Van Milligen, City Manager Laura Carstens, Planning Services Manager ~ Contract Amendment -- Shot Tower Archeological Investigation Introduction On July 17, 2006, the City Council approved the issuance of a contract with Great Lakes Archeological Research Center (GLARC) to perform the Dubuque Shot Tower Archeological Investigation. Discussion City staff and GLARC have agreed that the project schedule should be extended approximately one month allow the project architect adequate time to assess the Shot Tower foundation and the depth of soil that can be removed safely from the interior, based on the geomorphological survey work conducted earlier in August by the geomorphology sub-consultant to GLARC. The delay will also to allow our Shot Tower educational partners, Central Alternative High School and Loras College's Archeological and Cultural Heritage Program, an opportunity to participate because school will have been in session longer, enabling instructors to organize field trips for the students. In addition, the Iowa Department of Natural Resources has offered to perform a Phase 2 environmental survey at no cost to the City during the archeological investigation to determine the presence of any heavy metals from the production of lead shot. The IDNR was not been able to come to Dubuque for this survey until September. The amended project schedule will not change the remainder of the contract or the agreed upon compensation for the work performed by GLARC. It also will not affect the rehabilitation work that is planned for the Shot Tower. Recommendation I recommend that you sign and date both copies of the enclosed contract amendment with GLARC, and then return them to the Planning Office to transmit a copy to GLARC.
