Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager ~ SUBJECT: Final Version -- FY07 CLG Grant Application for Four Mounds Introduction This memorandum transmits the final version of the grant application to the State Historical Society of Iowa (SHSI) for a FY07 Certified Local Government (CLG) grant to conduct the Phase I Four Mounds Archeological Investigation at the Four Mounds Estate, 4900 Peru Road. Discussion The archeological investigation is to occur on approximately 16 acres within the Four Mounds Estate (please refer to the enclosed map). The results of the field investigation would be summarized in draft and final reports. The City Council authorized submittal of this application on August 7, 2006. A draft application was submitted to the SHSI. The State provided comments to strengthen the application. The enclosed final version responds to the SHSI suggestions. Recommendation I recommend that the City Council receive and file the enclosed application for a CLG grant for the Phase I Four Mounds Archeological Investigation on behalf of the Four Mounds Foundation. PROJECT INFORMATION 1. PROJECT TITLE: PHASE 1 FOUR MOUNDS ARCHEOLOGICAL INVESTIGATION 2. TYPE OF PROJECT INTENSIVE SURVEY AND EVALUATION C. SCOPE OF WORK: Describe the following items, use additional pages if necessary: . Goal The project goal is to complete an intensive survey and evaluation of the cultured and immediate surrounding grounds of the National Register listed Four Mounds Estate which consists of approximately 59.76 acres. The archeological investigation is to occur on approximately 16.15 acres contained within the Four Mounds Estate. This is roughly defined: at the west side of the project area by the edge of the cultured (or landscaped) grounds at the farm campus (Barn, yellow houses, hog shed, chicken house, etc); at the south side of the project area along the south border of the property; at the east side of the project area about 75 feet beyond both the White House and the Wood Shop; and at the north side of the project area extending to the edge of the cultured (landscaped) grounds beyond the White and Grey Houses, running along the south west side the burial mounds (along the south west edge of the road to the cabin, but not including the burial mounds), and the entire Cabin/Marvin Gardens property. As well the winding lane leading from Peru Road to the estate is also included, with the south property border being the south border of the project area, and approximately 30 feet north of the lane as the north project area definition along this part of the project. This project includes the grounds around all the bnildings and other structures (root cellar, rock garden, rock walls) at Four Mounds. Other areas of the estate were eliminated because I} investigation previously resulted in significant archeological resources and we are therefore avoiding work in those areas, as in the case of the burial mounds, and/or 2} because they are natural undeveloped areas. In any case, we will not disturb these areas as we move ahead with restoration and improvements. Please refer to the enclosed Four Mounds Project Area Map for specific reference. The goal of the project is to allow Four Mounds to plan for multiple projects over the next five- ten years. By identifYing significant resources throughout the site where any work will be planned, we can properly avoid significant areas and be prepared as we move ahead with planning and execution. Planned projects include road replacement, new parking, landscape restoration, outdoor restroom, bike rack installation, sewer, water, wayfinding and interpretation through signage. This project is proactive, minimizing the threat to any significant resources that exist through identification first prior to planning major projects that affect our grounds. There are no other known threats to resources. The project area is covered with grass, prairie, buildings, roads, formal landscaping and trees. The project consists of systematic shovel excavation at intervals no greater than 15 meters or in judgmentally-placed locations. All tests will be screened through y.." mesh with profiles noted and described. All tests are to be mapped using handheld GPS units and/or measured base map. The results of the field investigation will be summarized in draft and final reports that will be completed in the format of a Multiple Property Document Form for the National Register of Historic Places. o Coordination The project will require a professional with expertise in archival research and field work. The consultant will be an expert in subsurface testing to gather information about the extent of associated remains, their structure and composition. To satisfy these requirements, the City of Dubuque will seek out and hire a consultant who is qualified in prehistoric and historic archaeology according to the Secretary of the Interior's Qualifications for Professional Archaeologists. The City of Dubuque will administer the grant. The Four Mounds Foundation will act as project manager and local grant director for the archeological investigation. Students enrolled in the Archeology and Cultural Heritage Program at Loras College wiII be assisting with the archeological investigation. Four Mounds is in contact with the Shirley Schermer of the OSA Indian Advisory Council (lAC) and will defer to them for guidance for undertaking activities near sensitive areas. We wiIl: o Provide the lAC with a copy of the CLG application, the project area map (with the mounds clearly defmed) o Inform the lAC when we hire a consultant o Have the consultant continually update the lAC on results of their work o Work Products The State Historic Preservation Office will furnish the following: o Monthly progress reporting forms o Office of the State Archeologist Site Forms o Print File preservers for 35mm black and white negatives and prints o Print File preservers for 35mm color slides o Photograph/Catalogue field sheets . National Archeological Database (NADB) encoding form o Archeological Guidelines o Request for Reimbursement forms . Forms for documentation of match The City, Project Manager and Consultant will produce the following: . Three copies of the draft subcontract agreement with the consultant o Three copies of the fully executed subcontract agreement with the consultant. For Archeological Survey and Evaluation Projects: o Two copies of a research design outlining the project activities and schedule. o Three (one original and two copies) fmished sets of typed Office of the State Archeologist site inventory forms, for each new site located. For previously reported sites, an updated site inventory form will be submitted. o Two sets of black and white photographs documenting sites, methodology, associations, features, profiles, associated topography and disturbances. For each roll of black and white film used for the project, two (2) contact sheets and one set of negatives will be developed and filed in Print file type plastic sleeves. If slides are taken during the project, two (2) colored slides (an original and a copy) showing sites, methodology, associations, features, profiles, topography and disturbances will be provided. o Two (2) typed, completed copies of ''Photograph/Catalog Field Sheet", for each roll offilm. o Three (3) copies ofthe Draft Project Report. . A minimum of twelve (12) copies of the final project report, to include five (5) bound copies and one (I) unbound, print-ready master copy. . Two (2) copies of a one-page report, summarizing the project results, as required for all grant- funded activities. . A completed, typed National Archeological Bibliographic Data (NABD) encoding sheet, summarizing site information, will be submitted to the State. . Funding of one year does not guarantee funding of future phases. This project will help fulfill the following goals ofthe City of Dubuque's preservatiou plan: . Encourage neighborhood identity, planning and pride of place - The Four Mounds Foundation and Campus is a valued educational and cultural resource to Dubuque and the surrounding area. The Phase I Four Mounds Archeological Investigation will allow Four Mounds to further its mission and serve as a resource and place of pride for the Dubuque community. . Safeguard the cultural and historical resources of the community as critical to the quality of life and the attractiveness of Dubuque - Dubuque is a community rich in history. Dubuque's history creates a sense of place and pride with Dubuque residents and a destination for tourists. The City of Dubuque prioritizes preservation of its historical resources. The Phase I Four Mounds Archeological Investigation will identify, protect, and promote cultural and historical resources. . Promote the preservation of historic buildings and architectural resources in the community. It is important to look beyond the architectural built environment of a site or community and understand that there are many archeological and prehistoric resources which help tell the story of an event, site and community. Artifacts discovered during the Phase I Archeological Investigation will compliment 1he historic buildings on 1he Four Mounds campus and help tell the story of Dubuque. . Educate the community about the benefits of historic preservation to the community's quality of life, economic development efforts, tourism and tax base enhancement. The Phase I Four Mounds Archeological Investigation will give students enrolled in the Archeology and Cultural Heritage Interpretation program at Loras College an opportunity to conduct field work and research. The investigation will also provide Four Mounds the opportunity to make improvements throughout the campus and continue to provide exceptional on-site education programs which enhance Dubuque's quality oflife, economic development efforts, tourism and tax base. . Increase appreciation, education, and technical assistance and jimdingfor the community's historical and architectural heritage - The Four Mounds mission is to demonstrate and teach the stewardship of natural, architectoral, historical, and agricultural resources in a way that is environmentally, economically, and culturally sustainable and to have these resources utilized for hands-on experiential education. The Phase I Four Mounds Archeological Investigation will identify and curate potential archeological and cultural resources and allow future improvements to the campus which will increase historical appreciation, participation, and education for the City of Dubuque. Describe how undertaking this project will strengthen and enhance commission performance The City of Dubuque has successfully completed numerous historic preservation projects with funding from the SHPO in the last few years, and additional projects are underway and on schedule. The City has established an administrative policy for soliciting proposals from consultants that uses an interdisciplinary team of City Staff, and where appropriate, persons from key groups involved in the project. The City also invites input from community resource agencies, stakeholders groups, the Historic Preservation Commission and the SHPO in producing the best possible work products. The City has utilized CLG funds to complete the 2000 community assessment of Dubuque's architectural themes and historical contexts, "Dubuque - The Key City; The Architectoral and Historical Resources of Dubuque, Iowa, 1937-1955". Following this assessment, the City began a phased architectural/historic survey/evaluation of areas of the conununity using CLG funds. Completed in 2000, Phase I encompassed the Washington/JacksonlElm neighborhood. Begun in 2000, and completed in 2001, Phase II involved an architectural/historic survey/evaluation of the Lincoln/Rhomberg/Garfield neighborhoods. This project was funded with a Historical Resource Development Program (HRDP) grant. Begun in 2002, and completed in 2003, Phase III involved an architectoral/historic survey/evaluation of Dubuque's oldest com.mercial, residential and industrial neighborhoods in and around the central business district. The City received a CLG grant to fund this project. Begun in 2003, completed in 2004, Phase IV involved preparing and amending the National Register Nominations for Dubuque's four primarily residential historic districts and finalize the Multiple Property Document. The City received a CLG grant to fund this project. Begun in 2004, completed in 2005, Phase V involved an architecturallhistoric survey/evaluation of Dubuque's North Main, Fenelon Place and Broadway neighborhoods. The City received a CLG grant to fund this project. Begun and completed in 2002, the City of Dubuque Historic Preservation Commission developed and held design review training sessions on the Iowa Communications Network (ICN) and locally that were available to the public and other CLG communities. The City received a CLG grant to fund this project. The City selected a consultant to assist the Historic Preservation Commission and various City departments with development of a design gnidelines manual and a comprehensive streetscape plan for the city's five historic districts. This project, funded with a CLG grant and a Preservation Services Fund grant, was completed in 2002. In addition, the City successfully completed on time and under budget, the research, design and installation of five interpretive signs of historic resources in May 200 I, with a second HRDP grant. The City also completed the development of five more interpretive signs with a third HRDP grant in 2002. F.
