Dubuque and the International Union of Operating Engineers, Local #234

Personnel Manager Randy Peck recommends City Council approval of an Amendment
to the Collective Bargaining Agreement with the International Union of Operating
Engineers, Local #234, to provide for a work week that consists of ten hours per day
and four days per week for full -time Public Safety Dispatchers. This amendment would
be effective October 1, 2013 through September 30, 2014.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

For several years we have amended Article XXVIII, Hours of Work and Article XXX,
Overtime Pay to provide for a work week that consists of ten hours per day and four
days per week for Full -time Public Safety Dispatchers. The amendments have been for
a one year period. The current amendment will expire on September 30, 2013. I have
prepared a new amendment that would become effective on October 1, 2013 and
continue through September 30, 2014. The requested action is for the City Council to
approve a motion authorizing you to sign the amendment.

AMENDMENT
TO THE COLLECTIVE BARGAINING AGREEMENT
BETWEEN THE
INTERNATIONAL UNION OF OPERATING ENGINEERS LOCAL #234
AND
THE CITY OF DUBUQUE, IOWA
The parties hereby agree to amend Article XXVIII, Hours of Work and Article.XXX,
Overtime Pay, to provide for a work week that corisists of ten hours per day and four
days per week. Article XXX, Overtime Pay is amended to provide. for 1.5 time the
regular rate of pay for hours worked over 40 hours per week and 10 hours per day.
Employees will receive eight (8) hours of pay for each casual day and holiday,
This Amendment applies only to full -time Public Safety Dispatchers and It will be in
effect from October 1, 201'3 through September 30, 2014.
