Earlier this year, Walker Parking conducted a structural evaluation of the Iowa and
Locust Street Ramps. Subsequent to the study, they produced a set of plans and
specifications to correct deficiencies found in the initial evaluation. None of the issues
were determined to be emergency repairs. Repairs in stair towers, water proofing and
facade repairs made up the majority of the work. The work was broken down into two
bid packages at the suggestion of Walker Parking in order to get the best work schedule
and pricing.
Sealed bids were received for the Iowa and Locust Parking Ramp Repair Project. The
engineer's estimate for the entire project was $389,200 and the lowest eligible bids
totaled $502,670, or $113,470 over the engineer's estimate.
Parking Division Manager Tim Horsfield recommends rejection of all bids and rebid the
project under a different format at a later time. Walker Parking advises that there is no
additional risk to the health and safety of users of any of the facilities by delaying the
project until calendar year 2014.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
This letter will provide you information regarding the bids that were received for a Request for
Proposal for repairs to be done to the Iowa and Locust Street Ramp.
Background
Earlier this year, Walker Parking conducted a structural evaluation of the Iowa and Locust
Street Ramps. Subsequent to the study, they produced a set of plans and specifications to
correct deficiencies found in the initial evaluation. None of the issues were determined to be
emergency repairs. Repairs in stair towers, water proofing and facade repairs made up the
majority of the work. The work was broken down into two bid packages at the suggestion of
Walker Parking in order to get the best work schedule and pricing.
The plans and specifications were approved by the City Council on August 5th, 2013 and bids
were received on August 8, 2013.
Discussion
The engineers estimate for the entire project was $389,200.00 and the lowest eligible bids
totaled $502,670 or $1 13,470 over the engineer's estimate. Bid package # 2 contained the
majority of the facade work and carried the majority of the overage. However, due to the
complexity of the bids and the need to do both projects at the same time or within a close
proximity of time, I am recommending rejecting all bids and rebid the project under a different
format at a later time.
One of the bids, the low bid by nearly $52,000 for bid package # 1 had to be disqualified after
consultation with our Legal Department for failure to acknowledge addendum # 2 and in
talking with the submitting contractor, they wanted to voluntarily withdraw their bid.

Walker has advised that there is no additional risk to the health and safety of users of any of

Recommendation
In light of this information and consultation with Walker Parking Consultants, I am
recommending to you that we reject all of the bids received for the project.

Whereas, sealed proposals have been submitted by contractors for the IOWA
AND LOCUST STREET PARKING RAMP RESTORATION PROJECT (the Project)
pursuant to Resolution No. 258 -13 and Notice to Bidders published in a newspaper
published in the City of Dubuque, Iowa on the 19th day of July, 2013.
Whereas, said sealed proposal, identified as Bid Package # 1 was opened and
read on the 8th day of August, 2013 and it has been determined that the total project
bids were substantially over the engineer's estimate and that said bids are hereby
rejected.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
