Sealed bids were received by the Iowa Department of Transportation for the Elm Street
Reconstruction Project (9th to 12th). City Engineer Gus Psihoyos recommends award of
the contract to the low bidder, Horsfield Construction, Inc., in the amount of
$739,904.40, which is 1.3% under the engineer's estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The enclosed resolution authorizes the award of the construction contract for the Elm
Street Reconstruction Project (9th to 12th), Iowa DOT Project No. TCSP – 052- 2(129)-
9S -31.
DISCUSSION
This project will re -align Elm Street between 9th Street and Elm Street so that bus traffic
can access the proposed intermodal transportation center terminal and provide for two
way traffic in the corridor. The project will also include complete street elements
including pedestrian cross -walks and pedestrian access ramps that meet ADA
guidelines. The project will also install fiber optic conduits and street light foundations.
Minor storm sewer improvements will also occur due to pavement grade changes.
This project will occur during the same timeframe as the 30" forcemain project and will
share detours with that project. Additionally, the 9th Street and 11th Street One -way to
Two -way Conversion Project will coordinate with this project.
BID RESULTS
The Iowa Department of Transportation (Iowa DOT) received the following bids for the
the Elm Street Reconstruction Project (9th to 12th), Iowa DOT Project No. TCSP – 052 -
2(129)-9S-31 on July 16, 2013:

A bid was received from Tschiggfrie Excavating, Inc. but not opened by IDOT since the
bid bond was not submitted.
RECOMMENDATION
I recommend that the contract for the Elm Street Reconstruction Project (9111 to 12th),
Iowa DOT Project No. TCSP – 052 - 2(129) -9S -31 be awarded to Horsfield
Construction, Inc. of Epworth, Iowa in the amount of $739,904.40 which is 1.3% under
the engineer's estimate of probable cost.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE ELM STREET
RECONSTRUCTION PROJECT (9TH TO 12TH), IOWA DOT PROJECT NO. TCSP –
052- 2(129) -9S -31
Whereas, sealed proposals have been submitted by contractors for the Elm
Street Reconstruction Project (9th to 12th), Iowa DOT Project No. TCSP – 052- 2(129)-
9S -31 (the Project) pursuant to Resolution No. 233 -13.
Whereas, said sealed proposals were opened and read by the Iowa Department
of Transportation on the 16th day of July, 2013, and it has been determined that
Horsfield Construction, Inc. of Epworth, Iowa with a bid in the amount of $739,904.40, is
the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to,
Horsfield Construction, Inc. subject to the concurrence by Iowa Department of
Transportation (Iowa DOT), and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
