Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendations for funding from the Public, Educational, and
Government (PEG) Capital Grant for Access Equipment and Facilities in the amount of
$14,000 for Loras College to purchase four HD cameras with which to produce
programming for the shared educational access channel.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Commission for funding from the
Capital Grant for Access Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise agreement that went into effect on
June 5, 2005, currently has a balance to be awarded of $416,776.
At its meeting on August 7, the Commission approved a request for funding from Loras College for up to $14,000 to purchase
four HD cameras with which to produce programming for the shared educational access channel. The grant application is
attached.
RECOMMENDATION
I respectfully request that the Commission's recommendation for this request be forwarded to the City Council to receive, file,
and approve. Thank you.

Provide a general description of what you are requesting and why:
We are requesting the purchase of 4 Panasonic AG- AC130APJ field cameras. These cameras will be used
by over 50 students in the Loras Media Studies program to produce quality programming for the shared
educational access channel, 85 -5. As you know Loras is by far the leading producer of content for the
channel. We produce Dubuque's only award - winning ALL - DUBUQUE newscast, in addition to a sports
program, arts /cultural events, local documentaries, lectures, ordinations, narrative films, and
educational events. Each year we strive to diversify our programming options and to cover a wider
array of events. These cameras are needed to continue that extensive effort. During the academic year,
they will be used on a daily basis by multiple students.
Describe how the community will benefit from your request:
The Dubuque citizenry is our audience. We work for them. For every news story and every
documentary, we start by thinking about our audience. We seek to serve the community's interest on
the issues and influences that make a difference in their lives. We cover local politics, tax issues,
educational issues, and human interest stories. We profile the people and organizations in Dubuque
that no one else does. We produce programming for the young, old, and in- between, whether that be a
documentary on homelessness in Dubuque or a narrative film exploring faith traditions. We continue
to push ourselves to offer an extremely creative mix of programming. We need the addition of these
cameras to cover the ever- growing rundown of programming we seek to produce for our community.

Additional comments
We chose this particular camera for multiple reasons.
One, it shoots by HD and SD. That means we can shoot for the channel right now in SD, as well as be
prepared if we were to ever have an HD channel.
Two, the is a quality at a reasonable price point.
Three, we already have batteries and chargers for this style camera and do not need to purchase them
in addition.

CAPITAL GRANT FOR ACCESS EQUIPMENT AND FACILITIES
AWARD AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
LORAS COLLEGE
This Capital Grant for Access Equipment and Facilities Award Agreement
(Agreement), dated for reference purposes the Z tday of Aub-u -ST , 2013, is
made and entered into by and between the City of Dubuque, Iowa (City) and Loras
College (Loras).
WHEREAS, Section 6(b) of the Cable Franchise Agreement between City and
MCC Iowa, LLC, dated June 5, 2005, provides for a Capital Grant for Access Equipment
and Facilities for capital support for PEG and I -Net use; and,
WHEREAS, Loras has submitted a grant application; and,
WHEREAS, City has approved the grant application, on the terms and conditions
set forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND LORAS AS
FOLLOWS:
1. City hereby awards a grant (the Grant) to Loras in the amount of fourteen
thousand dollars ($14,000.00).
2. The Grant must be used solely for the purpose(s) described in Loras's
application for funding, a copy of which is attached hereto and incorporated
herein.
3. All equipment and facilities purchased with the Grant shall remain the
property of City. Loras shall name City as a Loss Payee under Loras's property
insurance policy covering the equipment and facilities.
4. Any unused portion of the Grant shall be credited to City's Capital Grant
fund.
5. All equipment and facilities purchased with the Grant shall be used solely
for non - commercial purposes.
6. Loras shall produce a minimum of one hundred twenty (120) minutes of
programming per quarter of the calendar year to air on the shared educational
access channel.
7. Failure by Loras to abide by the terms and conditions of this Agreement
may result in forfeiture of the equipment and facilities purchased with the Grant.
City shall provide written notice to Loras of any such failure and Loras shall have
thirty (30) days in which to correct such failure. In the event Loras fails to cure
such failure within such thirty (30) day period, Loras shall within ten (10) days
thereafter return all equipment and facilities purchased with the Grant and the
balance of any Grant funds remaining to City.
