkwood Community College. A primary element of the program was to design the
structure with concepts, products and systems that would have a minimum impact on the environment.
Most materials in the construction contained high levels of recycled content including steel, sheetrock,
carpet and tile. Products with low VOC's (Volatile Organic Compounds) were aiso specified. Maximum
daylighting was incorporated through windows and rooftop monitors to reduce dependency on artificial
lighting, even on cloudy days.
