The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing the location of the subdivision
and size of the parcel.
Staff reviewed the submitted preliminary plat and previous final plats reviewed by the
City of Dubuque.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the submitted
preliminary plat is consistent with the City's Subdivision Regulations.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request subject to waiving Article IV, Design and Improvement Standards,
except Section 42-19, Lots and Blocks.
A simple majority vote is needed for the City Council to approve the request.

Physical Characteristics: The subject property is an approximately 37 -acre parcel with
frontage on U.S. Highway 20 on the north and frontage along North Cascade Road on
the south. The property is currently accessed from a 66-foot wide platted right-of-way
easement that accommodates Royal Wood Drive and Key City Lane.

proposed Streets and Grades: The original final plat for this property was approved in
October 2004 and made accommodations for extension of a 66-foot wide right-of-way
for Royal Wood Drive from North Cascade Road to the northern extreme of Lot 2. The
original final plat also provided for another 66-foot right-of-way to accommodate Key
City Lane that intersects Royal Wood Drive and proceeds westerly to the west property
. line. The proposed Key City Subdivision preliminary plat provides for the extension of
Royal Wood Drive and another roadway running eastlwest to be named West Key
Drive.
Recommended Motion: Motion to approve the submitted preliminary plat of Key City
Subdivision as it is in substantial compliance with City of Dubuque Subdivision
Regulations and the Fringe Area Development Policy, Article IV, Design and

Improvement Standards of the Subdivision Regulations except for Section 42-19, Lots
and Blocks.
Conformance with Comprehensive Plan: The submitted preliminary plat implements
the Comprehensive Plan's Land Use Element: 3.1 and Economic Development
Elements: 3.4 and 8.1.
Impact of Request on:
Utilities: The proposed development will get water from an existing communal well
on an adjacent lot and individual septic will be provided for each lot. Each lot is in
excess of the minimum one-acre required for individual septic tanks.
Traffic Patterns: The subject property will be accessed from North Cascade Road.
Based on 2005 lOOT traffic counts North Cascade Road carries approximately 120
average daily trips.
Public Services: Existing public services other than water and sewer are adequate
to serve the site.
Environment: Staff does not anticipate any adverse impact to the environment
provided septic systems are installed as per County standards, and erosion control
is provided during all phases of development of the property.
Adjacent Properties: Development of the subdivision will increase traffic, ambient
light levels, noise and activity in this area.
Recommended Conditions on Plat: None.
Staff Analysis: The Zoning Advisory Commission and City Council reviewed the
original final plat for this property in October 2004. The City Council approved a second
final plat of Key City Properties No.3 on April 17, 2006.
The preliminary plat of Key City Subdivision subdivides the balance of the property into
14 lots. Royal Oak Drive and Key City Lane are platted as private streets built to
County standards and currently serve the existing lots in the subdivision. A new private
street, West Key Drive, is shown near the north end of the site, running parallel with
U.S. Highway 20. The property is located in Dubuque County, just within the two-mile
extrajurisdictional boundary. The property lies within a secondary growth area on the
City's Fringe Area Map. Developments within these areas have the option to use either
City or County design standards. The proposed extension of Royal Oak Drive and the

new street, West Key Drive, will be built to County Standards. Existing roadways in this
development are also built to County street standards. The submitted preliminary plat
provides for extension of West Key Drive to adjacent property to the east and west of
the proposed subdivision.
The entire site will be served by an existing communal water well located on the
southern edge of the property on Lot 1 of 1. Each lot will have a private septic system.
There is storm water detention proposed for five areas on this site. The entire property
is zoned M-1 County Industrial.
Planning staff recommends that the submitted preliminary plat of Key City Subdivision
be approved as it is in substantial compliance with City of Dubuque Subdivision
Regulations and the Fringe Area Development Policy, subject to waiving Article IV,
Design and Standards, except Section 42-19, Lots and Blocks.
