INTRODUCTION
The submitted Final Plat of English Ridge Subdivision No. 3 continues the development
of English Ridge Subdivision. The subdivision is located east of U. S. Highway 20 near
its intersection with Stone Valley Drive. The submitted Final Plat allows for the
development of an additional 21 single - family building lots and the extension of two
existing public streets and the construction of two new public streets.
DISCUSSION
The submitted Final Plat of English Ridge Subdivision No. 3 provides for the extension
of Stone Valley Drive as a collector street and the construction of two new public streets
to be named South Wilshire Lane and North Wilshire Lane, and a short extension of the
existing public street, Shrewsbury Lane. Stone Valley Drive will be built to the City's
collector street standard of 37 -foot of paving and 60 -foot of right -of -way while the other
streets will be constructed to the City's residential street standard of 50 -foot of right -of-
way and 31 -foot of paving.
The submitted Final Plat also provides for the extension of City water and sanitary
sewer services to serve the proposed single - family building lots. The existing and
proposed phases of English Ridge Subdivision are in compliance with the City's storm
water management regulations.
RECOMMENDATION
The submitted Final Plat of English Ridge Subdivision No. 3 is in compliance with the
City of Dubuque Unified Development Code and I recommend City Council approval of
the Final Plat as submitted.

A RESOLUTION AUTHORIZING APPROVAL OF THE FINAL PLAT OF ENGLISH RIDGE
SUBDIVISION NO. 3 IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Final Plat of English Ridge
Subdivision No. 3 in the City of Dubuque, Iowa; and
Whereas, upon said final plat appear streets to be known as Stone Valley Drive (Lot
A), South Wilshire Lane (Lot B), North Wilshire Lane (Lot C) and Shrewsbury Lane (Lot D)
together with certain public utility, storm sewer and water main easements, which the owner
by said final plat has dedicated to the public forever; and
Whereas, the preliminary plat has been examined by the Zoning Advisory
Commission and its approval has been endorsed thereon; and
Whereas, said final plat has been reviewed by the City Planner and her approval has
been endorsed thereon, subject to the owner's agreeing to the conditions specified herein;
and
Whereas, said final plat has been examined by the City Council and the City Council
find the final plat conforms to the applicable statutes and ordinances, except that streets and
public utilities have not yet been completely constructed or installed.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the dedication of Stone Valley Drive (Lot A), South Wilshire Lane
(Lot B), North Wilshire Lane (Lot C) and Shrewsbury Lane (Lot D) and the easements for
public utilities, storm sewer and water mains, as they appear on said final plat, be and the
same are hereby accepted; and
Section 2. That the Final Plat of English Ridge Subdivision No. 3 is hereby
approved and the Mayor and City Clerk are hereby authorized and directed to endorse the
approval of the City of Dubuque, Iowa, upon said final plat, provided the owners of said

property herein named, execute their written acceptance of the attached conditions and
further agree:
(a) To reduce Stone Valley Drive (Lot A), South Wilshire Lane (Lot B),
North Wilshire Lane (Lot C) and Shrewsbury Lane (Lot D) to grade and
to construct longitudinal sub - drain, concrete curb and gutter with
asphaltic concrete pavement or Portland Cement concrete pavement
with integral curb, all in accordance with the City of Dubuque standard
specifications in a manner acceptable to the City Engineer, in
conformance with construction improvement plans approved by the
City Engineer, and inspected and approved by the City Engineer.
(b) To install sanitary sewer mains and sewer service laterals into each
individual lot, water mains and water service laterals into each
individual lot, storm sewers and catch basins, boulevard street lighting,
fiber optic conduit, and erosion control devices all in accordance with
the City of Dubuque standard specifications in a manner acceptable to
the City Engineer, and in accordance with construction improvement
plans approved by the City Engineer, and inspected and approved by
the City Engineer.
(c)
To construct accessible sidewalk ramps at the intersections of Stone
Valley Drive with South Wilshire Lane, North Wilshire Lane, and
Shrewsbury Lane in accordance with City of Dubuque Standards and
Specifications.
(d) To construct the improvements outlined in (a), (b) and (c) above within
two years from the date of acceptance of this resolution, at the sole
expense of the owners, or future owner.
(e) To maintain the improvements outlined in (a), (b) and (c) above for a
period of two (2) years from the date of the acceptance of those
improvements by the City Council of the City of Dubuque, Iowa, at the
sole final expense of the owners, or future owner;
(f) To provide security for the performance of the foregoing conditions
specified in Section 16 -11 -24 of the Unified Development Code in such
form and with such sureties as may be acceptable to the City of
Dubuque, Iowa.
Section 3. That sidewalk installation, excluding the accessible ramps noted in
Section 2(c) above, shall be the responsibility of each lot owner for each lot abutting the
public rights -of -way, including lots with multiple frontages, as required by City Code Chapter
10 -1 -2 (Sidewalk Installation and Repair).
Section 4. That the owner must continue to own and maintain stormwater
detention basin (Lot A of English Ridge Subdivision) until (1) the facility has been fully
completed, (2) 80% of the platted lots shown on the preliminary plat of English Ridge
Final Plat — English Ridge Subdivision No. 3

Subdivision have been fully developed, and 3) adequate erosion control measures, as
approved by the City Engineer, have been installed on the remaining 20% of the said lots.
Acceptance of the detention facility must be approved by the City Council as required by the
Unified Development Code. Upon the City's acceptance of the detention facility, the
inspection, administrative and maintenance expenses incurred by the City of Dubuque for
the storm water detention facility (Lot A of English Ridge Subdivision) shall be assessed
against the property owners, except the City of Dubuque, of all phases of English Ridge
Subdivision as indicated above and on the preliminary plat, in equal amounts, and the City
Manager shall certify such costs to the City Clerk, who in turn shall promptly certify such
costs to the Dubuque County Treasurer, and such costs shall then be collected with and in
the same manner as general property taxes in accordance with provisions of law.
Section 5. That the planting of street trees shall be coordinated with the City
Forester. Any trees planted within the street right -of -way must be chosen and planted by the
City of Dubuque Leisure Services Department at the developer's expense.
Section 6. That the final acceptance of the public improvements shall only occur
upon certification of the City Engineer to the City Council that the public improvements have
been completed in accordance with the approved improvement plans and City standards
and specifications and accepted by City Council Resolution.
Section 7. That in the event English Ridge, LLC fails to execute the acceptance
and furnish the guarantees provided hereof within 180 days after the date of this Resolution,
the provisions hereof shall be null and void and the acceptance of the dedication and
approval the plat shall not be effective.

Conformance with Comprehensive Plan: This subdivision meets the Comprehensive
Plan Land Use Element Goals 1.2, 1.5, 4.1, 4.4, and 7.2.
Impact of Request on:
Utilities: Existing utilities can be extended to serve the proposed subdivision.
Traffic Patterns: English Mill Road is a County- maintained roadway that carries
approximately 510 average daily trips. There are no vehicle trips available within
the proposed subdivision.
Public Services: Existing public services are adequate to serve the site.
Environment: Staff does not anticipate any adverse impact to the environment
provided adequate erosion control is provided during all phases of development of
the property and storm water control is provided in compliance with the City's
existing regulations and policies.
Adjacent Properties: Staff anticipates the most noticeable impact to adjacent
properties will be additional vehicle trips utilizing Stone Valley Drive to access U. S.
Highway 20.
Recommended Conditions on Plat: None.
Staff Analysis: The submitted Final Plat of English Ridge Subdivision No. 3 subdivides
approximately 25 acres into 21 single - family lots and includes the remaining acreage for
future development of the subdivision. The property is located west of English Mill
Road and east of U.S. Highway 20 and the existing Stone Valley Drive.
The third phase of this subdivision provides for the extension of Stone Valley Drive as
well as the extension of Shrewsbury Lane. In addition, two new public streets are
included in the third phase — South Wilshire Lane and North Wilshire Lane. Stone
Valley Drive is built to the City's collector street standard of 37 -feet of paving within a
60 -foot right -of -way. North and South Wilshire Lanes and Shrewsbury Lane will be built
to the City's local street standard of 31 -foot paving within a 50 -foot right -of -way.
Sanitary sewer service will be provided through the extension of the sanitary sewer line
that currently serves both Stone Brook Center Subdivision and the first and second
phases of English Ridge Subdivision. City water is available to the subdivision. The
existing 12 -inch water main will be extended into the third phase and an eight -inch
water main will be extended within the new public streets of North and South Wilshire
Lane.

A RESOLUTION AUTHORIZING APPROVAL OF THE FINAL PLAT OF ENGLISH RIDGE
SUBDIVISION NO. 3 IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Final Plat of English Ridge
Subdivision No. 3 in the City of Dubuque, Iowa; and
Whereas, upon said final plat appear streets to be known as Stone Valley Drive (Lot
A), South Wilshire Lane (Lot B), North Wilshire Lane (Lot C) and Shrewsbury Lane (Lot D)
together with certain public utility, storm sewer and water main easements, which the owner
by said final plat has dedicated to the public forever; and
Whereas, the preliminary plat has been examined by the Zoning Advisory
Commission and its approval has been endorsed thereon; and
Whereas, said final plat has been reviewed by the City Planner and her approval has
been endorsed thereon, subject to the owner's agreeing to the conditions specified herein;
and
Whereas, said final plat has been examined by the City Council and the City Council
find the final plat conforms to the applicable statutes and ordinances, except that streets and
public utilities have not yet been completely constructed or installed.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the dedication of Stone Valley Drive (Lot A), South Wilshire Lane
(Lot B), North Wilshire Lane (Lot C) and Shrewsbury Lane (Lot D) and the easements for
public utilities, storm sewer and water mains, as they appear on said final plat, be and the
same are hereby accepted; and
Section 2. That the Final Plat of English Ridge Subdivision No. 3 is hereby
approved and the Mayor and City Clerk are hereby authorized and directed to endorse the
approval of the City of Dubuque, Iowa, upon said final plat, provided the owners of said

property herein named, execute their written acceptance of the attached conditions and
further agree:
(a) To reduce Stone Valley Drive (Lot A), South Wilshire Lane (Lot B),
North Wilshire Lane (Lot C) and Shrewsbury Lane (Lot D) to grade and
to construct longitudinal sub -drain, concrete curb and gutter with
asphaltic concrete pavement or Portland Cement concrete pavement
with integral curb, all in accordance with the City of Dubuque standard
specifications in a manner acceptable to the City Engineer, in
conformance with construction improvement plans approved by the
City Engineer, and inspected and approved by the City Engineer.
(b) To install sanitary sewer mains and sewer service laterals into each
individual lot, water mains and water service laterals into each
individual lot, storm sewers and catch basins, boulevard street lighting,
fiber optic conduit, and erosion control devices all in accordance with
the City of Dubuque standard specifications in a manner acceptable to
the City Engineer, and in accordance with construction improvement
plans approved by the City Engineer, and inspected and approved by
the City Engineer.
(c) To construct accessible sidewalk ramps at the intersections of Stone
Valley Drive with South Wilshire Lane, North Wilshire Lane, and
Shrewsbury Lane in accordance with City of Dubuque Standards and
Specifications.
(d) To construct the improvements outlined in (a), (b) and (c) above within
two years from the date of acceptance of this resolution, at the sole
expense of the owners, or future owner.
(e) To maintain the improvements outlined in (a), (b) and (c) above for a
period of two (2) years from the date of the acceptance of those
improvements by the City Council of the City of Dubuque, Iowa, at the
sole final expense of the owners, or future owner;
(f) To provide security for the performance of the foregoing conditions
specified in Section 16-11-24 of the Unified Development Code in such
form and with such sureties as may be acceptable to the City of
Dubuque, Iowa.
Section 3. That sidewalk installation, excluding the accessible ramps noted in
Section 2(c) above, shall be the responsibility of each lot owner for each lot abutting the
public rights-of-way, including Tots with multiple frontages, as required by City Code Chapter
10-1-2 (Sidewalk Installation and Repair).
Section 4. That the owner must continue to own and maintain stormwater
detention basin (Lot A of English Ridge Subdivision) until (1) the facility has been fully
completed, (2) 80% of the platted Tots shown on the preliminary plat of English Ridge

Subdivision have been fully developed, and 3) adequate erosion control measures, as
approved by the City Engineer, have been installed on the remaining 20% of the said Tots. .
Acceptance of the detention facility must be approved by the City Council as required by the
Unified Development Code. Upon the City's acceptance of the detention facility, the
inspection, administrative and maintenance expenses incurred by the City of Dubuque for
the storm water detention facility (Lot A of English Ridge Subdivision) shall be assessed
against the property owners, except the City of Dubuque, of all phases of English Ridge
Subdivision as indicated above and on the preliminary plat, in equal amounts, and the City
Manager shall certify such costs to the City Clerk, who in turn shall promptly certify such
costs to the Dubuque County Treasurer, and such costs shall then be collected with and in
the same manner as general property taxes in accordance with provisions of law.
Section 5. That the planting of street trees shall be coordinated with the City
Forester. Any trees planted within the street right-of-way must be chosen and planted by the
City of Dubuque Leisure Services Department at the developer's expense.
Section 6. That the final acceptance of the public improvements shall only occur
upon certification of the City Engineer to the City Council that the public improvements have
been completed in accordance with the approved improvement plans and City standards
and specifications and accepted by City Council Resolution.
Section 7. That in the event English Ridge, LLC fails to execute the acceptance
and furnish the guarantees provided hereof within 180 days after the date of this Resolution,
the provisions hereof shall be null and void and the acceptance of the dedication' and
approval the plat shall not be effective.
