Sealed bids were received for the Dubuque Industrial Center South PCC Paving and
Utilities -2013 Project. City Engineer Gus Psihoyos and Acting Economic Development
Director Phil Wagner recommend award of the contract to the low bidder, Horsfield
Construction, in the amount of $665,611.50, which is 1.76% above the engineer's
estimate of $654,090.24.

industrial growth.

the City of Dubuque has seen unprecedented growth. In less than three years, the City
has sold over 125 acres. The City Council identified the Dubuque Industrial Center
Economic Development District as a high priority for the City's future commercial/
industrial growth. On March 7, 2011, the City Council approved the inclusion of the
South Siegert Farm (Subarea E) within that District.
The Dubuque Industrial Center South — Grading /Expansion of South Siegert Farm will
be completed in phases based on budget and developmental needs. This entire project
would include grading, road construction, utility extensions, and the development of a
recreational area. Phase I, the grading portion of this project, was awarded to Kueter
Construction in July of 2012, and is expected to be completed in the Fall of 2013.
In May 2013, the City Council approved a RISE contract for a $229,247 grant from the
Iowa Department of Transportation to help fund the street portion this phase of the
project. The Iowa Department of Transportation approved bidding documents on
June 17, 2013, in order to qualify for RISE reimbursement. On July 23, 2013, the Iowa
Department of Transportation provided their required concurrence with the award of the
construction construct.

The enclosed resolution authorizes the award of the construction contract for the
Dubuque Industrial Center South PCC Paving and Utilities — 2013 Project.
BACKGROUND
In 1997 the City acquired approximately 175 acres of farmland known as the South
Siegert Farm. Until March 1, 2012, the property between Highway 20 and Seippel Road
was leased for agricultural purposes until there was an identified need for commercial/
industrial growth.
With more than 10 recent business expansions in the Dubuque Industrial Center West
(DICW), the City of Dubuque has seen unprecedented growth. In less than three years,
the City has sold over 125 acres. The City Council identified the Dubuque Industrial
Center Economic Development District (District) as a high priority for the City's future
commercial /industrial growth. In March 7, 2011, the City Council approved (Resolution
87 -11) the inclusion of the South Siegert Farm (Subarea E) within that District.
The Dubuque Industrial Center South — Grading /Expansion of South Siegert Farm will
be completed in phases based on budget and developmental needs. This entire project
would include grading, road construction, utility extensions, and the development of a
recreational area. Phase I, the grading portion of this project was awarded to Kueter
Construction in July of 2012 and is expected to be completed in the Fall of 2013.
DISCUSSION
The Dubuque Industrial Center South PCC Paving and Utilities — 2013 includes:
— Erosion Control Materials
900 lineal feet of PCC paving and sub base
— Storm sewer: 646 LF of 18" RCP
— Water Main: 1065 LF of 12" and 16" DIP
Fiber Optic Conduit: 13,152 LF
19 units of Street Lighting
95 trees along the proposed cul -de -sac and existing Seippel Road.
In May 2013, the City Council approved a RISE contract for a $229,247 grant, from the
IDOT to help fund the street portion this phase of the project. The IDOT approved
bidding documents on June 17, 2013 in order to qualify for RISE reimbursement. On
July 23, 2013, the IDOT provided their required concurrence with the award of the
construction construct.
The project is required to be completed by November 1, 2013. If the contractor
neglects, refuses, or fails to complete the work within the contractual deadline, the
contractor must pay $1,000 for each day that expires until final completion.
BID RESULTS
Sealed bids were received on the Dubuque Industrial Center South PCC Paving and
Utilities — 2013 Project, on July 18, 2013. A summary of the proposed bid proposals
received is as follows:

IIW Engineers, the design and engineering consultant on the project, has recommended
the award of the project to Horsfield Construction Inc., stating that the contractor has the
experience, workforce and equipment necessary to property complete the contract.
IIW's estimate for the project was $654,090.24, amounting to a low bid that is
$11,521.26 or 1.76% above the Engineer's estimate.

We recommend that the contract be awarded to Horsfield Construction in the amount of
$665,611.50 for the Dubuque Industrial Center South Paving and Utilities — 2013
Project.
BUDGET IMPACT
The estimate of costs for the development of the entire Dubuque Industrial Center
South Project is summarized below. This includes the inclusion of engineering services
to IIW Engineers in October 2011, the grading and utilities contract awarded to Tom
Kueter Construction Co. in July 2012, and the proposed bid by Horsfield Construction.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE DUBUQUE
INDUSTRIAL CENTER SOUTH PAVING AND UTILITIES — 2013 PROJECT
Whereas, sealed proposals have been submitted by contractors for the
Dubuque Industrial Center South Paving and Utilities — 2013 Project (the
Project), pursuant to Resolution No. 198 -13, with Notice to Bidders published in a
newspaper in Dubuque, Iowa on July 5, 2013 and a public hearing approving the
plans, specifications and form of contract occurring July 15, 2013.
Whereas, said sealed proposals were opened and read on the 18th day of
July, 2013 and it was been determined that Horsfield Construction, Inc. of
Epworth, Iowa, with a bid in the amount of $665,611.50, is the lowest responsive,
responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to
Horsfield Construction, Inc of Epworth, Iowa and the City Manager is hereby
directed to execute a Public Improvement Contract on behalf of the City of
Dubuque for the Project.

In accordance with owner instructions, bids for the Dubuque Industrial Center South PCC Paving
and Utilities 2013 project were opened and read at 2:00 p.m. on July 18, 2013. Six bids were
received for this project. A tabulation of the bids is enclosed.
After reviewing the bids, it was determined the low bid was submitted by Horsfield Construction, Inc.
of Epworth, Iowa, in the amount of $665,611.50.
Horsfield Construction, Inc. has the experience, workforce and equipment to properly complete this
contract. We recommend award of the Dubuque Industrial Center South PCC Paving and Utilities
2013 project to Horsfield Construction, Inc. in the amount of $665,611.50. We have received award
concurrence from the Iowa Department of Transportation in accordance with RISE funding
requirements.
The engineer's estimate for this project was $654,090.24. The low bid of $665,611.50 is $11,521.26
or 1.76% above the engineer's estimate.
