SUBJECT: Port of Dubuque Design Review - Diamond Jo Casino proposal for a
ramp
Enclosed for your review and signature are two originals of the Port of Dubuque design
review approval letter for the Diamond Jo Casino proposal for parking lot landscaping
along the 3rd Street overpass and removal of a guard shack.
Mr. Frank Domitrovich addressed the Port of Dubuque Design Review Committee on
behalf of Diamond Jo Casino. Mr. Domitrovich directed the committee to the enclosed
proposal prepared by Diamond Joe Casino. He explained the Casino wishes to replace
the approximate 250 foot plastic fence along the north side of the 3rd Street overpass
with natural vegetation. He explained the landscaping will consist of 90 dwarf buming
bushes and 16 spring snow crab trees. He stated the landscaping will be 290 feet long
and run parallel to the 3rd Street overpass and the railroad tracks. Mr. Domitrovich
explained the Diamond Joe Casino will add 6 feet of hardwood bark mulch the length of
the landscaping. Mr. Domitrovich added the casino would also like to add planters at
the ends of the landscaping and remove the guard shack on the property. He stated the
project is scheduled to finish October 2006.
The landscaping and removal of the guard shack complies with the Port of Dubuque
Design Standards. The Port of Dubuque Design Review Committee has reviewed and
approved the proposed landscaping and guard shack removal. The Casino wishes to
implement the proposed landscaping and guard shack removal immediately upon
approval.
Please sign and date both originals of the Port of Dubuque design review approval
letter, and then retum them to me. I will forward them on to Diamond Jo Casino with the
required enclosures for signatures.

· Steel Edging, approximately 320'
· Excavation and disposal 2' deep, 4' wide, 290' long
· Supply and place topsoil
